This is my final blog entry on the digital divide. It basically sums up my thoughts about the topic and looks at a recent initiative by the UN that will hopefully speed up the process of achieving the goal of global internet access by 2015.

The European Parliament overwhelmingly voted to explicitly oppose any law or global agreement which would entail ISPs to punish customers for breaches of copyright. They have also demanded that documents surrounding the secret worldwide negotiations, which Australia is also involved in, be released publicly. 

How DNS server stuff ups caused China's firewall to go global in places recently - just like when Sweden disappeared for a few hours in 2009.

The article looks at the growing global trend for net regulation. Our interest is where Australia, as a result of our drafted internet filtering system, fits in this global picture of regulation. Reporters Without Borders has drawn up lists which groups nations in terms of their level of regulation. Appropriately as a democracy Australia is not listed under "Enemies of the Internet" which names China, North Korea, Egypt and Cuba. Yet disconcertingly we are given the label of "Under Surveillance" which lists us alongside Turkey, Russia, South Korea and the UAE.

Global 'Human Rights' Network Initiative founded or funded? by ICT companies increasingly at risk of government intervention. Hmm. So far Microsoft, Yahoo and Google are on the board. It's troublingly necessary to include ICT businesses in this issue, however their role in the interest group makes for a confusing mix of human rights and network rights. Not always the same thing.

Something about Global Voices 5 years after. It is impressive the way this alternative source of information has expanded. Now, in the Internet Age, the information environment has gone suddenly from a desert to a rainforest. We have moved rapidly from a problem of scarcity to a problem of over-abundance - at least for some kinds of information. Other kinds of information remain rare and harder to find amidst the rapidly proliferating dominant species.

Blog from the New Internationalist about the movement taking place in the UK to donate votes for the upcoming elections, called "Give Your Vote". The idea is for UK citizens to donate their vote to someone in Bangladesh, Afghanistan and Ghana. These countries were chosen due to the involvement of the UK in all these countries through various ways (ie troops, legislation that has an impact on climate change, trade). In each country they have a sister campaign called "Use a UK Vote". Effectively it is a means for citizens of these nations to voice their opinions. The movement demonstrates global democracy in a sense. A word of warning - if you want to visit the site http://www.giveyourvote.org/ it's not particularly user friendly. Under the heading there are subheadings (however they are invisible).

Kind of a scary headline after today's class. Not quite what it sounds though. .. Or is it? Google owns or controls content. Now Google owns more content. If you look at Benkler's definition of layers (via Lessig), both the physical layer and the content layer have been subject to ownership and freedom exists/ed mainly on the layer of logic or code. Google is just a giant content aggregator.

Under sever fire of privacy, Facebook is now tighten their privay policy to ease the fire. The thing is, when it comes to people, it's not that easy to solve. It's no longer a website that JUST allowing users exchage their status and connected to each other, but with more and more apps, people have the feeling that they are being spied on whenever wherever.

This article is dealing with the recent disclosure by Google that it had fallen victim to a cyber attack. It renews the growing sentiment that a global response to the issue of cybersecurity is needed with particular emphasis on the cooperation between the government and business sectors.

Interesting comparison was made in this article regarding President Obama's priorities. It stated that "Obama has made cyber security a top priority for his administration, and has listed the threat from cyber weapons along with other weapons of mass destruction - such as nuclear, chemical and biological weapons." Is it fair to make a comparison between the threat of nuclear weapons and threats which exist within the world of computers?

FTTH is a technology that encounters success with more than 6 million new subscribers added just in the second half of 2009 in the world. One of the major highlights is that Japan, China, South Korea, USA and Taiwan represent more than 90% of all FTTH/B subscribers in the Global Ranking. Moreover, they also have in common that they are the only countries in the Global Ranking with more than one million households connected to FTTH/B. Australia has a long way to go.

Interesting story about how internet fuelled media changed the global SwineFlu pandemic response. Specifically, persuading people that they probably didn't need to vaccinate, (market mechanisms) causing many countries to now be overstocked with millions of dollars worth of unwanted serums! ""It emerged that the media timescale was far shorter than the political and administrative timescale, which may have complicated national decision making," a French delegate told the panel."

Wow. Read it and weep. Tim O'Reilly is promoting this article. I haven't read anything quite so scarily propagandist since Caberet. What do I mean? (and who is this 'state'?) Cloud computing is a double-edged sword in the fight for Internet freedom, a top State Department official said on Wednesday." "During a major policy speech in January, Clinton announced that Internet freedom would become a strategic priority for the United States in 2010. In March, State revived the Global Internet Freedom Task Force, a Bush administration initiative that worked to harmonize policies departmentwide on protecting free speech. The renamed NetFreedom Task Force met on March 4, when 19 telecommunications and information technology companies discussed the corporate sector's role in facilitating Internet freedom."

Australian government is planning to accedeto the concil of Europe's Convention on Cybercrim, to further govern online content. several opinons appeared, one is saying that "age-appropriate" filtering is more effective than compelling ISPs to provide access to stored electronic communications for foreign law enforcement pruposes.

The conference on cybersecurity in Dallas, Texas has brought forward the fears of cybersecurity experts in which they still recognize the potential for "nightmare" scenarios. All the experts at this conference agree that the only way to protect against the "nightmare scenario" is for global cooperation.

US President Barack Obama would be granted powers to seize control of and even shut down the internet under a new bill that describes the global internet as a US "national asset"!!!!!!!!!!!!

Shutdown of large torrents site in Russia for allegedly distributing illegal content. Not read in detail.

The Chinese government is planning to engage mothers in an effort to apparently  "protect" children. A genuine concern or just legitimization of censorship?

It seems to be like by-the-book State mechanisms to legitimize policy. Classic propaganda.
