Deterrence, Mass Atrocity, and Samantha Power's "The Education of an Idealist" - 0 views

  • In Power’s Pulitzer Prize-winning A Problem from Hell, American force is one of many foreign policy tools that can and should be bent toward civilian protection and atrocity prevention globally; for many of her critics from the left, American force is to be dismantled; for many of her critics from the right, American force should serve core national security interests and nothing more.
  • In A Problem from Hell, Power argues that US policymakers did not act to stop genocide because they did not want to; in her memoir, she relates how a room full of civil servants whose thinking had been shaped by her first book found themselves in a years-long limbo over complex human disasters in Syria and Libya. It is not that politicians entirely ignore voters’ foreign policy views. But, at least compared with tax and entitlement issues, politicians have considerable rope to pursue their own agendas. Only in rare circumstances, such as very unpopular wars, do voters hold politicians to account on foreign policy.

How Putin's worldview may be shaping his response in Crimea - 1 views

  • The recent literature on Putin is correctly in drawing attention to his pro-Soviet imperialistic views: remember, to Putin the collapse of the USSR the biggest geopolitical catastrophe of 20th century. But what exactly this pro-Soviet worldview means is fairly poorly understood. To get a grasp on one needs to check what Putin’s preferred readings are. Putin’s favorites include a bunch of Russian nationalist philosophers of early 20th century – Berdyaev, Solovyev, Ilyin — whom he often quotes in his public speeches. Moreover, recently the Kremlin has specifically assigned Russia’s regional governors to read the works by these philosophers during 2014 winter holidays. The main message of these authors is Russia’s messianic role in world history, preservation and restoration of Russia’s historical borders and Orthodoxy.
  • another Putin’s favorite that was rumored to be very popular in his close circles a few years ago: “The Third Empire: Russia that Ought to Be” by Michael Yuriev. It’s a utopian fantasy written as a history book from a perspective of a 2054 Latin American narrator. The book describes how 2054 world order was established, and the process has a striking resemblance with contemporary Ukrainian events. It begins with a Recovery period of 2000-12, when the Great Russia starts its resurgence under the rule of Vladimir II the Restorer. Importantly the First Expansion that leads to reunification of significant territory occurs when Eastern and Southern Ukrainian regions rebel against west-organized Orange revolution (supported by western Ukraine). To help the revolting Ukrainians (that want to rejoin Russia) Vladimir II offers to include their Eastern territories into Russia. He then passes a referendum on those territories, and replaces the Russian Federation with the Russian Union (refer to the Custom Union) that also includes Belarus, Prednestrovie, Kazakhstan, Turkmenistan, South Ossetia and Abkhazia

Indigenous tribes fear hard year ahead after Amazon fires | PLACE - 0 views

  • The Tenharim indigenous territory lies between two medium-sized towns in Amazonas state, and occupies a total of 1.8 million hectares. It is home to several Amazonian tribes. Deusdimar, of Pakyri, said he has no doubt the fires his tribe is facing are man-made. Trained as a firefighter himself, he said it is clear when a fire is natural, judging in part by where it starts - and these fires are not natural in his view. "This is all due to ambition," he said. Farmers are burning forest to open up farmland and "we are hurt directly and indirectly".

      This is a common error. The correct word here is "flouting" (ostentatiously violating rules), rather than "flaunting" (showing rules off).
  • If no recognizably modern order was present immediately after Westphalia, though, by the 19th century something much more similar to our present-day state system was emerging in Europe. Under this system, countries, for the most part, drew clear borders, engaged in formalized diplomatic relations, and offered nominal deference to each other’s sovereignty. Meanwhile, these same states also set about denying sovereignty to much of the world through their colonial empires. In short, a few centuries after the Peace of Westphalia one version of the “Westphalian order” developed within Europe, and a very different order developed on a global scale
  • The question of who qualifies for sovereignty, and how much, went on to bedevil efforts to institutionalize the international order throughout the 20th century. The Versailles Conference, for example, made it clear that some were entitled to benefit from President Woodrow Wilson’s principles of self-determination and some were not. U.S.-Sponsored Big Agriculture Is Leading to Ecological Collapse - 0 views

  • Even amid a pandemic-induced economic shutdown—during which global annual emissions dropped 7 percent—carbon dioxide and methane levels set records in 2020. The last time Earth held this much carbon dioxide in its atmosphere, sea levels were nearly 80 feet higher and the planet was 7 degrees Fahrenheit warmer. The catch: Homo sapiens did not yet exist.

  • Forest loss and species extinctions have only increased as industrial agriculture has scaled up in Brazil. Farmers are burning unprecedented amounts of forest to expand their operations in pursuit of an industrial model. In August 2019, smoke blocked the sun in São Paulo, Brazil, 2,000 miles away from the fires in the state of Amazonas.
  • As agriculture has industrialized in India, the use of pesticides and fertilizers has risen as well. Iraq attacked Iran in 1980 because Saddam believed the Islamic Republic was in disarray and would be easy to defeat, and George W. Bush invaded Iraq in 2003 convinced the war would be short, successful, and pay for itself.
  • Another familiar folk theory is “military Keynesianism.” War generates a lot of economic demand, and it can sometimes lift depressed economies out of the doldrums and back toward prosperity and full employment. The obvious case in point here is World War II, which did help the U.S economy finally escape the quicksand of the Great Depression. Those who are convinced that great powers go to war primarily to keep Big Business (or the arms industry) happy are naturally drawn to this sort of argument, and they might worry that governments looking at bleak economic forecasts will try to restart their economies through some sort of military adventure. It takes a really big war to generate a significant stimulus, and it is hard to imagine any country launching a large-scale war—with all its attendant risks—at a moment when debt levels are already soaring

  • If control of oil has driven economic development in the modern Middle East, control of water has been a fundamental component of civilization itself. For decades, both the Syrian and Iraqi governments focused on hydrology in their bids for socioeconomic development, building a bevy of dams, canals and other infrastructure to control floods, improve agricultural irrigation and generate electricity for their populations. Denying or diverting water, though, was also tantamount to war. During the Iran-Iraq War (1980-1988) Saddam Hussein fretted that Iran would destroy dikes and dams on the upper Tigris River in order to cause flooding in Baghdad. In the early 1990s Syria and Iraq nearly went to war with Turkey over plans to divert part of the Euphrates River, and in 1992 Iraq famously cut off the water to the marshes of southern Mesopotamia in order to destroy the terrain where Shiite insurgents were hiding out. Punishing drought conditions in rural Syria may even have caused social unrest that helped precipitate the beginning of the March 2011 uprising.

Tech companies in the past have refused to disclose information about individual centers’ energy and water consumption, claiming that such data was a trade secret.
  • Over the last couple of years, Google, Meta and Microsoft have started publishing their total water use across their operations, but they don’t break the number down by business unit nor use standardized metrics. Bluefield Research has estimated data centers use more than a billion liters of water per day, including water used in energy generation.

This is the equivalent to offsetting carbon by planting trees—something that looks good on paper but may not directly benefit the communities affected by data centers, because water may be replenished only in places where it’s easy to do so.
