This effort has successfully rallied a significant part of the Jewish-Israeli population.

  • As he tried to rescue what had become known as “the peace process,” U.S. Secretary of State John Kerry told Congress that the two-state solution had one to two years left before it would no longer be viable. That was six years ago. Resolution 2334, which the UN Security Council passed with U.S. consent in late 2016, called for “salvaging the two-state solution” by demanding a number of steps, including an immediate end to Israeli settlement building in the occupied territories. That was three years ago. And since then, Israel has continued to build and expand settlements.
  • What Trump had in mind has become clear in the years that have followed, as he and his team have approved a right-wing Israeli wish list aimed at a one-state outcome—but one that will enshrine Israeli dominance over Palestinian subjects, not one that will grant the parties equal rights.

Two million more Palestinians live in the besieged Gaza Strip, where the militant group Hamas exercises local rule: an open-air prison walled off from the world by an Israeli blockade.

  • in the wake of the Holocaust, a UN partition plan presented a similar vision, with borders drawn to create a Jewish-majority state and with the Palestinians again divided into multiple entities.

By embracing the Oslo process, Arafat and his fellow PLO leaders found a personal path back to influence and relevance—while trapping the Palestinian community in a bind that has held them back ever since.
  • The time has come for the Palestinian Authority to abandon its advocacy of a two-state solution, an idea that has become little more than a fig leaf for the United States and other great powers to hide behind while they allow Israel to proceed with de facto apartheid.
  • Some will object that such a shift in strategy would undercut the hard-won consensus, rooted in decades of activism and international law, that the Palestinians have a right to their own state. They, too, would gain security, stability, and growth, while also escaping international isolation and reversing the moral rot that the occupation has produced in Israeli society. At the same time, they would maintain connections to historical and religious sites in the West Bank. Most Israelis would far prefer to perpetuate the status quo. But that is just not possible. Israel cannot continue to deny the rights of millions of Palestinians indefinitely and expect to remain a normal member of the international community.

  • The Israeli-Palestinian conflict is a tragic struggle between two victims of Europe—the Arabs were the victims of imperialism, colonialism, repression, and humiliation. The Jews were the victims of discrimination, persecution, and finally of a genocide without parallel in history. On the face of it, two victims, especially two victims of the same oppressor, should become brothers. But the truth, both when it comes to individuals and when it comes to countries, is that some of the worst fights break out between two victims of the same oppressor. The two sons of an abusive father will each see in his brother the face of his cruel father. And this is the case with the Jews and the Arabs—each of us sees the other in the image of the former oppressor. The Arabs look at Jewish Israel and do not see it as it really is—a half-hysterical refugee camp. Instead, they see it as the long, arrogant, oppressive, and exploitative arm of European colonialism. We Jews look at the Arabs and instead of seeing them as our fellow sufferers, we see the persecutors of our past—the Cossacks, the antisemites. Nazis who grew moustaches and got suntanned, but who are still eager to slaughter us.

Making It Work From the River to the Sea - New Lines Magazine - 0 views

  • Israelis, enjoying vastly superior power, remain maximalist, Palestinians slightly less so. Both seek national self-determination on their own terms. But the plain reality is that they cannot both have it, because — rightly or wrongly — they both seek it in the same place. For them both to be able to achieve true and lasting national self-determination, they must do so not in 2D, cartographically, but in 3D, holographically. Say hello to nonterritorial autonomy, a long-standing but little-discussed method of managing diversity within a state by granting dispersed groups self-government on the basis of identity rather than land, while also retaining a broader structure of power sharing.
  • Overlaying two nations on one country sounds like science fiction, but that is testament to the corrosive power of the nationalist thinking that drives the two-state solution. Partition says more about the preoccupations of the chiefly American and European politicians who cling to it than it does about the aspirations or real lives of the people who will have to live in the resulting states.

Short of a land incursion by international forces and a yearslong deployment of peacekeeping troops, such an operation is inconceivable.
  • When “safe passage” across the 30 miles separating Gaza from the West Bank was written into the Oslo II agreement, dreamers advocated all kinds of schemes for bridges, tunnels, corridors, roads and rail lines.   • The Westphalian order refers to the conception of global politics as a system of independent sovereign states, all of which are equal to each other under law. The most popular story about this political system traces its birth to the Peace of Westphalia in 1648, follows its strengthening in Europe and gradual expansion worldwide, and finally, near the end of the twentieth century, begins to identify signs of its imminent decline. On this view, much of the power that states once possessed has been redistributed to a variety of non-state institutions and organizations—from well-known international organizations such as the UN, the EU, and the African Union to violent non-state actors such as ISIS, Boko Haram, and the Taliban along with corporations with global economic influence such as Facebook, Google, and Amazon. This situation, the story often goes, will result in an international political order that resembles medieval Europe more than the global political system of the twentieth century.
  • Over the last two decades, scholars working on the history of the global order have painstakingly shown the complete mismatch between the story of Westphalia and the historical evidence. The nation-state is not so old as we are often told, nor has it come to be quite so naturally. Getting this history right means telling a different story about where our international political order has come from—which in turn points the way to an alternative future.

Much of this wealth was extracted from Russia’s enormous energy and mineral resources, and is now stashed in secret bank accounts in the Mediterranean and the Caribbean, in empty mansions and condos from London to Manhattan to Miami, and in yachts and private jets on the French Riviera.

Nevertheless, a strange forum for conflict management has grown up between them. Since 2006, when UNIFIL was reauthorized by UN Security Council Resolution (UNSCR) 1701, peacekeepers have presided over more than one hundred tripartite meetings, which bring together officers from Israel, Lebanon, and UNIFIL to manage disputes and technical issues along the Blue Line.5 The primary belligerents along the border are Hezbollah and the Israeli military, but the Lebanese military serves as Hezbollah’s interlocutors in what has become known as the Tripartite Process.

The population of southern Lebanon expresses widespread skepticism about the peacekeeping mission’s intentions and loyalties, despite the benefits they reap from UNIFIL, which not only reduces conflict but serves as the area’s largest employer.11 Many residents of southern Lebanon and supporters of Hezbollah believe that UNIFIL serves Israeli and American interests and is unlikely to act to protect civilians during future conflicts
  • The original UNIFIL mission deployed in 1978 with three missions: to confirm Israel’s withdrawal from southern Lebanon, to restore “international peace and security,” and to restore the authority of the government of Lebanon in the border region. None of these missions were achieved. Israel never fully withdrew, and in 1982 extended its occupation deeper into Lebanese territory. On the Lebanese side, state authority no longer existed, as the nation was riven by the 1975–90 civil war. Lebanon’s national army was reconstituted after the Taif Agreement of 1989 paved the way for an end to the country’s civil war. Even as other militias disbanded or had their fighters absorbed into the regular military, Hezbollah alone maintained an autonomous militia. Israel still occupied about one-tenth of Lebanon’s territory, along the southern border, and Hezbollah continued to lead the armed resistance. In 2000, Israel finally withdrew from most of Lebanese territory, but continued to occupy high ground on the mountain of Jabal al-Sheikh, known as Shebaa Farms, as well as the village of Ghajar, which contains critical water sources.14 Later, it also claimed some Lebanese territorial waters in an area where underwater oil and gas exploration is underway.15 Citing Israel’s continuing occupation, as well as the Israeli air force’s daily overflights of Lebanon, Hezbollah spurned calls from some of its Lebanese rivals to disarm or integrate into the national army.16 Tensions regularly flared along the border, and finally boiled over into war in July 2006.
  • Initially, Hezbollah preferred a UN resolution that would leave it sovereign in southern Lebanon. Yet process does not suffice if no common policy framework can be reached on the central matters of dispute. No amount of tripartite meetings at the UNIFIL headquarters will compel the political leadership in Israel or Hezbollah to reformulate their core goals

After several days, they were instructed to call someone to pick them up from the hotel, or to find another way out themselves. Without any documents, from then on, they were on their own — foreigners in a strange country, without any legal status or safety net.

  • Tesfay says he left Eritrea at a young age to escape forced military service. Eritreans can be conscripted for decades at a time, which is often indistinguishable from slave labor. After five years in Israel, he was imprisoned in Holot for a year. That’s when he decided to leave. Since arriving in Uganda he has struggled to survive without any legal status or support. His savings, as well as the money he received as a departure grant from Israel, didn’t last him very long. Today he lives on the street. He says he has been robbed five times since he arrived. The UAE and Other Gulf States Are Upset With India Because of Islamophobia - 0 views

The Wartime Transformation of AQAP in Yemen | ACLED - 1 views

  • Al Raymi’s death has marked a turning point in AQAP’s decade-long history. Al Raymi oversaw AQAP’s expansion in southern Yemen, where the group held the third biggest port city in the country, and its eventual retreat into the mountains of central Yemen. Within the Islamist camp, AQAP also faced fierce competition at the hands of the Islamic State in Yemen (ISY), which escalated into months of fighting between the two groups between July 2018 and February 2020. Batarfi’s appointment came at a moment when AQAP was suffering from fragmentation and low morale, two factors that negatively affected its operational and mobilization capabilities (Al Araby, 22 March 2020). Today, AQAP appears to be in a transitional phase, as it redirects its weakened military force towards fighting against the Houthis.

One of those tribes, the Bani Hassan, gives its name to their language: Hassaniya Arabic.
  • Relations between the riverine communities were mixed. Arab-Berber raiders were known to sweep down from the right bank across the river, carrying back young women, men and children into the desert as slaves. This legacy of slavery still haunts Mauritania to this day.
  • While French colonialism had the impact of opening the river up once again - allowing Arab Berber merchants and clerics to head south and for Black Africans to settle in the north - it also bred tensions.
  • While slavery was officially abolished in 1981, there are an estimated 90,000 enslaved Haratin.
  • A gradual purge of Black Mauritanians from official posts had started at independence but it gathered pace during the 1980s under the rule of military ruler Maaouya Ould Sid’Ahmed Taye, a Pan-Arab nationalist who had strong ties to Saddam Hussein of Iraq. Rising at the same time was the African Liberation Forces of Mauritania (FLAM), a black militant organisation, which in 1986 published the Manifesto of the Black Mauritanian, vowing to destroy the country’s “apartheid” system.
  • The execution of three Fulani army officers following an abortive coup the following year gave authorities the justification needed to present Black Africans in general, and Fulanis in particular, as being enemies of the state.
  • Many Fulanis, whose Islamic heritage stretches back a millennium, were particularly resentful of the way Islam was equated with being Arab.
  • Mauritania was also now in the business of projecting an exclusively Arab image both at home and abroad, reflected on everything from banknotes to stamps to holiday brochures. It joined the Arab League in 1973. But this masked an uncomfortable demographic reality: Arab-Berbers were a minority. They make up 30 percent of the population today, as do Black Africans.
  • The balance is made up by Haratins, the poor descendants of Black African slaves once owned by the Arab-Berber population. They sit at the foot of the steep socio-economic pyramid despite their number. Black-skinned, but also Arabic-speaking, integrated into the Arab-Berber tribal system while at the same time bearing the brunt of racial discrimination, they occupy a precarious position, caught between the hold of their erstwhile masters and the potential of black solidarity.
  • Mauritania therefore faced an identity crisis by the time of its independence in 1960. Black Africans saw the country’s future as lying in a pluralistic state of Arab-Black unity merged together with neighbouring Black francophone nations Mali and Senegal. But many Arab-Berbers supported a union with Morocco, wanting to exclusively emphasise the country’s Arab character. The country became independent in November 1960 under president Moktar Ould Daddah, an Arab-Berber, who quickly instituted one-party rule and made Arabic the country’s official language.
  • After a catastrophic drought through the 1970s and a costly war in the Western Sahara which ended with a humiliating defeat at the hands of the Polisario Front in 1979, the Mauritanian government took a keen interest in exploiting the Senegal river valley. With 90 percent of the country already desert, the riverine farmland was by then seen as an especially precious commodity. Who owned the farms controlled the food supply.
  • The land grabs only added to a sense of impending doom among the country’s Black population. The Manifesto of the Black Mauritanian observed in 1986: “They aim to break all ties between the inhabitants of the two shores inhabited by the same families, Wolofs in the Lower Valley, Fulani-speakers and Soninke in the Middle Valley, Soninke in Upper Senegal.”
  • An “air bridge” was agreed between the two neighbours, repatriating each other's citizens. Instead of just repatriating Senegalese nationals as agreed, Mauritanian authorities used the opportunity to systematically expel its Black African population. Underlying this move was the idea that Black Africans were not Mauritanian but actually Senegalese.
  • in April 1989, Diop left the country on a plane meant to be repatriating Senegalese back home. It was full of Black Mauritanian policemen like him
  • Mauritanian authorities drew up lists targeting the urban leadership and potential leadership of the black community. Intellectuals, civil servants, businessmen, professionals and students were put onto overcrowded trucks and driven down to the river where they were made to cross by boat.
  • Entire villages were burnt or destroyed by the army. In the four Mauritanian regions abutting the Senegal river 236 villages were either destroyed or abandoned.
  • According to Human Rights Watch, over 50,000 people had been displaced by the end of 1989, as much as eight percent of the country's Black African population, enough to drastically alter the racial politics of the country.
  • Between 1990-91 up to 600 black political prisoners were executed or tortured to death by government forces.
  • Repopulating the abandoned villages, seizing prized cattle and the possessions left by those fleeing the pogroms, were the Haratin, who had earned their share of the spoils by carrying out much of the state’s dirty work - the rape, the torture and the theft
  • The gains they made would go some way to sealing their political allegiance to their erstwhile Arab-Berber masters for years to come, while driving a painful wedge between Mauritania’s two black communities.
  • By the early 90s, a new order had taken shape along the river. Along Mauritania's increasingly militarised river border facing Senegal, Haratins now formed a first line of defence. Opposite, swelling the population of Senegal’s riverside towns, were tens of thousands of bewildered Mauritanian refugees, who only had to look a few hundred metres into the distance to see their homeland. Gone was the dynamic riverine community.
  • A constant source of anxiety has been a lack of job opportunities, owing in part to the limitations placed on refugees, affecting their ability to pay for healthcare and education.
  • many here dream of travelling to find work to support their families. But Senegal, which is responsible for issuing travel documents to the refugees, has yet to produce the machine readable travel documents which became required document for international refugee travel back in 2015
  • Senegalese authorities have pressed the community to accept its nationality. Abdoulaye Diop, and many here, reject this based on principle, as an infringement on their identity. “I am as Mauritanian as the president is, and Mauritania is the place where I know, where I was born and grew up,” Diop said.
  • But according to a survey conducted by the UNHCR last year, of the Mauritanian refugees, 67 percent said they would be willing to become Senegalese.

  • With every flood or bout of extreme heat or cold, the jihadists would reappear, often supplementing their sales pitches with gifts. When a particularly vicious drought struck in 2010, the fifth in seven years, they doled out food baskets. When fierce winds eviscerated hundreds of eggplant fields near Kirkuk in the spring of 2012, they distributed cash. As farming communities limped from one debilitating crisis to another, the recruiters—all members of what soon became the Islamic State—began to see a return on their investment.
  • By the time the Islamic State (also known as ISIS) seized this swath of Iraq—along with most of the country’s west and north—in a brutal summer-long blitzkrieg in 2014, few locals were surprised to see dozens of former fertilizer market regulars among its ranks.
  • Across rural Iraq and Syria, farmers, officials, and village elders tell similar stories of desperate farmhands swapping backhoes for assault rifles. Already battered by decades of shoddy environmental policies, which had hobbled agriculture and impoverished its dependents, these men were in no state to navigate the extra challenges of climate change. They spread rumors that the Shia-dominated government was delaying crop payments and cutting off water to Sunni farmers. In fact, the lack of rain wasn’t due to climate change, but really a man-made ploy designed to drive Sunni landowners from their rich fertile fields, their emissaries suggested. Broke and unable to deal with their fast changing environment, many farmers ate it up.
