Regulating Vessel Biofouling to Support New Zealand's Marine Biosecurity System - A Blu... - 0 views

    A healthy marine environment is integral to numerous New Zealand economic, social, and cultural values, including fisheries, aquaculture, tourism, and recreational and customary activities. The introduction and spread of marine non-indigenous species (NIS) via the vessel biofouling pathway may put these values at risk. Over the past two decades, the Ministry for Primary Industries (MPI) has been proactive in commissioning research focused on the risks associated with vessel biofouling, identification of potential risk vessels, and risk management options. In 2010, MPI consulted on options to manage the biofouling risks on all vessels entering New Zealand waters. In 2014, New Zealand became the first country to introduce mandatory biofouling requirements. Between 2014 and 2018, MPI focused on communicating the requirements to support stakeholder awareness, readiness, and uptake. In parallel, MPI commissioned further research to investigate proactive and reactive approaches to biofouling management. Research outcomes were summarized and technical advice provided to inform stakeholders of what constitutes best biofouling management practices. This review summarizes MPI's research and technical advice on the risks associated with vessel biofouling and its management, and the procedures followed to produce New Zealand's biofouling regulations. The development of these regulations is also contextualized in terms of New Zealand's marine biosecurity system. The transparent and evidence-based approach followed by MPI provides a blueprint for establishing biofouling regulations. Because these regulations are aligned with the International Maritime Organization guidelines, there is the potential to develop consistent global and domestic practices for managing marine NIS introduction and spread.

    A significant increase in the human population on marine coast and steady growth of maritime water transport causes the construction of port infrastructure and the creation of new lands, which affects the ecosystems of coastal waters. Despite the widespread occurrence of such large-scale engineering projects in coastal areas, their impact on various components of aquatic ecosystems, including phytoplankton, is still poorly understood. The aim of the study was to assess the effect of the construction of ports and the alluvium of new lands in the Neva Estuary in 2000s on the productivity of phytoplankton. Digging and dredging of bottom sediments results in one order of magnitude elevation of suspended particulate matter (SM), which mostly consisted of sand and clayed deposits and in significant decrease water transparency, as compared to the average long-term values. Concentrations of total phosphorus in the estuarine waters during the works significantly positively correlated with the concentrations of SM. However, the multiple increase in nutrients was less important for phytoplankton development than expected. Analysis of variance and stepwise multiple regression analyses showed that the main predictor of the primary production of plankton in the periods of construction was water transparency. Gross primary production decreased significantly. In contrast to short-term effects caused by wind-induced events, which often stimulated phytoplankton development, long-term construction works of new port facilities negatively influenced phytoplankton productivity. Apart from pristine conditions when the phosphorus concentration was the main factor limiting the primary production in the estuary, the main limiting factor during long-term engineering projects became water transparency.     Vessel Monitoring Systems (VMS) and other vessel tracking data have been used for many years to map the distribution of fishing activities. Mapping areas with low levels of fishing activity can be of particular interest; for example to avoid conflicts between fishing and other ocean uses like offshore renewable energy or to protect relatively pristine ecosystems from increasing fishing pressure. A particular problem when trying to delineate areas that are lightly fished, is the relative sparsity of vessel monitoring data in these areas. This paper explores three novel methods for estimating the distribution of fishing activity from VMS data, with particular focus on lightly impacted areas. The first new method divides the area of interest into a nested grid with varying cell sizes (depending on the density of data at each location); the second new method uses Voronoi diagrams to define polygons around observations and the third method applies a local regression to generate a smooth map of fishing intensity. The new methods are compared with two established methods: applying spatial grids and interpolating fishing tracks. The track interpolation method generally performs better than any of the new methods, however it is not always possible or appropriate to apply track interpolation; in those cases the local regression method is the best alternative.
