Turkey Must Tread Carefully Against Islamic State - 0 views

  • Rumors have long circulated that Turkey has been aiding Islamic State fighters.
  • Turkey's dealings with the Islamic State are much more nuanced than has generally been understood. Last year in July, Stratfor shed light on this dynamic, analyzing how the Turks were caught between two very threatening realities — both demanding simultaneous management — on their southern flank: jihadists of various stripes and Syrian Kurdish separatists.

Turkey's Geographical Ambition - 0 views

  • Erdogan knows that Turkey must become a substantial power in the Near East in order to give him leverage in Europe. Erdogan's problem is that Turkey's geography between East and West contains as many vulnerabilities as it does benefits. This makes Erdogan at times overreach. But there is a historical and geographical logic to his excesses.

The Turkish Role in Negotiations with Iran - 0 views

  • The Iranians have achieved a similar position. By far the weakest of the negotiators, they have created a dynamic whereby they are not only sitting across the table from the six most powerful countries in the world but are also, like the North Koreans, frequently being coaxed there.

The Geopolitics of Turkey: Searching for More - 0 views

  • STRATFOR begins its assessment of Turkey at the Sea of Marmara because, until the Turks secured it — most famously and decisively in May 1453 with the capture of Constantinople — they were simply one of many groups fighting for control of the region.
  • This consolidation took more than 150 years, but with it, the Turks transformed themselves from simply another wave of Asian immigrants into something more — a culture that could be a world power.

  • What strikes me most about analyses I have looked at is the urge to compare. Taksim is or isn't Tahrir. Turkey is or isn't like Egypt/Tunisia/the USA. The protests in Gezi Park and elsewhere are more like #Occupy or more like the Arab uprisings of 2011.
  • Prime Minister Erdogan has little in common with Mubarak, Ben Ali or, even less, Qadhafi. He is a legitimately elected (and re-elected) and popular leader. Turkey is a multiparty democracy in a way that the North African states never were before the uprisings.

From Estonia to Azerbaijan: American Strategy After Ukraine - 0 views

  • Whatever the origins of the events in Ukraine, the United States is now engaged in a confrontation with Russia.
  • At most, the Russians have reached the conclusion that the United States intends to undermine Russia's power. They will resist. The United States has the option of declining confrontation, engaging in meaningless sanctions against individuals and allowing events to take their course. Alternatively, the United States can choose to engage and confront the Russians. 
  • A failure to engage at this point would cause countries around Russia's periphery, from Estonia to Azerbaijan, to conclude that with the United States withdrawn and Europe fragmented, they must reach an accommodation with Russia.

  • This will expand Russian power and open the door to Russian influence spreading on the European Peninsula itself. The United States has fought three wars (World War I, World War II and the Cold War) to prevent hegemonic domination of the region. Failure to engage would be a reversal of a century-old strategy.
  • The American dilemma is how to address the strategic context in a global setting in which it is less involved in the Middle East and is continuing to work toward a "pivot to Asia."
  • Nor can the United States simply allow events to take their course. The United States needs a strategy that is economical and coherent militarily, politically and financially. It has two advantages.

  • Whatever Putin does in Ukraine, he has two choices.
  • One is simply to accept the reversal, which I would argue that he cannot do. The second is to take action in places where he might achieve rapid diplomatic and political victories against the West -- the Baltics, Moldova or the Caucasus -- while encouraging Ukraine's government to collapse into gridlock and developing bilateral relations along the Estonia-Azerbaijan line.
  • The United States has been developing, almost by default, a strategy not of disengagement but of indirect engagement. Between 1989 and 2008, the U.S. strategy has been the use of U.S. troops as the default for dealing with foreign issues. From Panama to Somalia, Kosovo, Afghanistan and Iraq, the United States followed a policy of direct and early involvement of U.S. military forces.
  • However, this was not the U.S. strategy from 1914 to 1989. Then, the strategy was to provide political support to allies, followed by economic and military aid, followed by advisers and limited forces, and in some cases pre-positioned forces.
  • Main force was the last resort. 
  • Because the current Russian Federation is much weaker than the Soviet Union was at its height and because the general geographic principle in the region remains the same, a somewhat analogous balance of power strategy is likely to emerge after the events in Ukraine.
  • The coalescence of this strategy is a development I forecast in two books, The Next Decade and The Next 100 Years, as a concept I called the Intermarium. The Intermarium was a plan pursued after World War I by Polish leader Jozef Pilsudski for a federation, under Poland's aegis, of Central and Eastern European countries. What is now emerging is not the Intermarium, but it is close. And it is now transforming from an abstract forecast to a concrete, if still emergent, reality.
  • A direct military intervention by the United States in Ukraine is not possible.
  • First, Ukraine is a large country, and the force required to protect it would outstrip U.S. capabilities.
  • Second, supplying such a force would require a logistics system that does not exist and would take a long time to build.
  • Finally, such an intervention would be inconceivable without a strong alliance system extending to the West and around the Black Sea.
  • If the United States chooses to confront Russia with a military component, it must be on a stable perimeter and on as broad a front as possible to extend Russian resources and decrease the probability of Russian attack at any one point out of fear of retaliation elsewhere.
  • The problem is that NATO is not a functional alliance. It was designed to fight the Cold War on a line far to the west of the current line. More important, there was unity on the principle that the Soviet Union represented an existential threat to Western Europe. 
  • That consensus is no longer there. Different countries have different perceptions of Russia and different concerns. For many, a replay of the Cold War, even in the face of Russian actions in Ukraine, is worse than accommodation.
  • The countries that were at risk from 1945 to 1989 are not the same as those at risk today. Many of these countries were part of the Soviet Union then, and the rest were Soviet satellites.
  • The rest of Europe is not in jeopardy, and these countries are not prepared to commit financial and military efforts to a problem they believe can be managed with little risk to them.
  • the Baltics, Moldova and the Caucasus are areas where the Russians could seek to compensate for their defeat. Because of this, and also because of their intrinsic importance, Poland, Romania and Azerbaijan must be the posts around which this alliance is built.
  • The Baltic salient, 145 kilometers (90 miles) from St. Petersburg in Estonia, would be a target for Russian destabilization. Poland borders the Baltics and is the leading figure in the Visegrad battlegroup

  • The Dniester River is 80 kilometers from Odessa, the main port on the Black Sea for Ukraine and an important one for Russia. The Prut River is about 200 kilometers from Bucharest, the capital of Romania. Moldova is between these two rivers.
  • In Western hands, Moldova threatens Odessa, Ukraine's major port also used by Russia on the Black Sea. In Russian hands, Moldova threatens Bucharest.
  • At the far end of the alliance structure I am envisioning is Azerbaijan, on the Caspian Sea bordering Russia and Iran.
  • Should Dagestan and Chechnya destabilize, Azerbaijan -- which is Islamic and majority Shiite but secular -- would become critical for limiting the regional spread of jihadists.
  • Azerbaijan also would support the alliance's position in the Black Sea by supporting Georgia
  • To the southwest, the very pro-Russian Armenia -- which has a Russian troop presence and a long-term treaty with Moscow -- could escalate tensions with Azerbaijan in Nagorno-Karabakh.
  • Previously, this was not a pressing issue for the United States. Now it is. The security of Georgia and its ports on the Black Sea requires Azerbaijan's inclusion in the alliance.

StratFor Annual Forecast 2013 - 0 views

  • Generational shifts take time to play out and often begin with a period of denial as the forces of the international system struggle to preserve the old order. In 2013, that state of denial will persist in many areas. But we are more than four years into this cyclical transformation, and change is becoming more palpable and much harder to deny with every passing month.
  • In Europe, short-term remedies that are so far preserving the integrity of the European Union are also papering over the deep, structural ailments of the bloc.
  • China is not so much in denial of its current predicament as it is constrained in its ability to cope with a dramatic shift from high export-oriented growth to more sustainable development of its interior.

  • The emerging economies of the post-China world will take time to develop, but 2013 will be an important year in determining which are best positioned to fill the growing void left by China.
  • Change will be primarily violent in nature -- and thus harder to miss -- in the Middle East.
  • The United States is also not immune to change. In this generational shift, and all the tumult that comes with it, Washington will be forced to learn the value of restraint in balance-of-power politics, preferring to lean on regional partners and encourage strategic competition as a way of preserving its own power.

The military will remain the ultimate arbiter of the state and will rely on a number of factors -- including a fragmented judiciary, the military's economic leverage, a divided Islamist political landscape and the military's foreign relationships -- to check the Muslim Brotherhood.
  • Egypt's consuming political transition will leave opportunities for flare-ups in the Sinai Peninsula and in Gaza, but we do not expect a significant breach between Israel and Egypt this year.

  • Israel and Turkey are both greatly affected by the shifting political dynamics of the Arab world, but both have little means to influence the change. The two former allies will continue exploring ways to restore a quiet working relationship under these new regional stresses, but a public restoration of diplomatic ties is less likely.
  • Israel will struggle internally over how to adapt to a new regional framework in which the reliability of old working partners is called into question.

  • First, the European crisis is fundamentally a crisis of competitiveness.
  • Second, the crisis has a political aspect. The European Union is not a federation but a collection of nation-states bound together by international treaties.
  • Third, the European crisis is threatening the social stability in some countries, especially in the eurozone's periphery.
  • In 2013, the two largest economies of the eurozone (Germany and France) will face low growth or even stagnation. This will have negative effects across Europe.
  • In 2013, the crisis will keep damaging economic conditions in the eurozone periphery. Greece, Spain, Portugal and Italy will see their economies shrink and unemployment rates rise. In all these countries, the social unrest will grow and the year will be marked by permanent protests and strikes. 
  • The conspicuous divide between the ruling elite and the populations of the periphery will be a key element in 2013, and some governments could fall. But even if opposition parties take power, they will face the same constraints as the governments that preceded them. In other words, a change in politicians will not bring a substantial change in policies regarding the European Union.
  • The only country in the eurozone periphery that has scheduled elections is Italy (in February). If the next Italian government fails to achieve political stability and apply economic reforms, the increased market pressure on Italy will make Rome more likely to require financial assistance from Brussels.
  • Because of the fundamental contradictions in the national interests and foreign policy strategies of the EU member states, the European crisis will continue generating political and economic divisions in the Continent in 2013.
  • Outside the eurozone, the United Kingdom will seek to protect its sovereignty and renegotiate its status within the European Union. But London will not leave the European Union in 2013.
  • Domestic Issues After the political tumult of 2012, Russia will face another year of anti-Kremlin protests, tensions among various political factions and ethnic groups, crackdowns and government reshuffles. Overall, the political tensions will remain manageable and will not pose a serious challenge to Moscow's control.
  • Russia has made significant progress recently in re-establishing influence in its former Soviet periphery.
  • Russia's relationship with Ukraine could be its most important connection in the former Soviet Union in 2013. Russia has been pursuing integration with Ukraine, primarily by taking over its natural gas transit infrastructure and calling on Kiev to join the Customs Union.
  • Georgia will be Russia's main concern in the Caucasus in 2013. With the political emergence of billionaire tycoon Bidzina Ivanishvili and his Georgian Dream movement, Russia's position in the country strengthened at the expense of the anti-Russian camp of Georgian President Mikhail Saakashvili.
  • In the past year, Russia has changed its tactics toward Europe to preserve its presence and leverage for the future. Russia's primary link to Europe is the Europeans' dependence on Russia's large energy supplies, which Moscow knows will be threatened when more non-Russian supplies become available.
  • In 2012, Russia began shifting away from its aggressive stance on energy -- particularly its high prices -- to strike long-term deals that will maintain Russia's market share with its primary strategic customers, such as Germany, Italy and Turkey.   • The United States and Russia will continue sparring over trade matters, negotiations for a new nuclear arms treaty and Russia's role in Iran and Syria. Stratfor does not expect major changes from Washington or Moscow that would break the gridlock in negotiations on these issues.
  • The low-level violence and instability that occurred throughout Central Asia in 2012 will continue in 2013.
  • Three things will shape events in East Asia in 2013: Beijing's struggle to maintain social and political stability amid lower economic growth rates; China's accelerating military modernization and increasingly aggressive moves to secure its territorial and economic interests in the region; and varied efforts by other regional players, including the United States, to adapt to China's changes. 
  • In 2013, the Chinese economy will continue the gradual, painful process of moving away from high export-driven growth and toward a model that is more sustainable in the long run.
  • But barring another global financial meltdown on the scale of 2008-2009, China's coastal manufacturing economy will not collapse outright. The decline will be gradual.

  • Meanwhile, Vietnam and the Philippines -- China's most vocal opponents in Southeast Asia -- will continue to push for greater integration among members of the Association of Southeast Asian Nations and for U.S. business and military engagement in the region.
  • The Coming U.S. Withdrawal from Afghanistan Ahead of the 2014 drawdown of U.S. troops from Afghanistan, efforts will intensify to negotiate a settlement that gives the Taliban a place in a new government.
  • The negotiations will face numerous obstacles this year. There will be an upsurge in violence -- both in terms of officially sanctioned attacks designed to gain advantage on the negotiating table and spoiler attacks by Taliban elements allied with al Qaeda on both sides of the Afghan-Pakistani border.
  • Washington's intention to reduce its presence in the region will spur regional actors to fill the void. Pakistan will increase its interactions with Russia, Central Asia and Iran to prepare for a post-U.S. Afghanistan.
  • India will also turn its attention eastward, where the United States is quietly trying to forge a coalition of regional partners to keep a check on China in the Indo-Pacific basin. Myanmar in particular will be an active battleground for influence this year.
  • Preparing for a Post-Chavez Venezuela After a year of successful campaigning for re-election, Venezuelan President Hugo Chavez is in questionable health. Although the ultimate outcome of December's medical treatment for the ailing leader is unpredictable, Chavez's decision to name Vice President Nicolas Maduro as a political successor at the end of 2012 indicates that there is significant concern for his ability to remain in power.
  • Although it remains possible that Chavez will stay in power through the year, for Maduro to capitalize on Chavez's recent political gains, elections may need to be called sooner rather than later, regardless of Chavez's immediate health status.
  • Throughout 2013, Colombia will continue the incremental process of negotiating an end to the conflict with the Revolutionary Armed Forces of Colombia, known by its Spanish acronym FARC.
  • This will be a year of significant transition for Mexico. Policy issues that were bottled up by intra-party competition in the waning years of the National Action Party's administration have begun coming to the fore and will dominate 2013. These include socio-political issues like education, tax and pension reform.

Turkey's Challenge - 0 views

  • TWO EVENTS OCCURRED ON THURSDAY that involved Turkey. In the first, the U.S. House Committee on Foreign Affairs forwarded a resolution to the House floor for full debate, which called for the condemning of Turkish actions in what many Armenians refer to as the 1915 genocide. The response from the Turkish Foreign Ministry was vitriolic, complete with an ambassadorial recall and threats to downgrade Turkish-American relations at a time when the Americans sorely need Turkish help in Iraq and Afghanistan.
  • Here at STRATFOR these developments generated a bit of a “hmmm.”
  • The core territory of the Ottoman Empire of the past — as well as the Turkey of today — is a crescent of land on the northwest shore of the Anatolian peninsula, including all of the lands that touch the Sea of Marmara. In many ways it is a mini-Mediterranean. It is rich in fertile land, has a maritime culture and wealth that comes from trade. It is a natural birthplace for a powerful nation, and in time it became the seat of an empire.

  • This expansion left the Turks in a bit of a quandary. The size of their conquered territories was now larger than their home territories. The wealth of their conquered territories was potentially larger than that of their home territories. The population of their conquered territories was comprised of different nationalities and religions, and combined was larger than that of their home territories. The Turks very quickly came to the uncomfortable realization that they not only needed their conquered peoples to make their empire functional, but that they needed those conquered peoples to be willing participants in the empire. The Ottomans may have started out as Middle Eastern, but their early successes made them European.
  • And it was all held together by a governing concept the Turks called suzerainty: regional governments would pay taxes to the center and defer to Istanbul on all issues of foreign and military policy, but would control the bulk of their own local affairs.
  • After more than 90 years of being in a geopolitical coma, the Turks are on the move again, and are deciding what sort of power they hope to become. Within that debate are two choices.

Iraq and Syria Follow Lebanon's Precedent - 0 views

  • For nearly 100 years, Sykes-Picot defined the region. A strong case can be made that the nation-states Sykes-Picot created are now defunct, and that what is occurring in Syria and Iraq represents the emergence of those post-British/French maps that the United States has been trying to maintain since the collapse of Franco-British power.
  • Sykes-Picot, named for French diplomat Francois Georges-Picot and his British counterpart, Sir Mark Sykes, did two things.
  • First, it created a British-dominated Iraq.

  • Second, it divided the Ottoman province of Syria on a line from the Mediterranean Sea east through Mount Hermon.
  • The British named the area to the west of the Jordan River after the Ottoman administrative district of Filistina, which turned into Palestine on the English tongue.
  • The British had promised postwar power to both. It gave the victorious Sauds the right to rule Arabia -- hence Saudi Arabia. The other tribe, the Hashemites, had already been given the newly invented Iraqi monarchy and, outside of Arabia
  • And thus, along with Syria, five entities were created between the Mediterranean and Tigris, and between Turkey and the new nation of Saudi Arabia.
  • The most important interest, the oil in Iraq and the Arabian Peninsula, was protected from the upheaval in their periphery as Turkey and Persia were undergoing upheaval. This gave the Europeans what they wanted.
  • What it did not do was create a framework that made a great deal of sense of the Arabs living in this region.
  • The Europeans used the concept of the nation-state to express divisions between "us" and "them." To the Arabs, this was an alien framework, which to this day still competes with religious and tribal identities.
  • It was Lebanon that came apart first. Lebanon was a pure invention carved out of Syria. As long as the Christians for whom Paris created Lebanon remained the dominant group, it worked, although the Christians themselves were divided into warring clans.
  • Lebanon's issues were not confined to Lebanon. The line dividing Lebanon from Syria was an arbitrary boundary drawn by the French.
  • From the outside it appeared to be strictly a religious war, but that was an incomplete view. It was a competition among clans for money, security, revenge and power. And religion played a role, but alliances crossed religious lines frequently.
  • The complexity of Lebanon goes far beyond this description, and the external meddling from Israel, Syria, Iran and the United States is even more complicated.
  • The point is that the clans became the reality of Lebanon, and the Lebanese government became irrelevant.
  • But in the end, the state existed at the forbearance of the clans. The map may show a nation, but it is really a country of microscopic clans engaged in a microscopic geopolitical struggle for security and power.
  • A similar process has taken place in Syria. The arbitrary nation-state has become a region of competing clans.
  • Something very similar happened in Iraq. As the Americans departed, the government that was created was dominated by Shia, who were fragmented. To a great degree, the government excluded the Sunnis, who saw themselves in danger of marginalization. The Sunnis consisted of various tribes and clans (some containing Shiites) and politico-religious movements like the Islamic State. They rose up in alliance and have now left Baghdad floundering, the Iraqi army seeking balance and the Kurds scrambling to secure their territory.
  • It is a three-way war, but in some ways it is a three-way war with more than 20 clans involved in temporary alliances.
  • the most likely outcome is what happened in Lebanon: the permanent power of the sub-national groups, with perhaps some agreement later on that creates a state in which power stays with the smaller groups, because that is where loyalty lies.
  • The boundary between Lebanon and Syria was always uncertain. The border between Syria and Iraq is now equally uncertain. But then these borders were never native to the region. The Europeans imposed them for European reasons.
  • Therefore, the idea of maintaining a united Iraq misses the point. There was never a united Iraq -- only the illusion of one created by invented kings and self-appointed dictators. The war does not have to continue, but as in Lebanon, it will take the exhaustion of the clans and factions to negotiate an end.
  • The idea that Shia, Sunnis and Kurds can live together is not a fantasy. The fantasy is that the United States has the power or interest to re-create a Franco-British invention crafted out of the debris of the Ottoman Empire.
  • There are two issues here.
  • The first is how far the disintegration of nation-states will go in the Arab world.
  • But the second issue is what regional powers will do about this process.
  • All of this aside, the point is that it is time to stop thinking about stabilizing Syria and Iraq and start thinking of a new dynamic outside of the artificial states that no longer function.

Obama's Tightrope Walk - 0 views

  • Begin with the fact that the United States was not the first country calling for military intervention in Syria after pictures of what appeared to be the dead from a chemical attack surfaced. That honor went to France, Turkey and Britain, each of whom called for action. Much as with Libya, where France and Italy were the first and most eager to intervene, the United States came late to the feast.
  • The United States did not have any overriding national interest in Syria.
  • The United States is in the process of recovering from Iraq and Afghanistan, and is not eager to try its hand at nation building in Syria, especially given the players.

  • What started to draw the United States into the matter was a statement made by the president in 2012, when he said that the use of chemical weapons would be a red line.
  • He didn't mean he wanted to intervene. He set the red line because he figured that it was the one thing Assad wouldn't try. It was an attempt to stay out, not an announcement of interest. In fact, there had been previous evidence of small-scale chemical attacks, and the president had dodged commitment.
  • A significant faction pressed him on this in his foreign policy apparatus.
  • The point is that, leaving Iraq, this faction felt that the United States failed to carry out its moral obligations in Rwanda, and applauded the intervention in Kosovo. 
  • This faction is not small and appeals to an important tendency in American political culture that sees World War II as the perfect war, because it was waged against an unspeakable evil, and not for strategic or material gain.
  • That war was more complicated than that, but there was an element of truth to it. And the world, on the whole, approved of American involvement there.
  • Secure behind distance and power, the United States ought not be a typical insecure political power, but should use its strength to prevent the more extreme injustices in the world.

  • Obama had learned a thing or two about the crowd, Arab and otherwise. He was far less romantic about their intent, particularly after Libya. After Libya he was also aware that after the self-congratulations, the United States would have to live with the chaos or new tyranny. He didn't want to attack, and that was clear in the first days after the affair.
  • There were two reasons.
  • First, he had lost confidence in the crowd.
  • Second, he had vowed not to go to war as Bush had, without international support validated by the United Nations
  • Pressed by the human rights faction in his administration to take action in Syria, he was also under pressure from three key countries: Britain, France and Turkey.
  • Obama resisted not the principle of attack but the scale Turkey wanted. 
  • This was one that the British had helped concoct, and the parliament voted against it, with many parliament members saying the United Kingdom was no longer the Americans' lap dog.
  • Obama, who had worked so hard to avoid leadership, had become George W. Bush to the British Parliament.
  • The Russians were completely committed to the survival of the regime.
  • The United States was less passionate, but Obama, while willing to do the minimum gesture possible to satisfy his human rights impulse, did think about what would come later and didn't want to see the regime fall. In this, the Russians and Americans had common interests. 
  • The Russian calculations came down to its read of the United States, which is that it was not in a position to impose an international system in the region because of internal political weakness.
  • Therefore the Russians had a rare opportunity to impose if not a system, then a presence. Most of all, the Russian view was that it had nothing to fear from the United States, in spite of its power imbalance. Obama was not likely to take action.
  • Others, like Poland, that had been with the Americans in Iraq and Afghanistan also bowed out. The Poles are interesting because they had been the most eager for collaboration with the Americans, but felt the most betrayed by not getting an American commitment for significant military aid and collaboration.
  • By the end of the week, the Russians were hurling insults at Obama, the British finally freed themselves from American domination, and the Turks were furious at American weakness.

  • The French -- and France's interventionist flow is fascinating (Libya, Mali, now Syria) -- stood with the United States. This is a tale to consider in itself, but not here. And the Canadians decided that much as they disliked chemical weapons use, they would not be available. The wheels just came off the strategy.
  • It is easy to blame Obama for losing control of the situation, but that is too simple. Every administration has its ideologues, and every president wants allies and no one wants to go to war without those allies flying aircraft beside them. And it would be nice if the United States could be just another country, but it isn't. The moment that it enters a coalition, it leads a coalition.
  • The United States had a strategic interest in neither faction taking power in Syria -- its Lebanonization. That is brutal, but it is true, and the United States was not the only country with that interest.
  • The real problem is this: After the Islamist wars, the United States has, as happened before, sought to minimize its presence in the world and while enjoying the benefits of being the world's leading economy, not pay any political or military price for it.
  • It is a strategy that is impossible to maintain, as the United States learned after World War I, Vietnam and Desert Storm. It is a seductive vision but a fantasy. The world comes visiting.
  • driven by an insufficient national strategy, the president was trapped by internal ideologies, the penchant of foreign allies and the temptation to do something, however ineffective. But as we know, the ineffective frequently becomes more expensive than the effective, and choosing where to be effective -- and where to pass -- is essential. 
  • This is not over yet. If Congress votes for strikes, it is likely that Obama will do something. But at that point he will be doing it by himself, and the inevitable death of innocents in even the smallest attack will bring him under fire from some of those most insistent that he do something about the war crimes in Syria.

      Yes, because all national actions happen flawlessly, with no negative repurcussions, as long as your heart is in the right place.
  • It is not easy to be president, nor is it easy to be the world's leading power. It is nice to be able to sit in moral judgment of men like Assad, but sadly not have the power to do anything. Where life gets hard is when sitting in moral judgment forces you to do something because you can. It teaches you to be careful in judging, as the world will both demand that you do something and condemn you for doing it.
