The UK Government are proposing to introduce a Digital Economy Bill.  The owners of copyright material will be able to pursue individuals who are sharing their content and take legal recourse.  Persistent offenders can eventually be blocked by their ISP. "Persistent" offenders will have received 50 notices before the Government can request that the ISP block their access to the internet. Sites that host material / content that breaches the bill will be issued with a series of take down notices. This impacts all sites - not just those whose servers are based in the UK.  If the site does not comply with the take down notice it will be possible for the site to be blocked within the UK. 

Amendments made to the digital economy bill last week, handing courts the power to force internet service providers (ISPs) to block certain websites, threaten freedom of speech and will lead to British websites being blocked without due judicial process, the chief executives of leading technology companies said in an open letter to the Financial Times. The heads of the four largest UK internet service providers as well as Google, Facebook, eBay and Yahoo have all co-signed the letter, along with consumer groups and academics, objecting to amendment. Theoretically the amendment could lead to sites such as YouTube being blocked in the UK.

The "Digital Economy Bill" has been passed by the Lords and is now expected to be rushed through the Commons before the general elections. Despite criticism by the UK's major telecommunication providers and global internet giants like Google, the government said it was still committed to giving courts the power to block websites which are infringing copyright. The bill is mainly aiming to tackle internet privacy. Some of it's paragraphs however could lead to internet censorship.

Now its off the agenda till after the election, so the Government clearly misjudged the public reaction. Thanks to widespread media coverage on the inherent flaws of the MISP, coupled with the activism of protest movements such as Electronic Frontiers Australia and the Pirate Party, its fair to say that the general public have moved beyond the Government's black and white positioning of the proposal.

This article discusses how in the state of Ohio lawmakers are looking to have schools discipline cyberbullies. Cyberbully victims have a higher chance of being depressed, and according to this article they are approximately 8 times more likely to bring weapons to school. Though the bill will help a lot of schools monitor children's conduct online, there were no clear outlines as to the means of how to schools will be able to discipline bullies. A lot of information and rules and regulations will have to be in place to inform parents of how the school will extend their boundaries beyond a physical realm, and into the online world. Though there is much work to be done on the specifics of cyberbullyin, setting school boundaries regarding cyberbullying is a good step towards, thwarting possible cases of cyberbullies, as school jurisdiction may no longer necessarily be within bounds of a school yard.

US President Barack Obama would be granted powers to seize control of and even shut down the internet under a new bill that describes the global internet as a US "national asset"!!!!!!!!!!!!

As yet it is unspecified, but the Conservative government is to table a bill on copyright that will strike a balance between consumer rights and artist rights. They don't want to stop people who may breach copyright in their day to day life, they just want to go after the baddies who destroy artists royalties. I predict anger from all sides - too weak, too strong ...
