Trump administration plans to slash number of refugees for U.S. resettlement - Reuters - 0 views

  • The Trump administration said on Thursday it plans to allow only 18,000 refugees to resettle in the United States in the 2020 fiscal year, the lowest number in the history of the modern refugee program.

Indigenous tribes fear hard year ahead after Amazon fires | PLACE - 0 views

  • The Tenharim indigenous territory lies between two medium-sized towns in Amazonas state, and occupies a total of 1.8 million hectares. It is home to several Amazonian tribes. Deusdimar, of Pakyri, said he has no doubt the fires his tribe is facing are man-made. Trained as a firefighter himself, he said it is clear when a fire is natural, judging in part by where it starts - and these fires are not natural in his view. "This is all due to ambition," he said. Farmers are burning forest to open up farmland and "we are hurt directly and indirectly".

Boris Johnson's Make-Believe Brexit Negotiations - Foreign Policy - 0 views

  • Johnson has long promised that a more vigorous negotiating position than that of his predecessor, Theresa May, would push the EU into offering last-minute concessions on the terms of Britain’s scheduled exit from the union. But according to a senior official source in the U.K. Foreign Office, under Johnson’s administration the U.K.’s Brexit negotiating team has in reality been “completely hollowed out” with “key people reassigned.” Despite Johnson’s promises of new proposals to solve the nearly intractable problem of the border between the Republic of Ireland and Northern Ireland, in the run-up to a crunch EU summit on Oct. 17, the Johnson team has “nothing remotely new on the table,” the official told Foreign Policy.

The New Nuclear Arms Race: Russia and the United States Must Pursue Dialogue to Prevent... - 0 views

  • Even after decades of reducing their arsenals, the United States and Russia still possess more than 90 percent of the world’s nuclear weapons—over 8,000 warheads, enough for each to destroy the other, and the world, several times over. For a long time, both sides worked hard to manage the threat these arsenals presented. In recent years, however, geopolitical tension has undermined “strategic stability”—the processes, mechanisms, and agreements that facilitate the peacetime management of strategic relationships and the avoidance of nuclear conflict, combined with the deployment of military forces in ways that minimize any incentive for nuclear first use. Arms control has withered, and communication channels have closed, while outdated Cold War nuclear postures have persisted alongside new threats in cyberspace and dangerous advances in military technology (soon to include hypersonic weaponry, which will travel at more than five times the speed of sound).

  • Exacerbating this danger is the deliberate and accelerating breakdown of the arms control architecture that for decades provided restraint, transparency, and predictability for each side’s conventional and nuclear forces. In their absence, Russia and the West are assuming and planning for worst-case scenarios. The first crack appeared in 2002, when the United States withdrew from the Anti-Ballistic Missile (ABM) Treaty, signed three decades earlier to prevent Washington and Moscow from deploying nationwide defenses against long-range ballistic missiles. Then there is the militarization of outer space, a domain that remains virtually unregulated by agreements or understandings: China, Russia, and, most recently, India have built up their antisatellite capabilities, and Washington is mulling a dedicated space force.

  • According to the United Nations, Yemen today is the world's worst humanitarian crisis. In 2018, the UN appointed a panel of experts to examine the coalition blockade on Yemen and the impact of the thousands of airstrikes launched against civilians there. It concluded that these practices could qualify as war crimes. It pointed not only at Saudi Arabia and the UAE, but also at the parties supplying the coalition with weapons, based on a multilateral treaty regulating arms sales that has been in force since 2014. Saudi Arabia buys its weapons from the United States and the United Kingdom, as well as from a number of European arms manufacturers, led by French and German companies.

Indeed, Britain did even worse than the United States after the 2008 crash, and the Brussels bureaucracy had grown irritatingly intrusive. It’s probably surprising that it took this long for a backlash like Brexit to occur. But pointing out serious flaws in the system is not an argument for junking it altogether. And that’s where the new special relationship may be headed for trouble.

It assumes we are still dwelling in the unipolar moment and that all that matters is the will to use the power at America’s disposal.

  • Cultures are now seen as heterogeneous and contradictory, highly porous, and deeply entwined and interrelated. In her celebrated 1986 article “Culture in Action,” Ann Swidler, the eminent Berkeley sociologist, put it this way: “all real cultures contain diverse, often conflicting symbols, rituals, stories, and guides to action.” Decades of empirical research sustains such understandings of culture. Anthropologists have demonstrated it at very local levels. Lila Abu-Lughod’s work on Bedouin women is a fine example. And historians have demonstrated it at the level of empires and international orders. Karen Barkey, Jane Burbank, Frederick Cooper, Pamela Kyle Crossley, and many others have revealed the heterogeneous cultural contexts in which such orders evolve.

  • The English School is noted for its trademark claim that states can form international societies, not just international systems. That is, states can come together over shared common interests to agree on common rules and create institutions to uphold those rules. When asked what sustains such a society, English School theorists offer two main answers. One is pragmatic: States share basic interests in physical security, stable territorial rights, and the keeping of agreements, and international society is the best means to these ends. This is overlaid, however, by an argument about the cultural prerequisites for international society. Far from seeing culture as complex and contradictory, Martin Wight, one of the school’s founders, held in Systems of States that an international society “will not come into being without a degree of cultural unity among its members.” Modern international society, he argued, had its origins in European civilization, and when decolonization admitted a host of non-Western states, international society had “outrun cultural and moral community.” The idea that pragmatism could only ever sustain a thin social order—and that a common culture was needed to undergird robust bonds, institutions, and practices—focused much of the school’s post-decolonization research on the possibility of international society in a culturally diverse world.
