Boris Johnson's Make-Believe Brexit Negotiations - Foreign Policy - 0 views

  • Johnson has long promised that a more vigorous negotiating position than that of his predecessor, Theresa May, would push the EU into offering last-minute concessions on the terms of Britain’s scheduled exit from the union. But according to a senior official source in the U.K. Foreign Office, under Johnson’s administration the U.K.’s Brexit negotiating team has in reality been “completely hollowed out” with “key people reassigned.” Despite Johnson’s promises of new proposals to solve the nearly intractable problem of the border between the Republic of Ireland and Northern Ireland, in the run-up to a crunch EU summit on Oct. 17, the Johnson team has “nothing remotely new on the table,” the official told Foreign Policy.

Who in the GCC wants a union? - 0 views

  • Citing “security problems, economic challenges and other serious issues confronted by the region,” Bahrain’s Prime Minister Prince Khalifa bin Salman Al Khalifa recently announced that the transformation of the Gulf Cooperation Council (GCC) to a union is an “inevitable goal” of this month’s Manama Dialogue (Dec. 9-11).
  • With absolutely no illusions that Oman — historically the most independent member of the GCC — has changed its position, last month Ghanem al-Buainain, Bahrain’s minister of Parliament Affairs, stated that he sensed “great enthusiasm for the union from the other Gulf members.”

  • That’s not to predict an end-of-the-world scenario for either disaster, just to remind people that, at the extreme end of these uncontrolled events, there are horrendous logical risks that our leaders are amiably accepting (or urging) on behalf of the rest of us. And they seem to expect our gratitude for their efforts in Ukraine or their lack of efforts in Fukushima, more or less equally.
  • By stark contrast, the history of Crimea’s integration with Ukraine is all but non-existent in history. In the mid-1400s, Crimea was a Tatar state founded by a descendant of Genghis Khan. In 1478, Crimea became a tributary of the Ottoman Empire until 1774, when it became an independent state, essentially liberated by Russia (until Russia annexed it in 1783). Crimea remained part of Russia until 1917, when it declared its independence again (which lasted about a year before it was occupied by the Soviet Union, then the Germans, then the Soviet Union again). In 1921, Crimea was granted “autonomy,” which was interrupted by the German occupation (1941-1943), then stripped by the Soviet Union in 1945. Still part of the Soviet Union in 1954, Crimea was organizationally transferred to Ukraine, also part of the Soviet Union. In 1991, Crimea became the Autonomous Republic of Crimea, within the Soviet Union, followed by a power struggle with the Kiev government in the aftermath of the Soviet Union’s break-up. In early 1992, the Crimean Parliament proclaimed its independence as the Republic of Crimea and adopted its first constitution (which it amended the same day to say Crimea was part of Ukraine); within weeks, Crimea dropped its proclamation of self-government in an apparent trade-off for greater autonomy from Kiev, but the dispute over the status of Crimea continued to feed political turmoil until Ukraine executed a constitutional coup. On March 17, 1995, the Kiev government scrapped the Crimean constitution, sacked the Crimean president and eventually established, with obvious irony, the “Autonomous Republic of Crimea” – which still had periodic anti-Kiev eruptions and now (as of March 16) has voted to join the Russian Federation.

Canada’s humiliating failure to make it onto the United Nations Security Council reflects that it can now be picked on by China, or even Saudi Arabia, as the United States weakens. Australia is faced with cyberattacks and growing Chinese pressure. Britain, now outside the European Union, has been repeatedly threatened by China over Hong Kong, Huawei, HSBC, and nuclear power plants. All three are struggling to make their voices heard in international politics, in the various G-groups, in global bodies, and in President Donald Trump’s Washington.
  • Sadly, for all three, Germany and France are in a very different place from them on the authoritarian powers. Berlin, constrained by huge exports to China, wants to find a middle way between Washington and Beijing and is not ready to throw the EU into greater competition that could jeopardize critical trade for the sake of the interests of either Canada, Australia, or Britain. Paris, similarly, thinks differently on Russia. French President Emmanuel Macron’s emerging vision for a European Security Council or “Eurogroup”-style body including Russia, Turkey, and Britain is well outside the anti-authoritarian frame than Ottawa, Canberra, and London share.

  • Chinese and Russian aggression against the democracies is likely to grow, the United States might critically weaken, and the EU seems firmly set on pursuing a middle path. Instead of worrying about looking back to the past, leaders in Ottawa, Canberra, and London should embrace the idea and propose a significant deepening of their foreign-policy coordination. This is most definitely not about “getting the band back together,” as one British Conservative member of Parliament greeted a trade talk announcement, but three middle powers building an anti-authoritarian group to resist great-power bullying in the 21st century.

That group, which stretches from Chile to Kazakhstan, lacks the ability to agree on anything of substance—and the power to act on it.

Many of them are discouraged, frightened, and are making apocalyptic forecasts. Andrei Kostin, [head of the largely state-owned VTB Bank], is "in mourning." Some Duma members are thinking of giving up their seats.

And if this is a fight without rules, then it’s a fight without rules — the new reality in which we live. “Here he is in a state of being offended and insulted. It's paranoia that has reached the point of absurdity," he says. According to him, Putin sincerely believes that, at least in the first years of his rule, he tried his best to improve relations with the West.
