  • I remember very clearly thinking, “This doesn’t feel normal.” There was a spatial dissonance between my life at the time, and the rest of the world. This fracture was unbearable for a child. I understood that the world was oblivious to what was happening to us; I felt other. The pain of being unheard was more piercing than the knowledge of potential death. I imagined children elsewhere in the world waking up, going to school with a packed lunch, walking their dogs in the evenings, and going to music classes on the weekends. That vision of their right to live in banality was painful.

UAE offers to mediate Nile dam dispute in name of Red Sea security - Al-Monitor: The Pu... - 0 views

Macron's Algeria Report Isn't Progress, It's a Whitewash. - Foreign Policy - 0 views

  • President Emmanuel Macron’s administration has just released a new report on the memory of colonization and the Algerian War, firmly placing the presidential seal of approval on a woefully one-sided document.
  • The report is already hugely controversial because of what it has failed to recommend: an apology. Despite losing the jewel in their empire following more than a century of lethal subjugation, including nonstop crimes against humanity, the French apparently do not think they were barbaric enough to show any contrition.
  • Introducing the new 146-page document, a spokesman for Macron was adamant that there would be “no repentance, nor apologies.” The express political purpose of this statement was ostensibly to prevent history being used to open up further division.   • The profile of the Macron-appointed author of the report gives a clue as to why it is so one-sided. Historian Benjamin Stora is an academic based in Paris, not Algiers. Moreover, he comes from a family that fled Algeria along with hundreds of thousands of European colonists in 1962. Like almost all the one million settlers of European origin, who were known as pieds–noirs (Black Feet), Stora’s family was ultimately displaced by members of the indigenous Arab Muslim and Berber communities who continue to inhabit Algeria to this day.

Italian Fishermen, Caught Amid EU Migrant Politics, Are Being Captured in Libya - 1 views

The faction faces opposition not just from President Abed Rabbo Mansour Hadi’s government but within the southern movement itself. The STC emerged in May 2017 and declared independence later that year, operating with its military wing the Security Belt and UAE-backed elite forces in southern governorates like Hadramawt and Shabwa. It has formed a parliament and cabinet with formal government positions and presented itself as a legitimate state actor.

Beirut 1958: America's origin story in the Middle East - 0 views

  • No one in Beirut — or Washington — thought that this mission would mark the beginning of decades of seemingly endless American combat missions in the Middle East. In retrospect, Beirut in 1958 was a decisive turning point.
  • Lebanon was in the midst of a civil war pitting the Christian and Muslim communities against each other. The Muslims saw the Marines as enemies intent on keeping a hated President Camille Nemr Chamoun in office against the law. The Lebanese army, a fragile coalition of Christians and Muslims, saw the Marines as uninvited aggressors who were violating Lebanese sovereignty. The American command was prepared for the worst and was ready to deploy nuclear weapons to the battlefield from its base in Germany.

  • The British had been completely surprised by the coup in Egypt, but the CIA was not — it had detected the signs of change coming. Each was impressed by the other and they agreed to a clandestine relationship.
  • Roosevelt led the CIA operation that overthrew a democratically elected government in Iran and restored the Shah to his throne in 1953, immediately making him the darling of both Dulles and Eisenhower.
  • Washington agreed to encourage the British to give up their Suez Canal base. British Prime Minister Winston Churchill was initially reluctant, but the U.K.’s huge debts from the world wars compelled him to make a deal and the British army agreed to leave Egypt in 1954. UN Security Council resolution 1483 established a $20 billion Development Fund for Iraq using previously seized Iraqi assets, money left in the UN’s “oil for food” program and new Iraqi oil revenues. An audit by KPMG and a special inspector general found that a huge proportion of that money was stolen or embezzled by US and Iraqi officials.

He was not just another Democratic hawk navigating the trauma of 9/11 in a misguided way. He didn’t merely call his vote for a disastrous war part of “a march to peace and security.” Biden got the Iraq war wrong before and throughout invasion, occupation, and withdrawal. Convenient as it is to blame Bush—who, to be clear, bears primary and eternal responsibility for the disaster—Biden embraced the Iraq war for what he portrayed as the result of his foreign policy principles and persisted, most often in error, for the same reasons.

The proposal was a natural outgrowth of viewing Iraq as an abstraction. In September 2007, Biden prevailed upon his fellow senators to endorse his proposal on a staggering 75-23 vote. There was no support for the idea among actual Iraqis outside Kurdistan, but they were beside the imperial point.

As Somalilanders often point out, theirs wouldn’t be the first country to back out of a postcolonial merger. Senegal and the Gambia, a narrow strip of a country located completely within Senegal’s territory, were joined together as the confederation of Senegambia from 1982 to 1989. Egypt and Syria were briefly joined together as the United Arab Republic from 1958 until 1961, when Syria seceded. Turkish troops in Syria threatened at Idlib outposts - 0 views

Assad's forces took the villages of Garibe, Luveybide, Tel Kineze, Musherife, Um al-Khalil and Zarzur from Nov. 14-23. Although it is a small area, it was vital in paving the way for the current operation. In this second wave, Russia employed a method it had not previously used: Airplanes and missiles attacked refugee camps inhabited only by civilians who had not even been involved in the conflict zone and had fled.

When a particularly vicious drought struck in 2010, the fifth in seven years, they doled out food baskets. When fierce winds eviscerated hundreds of eggplant fields near Kirkuk in the spring of 2012, they distributed cash. As farming communities limped from one debilitating crisis to another, the recruiters—all members of what soon became the Islamic State—began to see a return on their investment.

Why Do People Flee During War? The Answer Is More Complicated Than You Think. - 0 views

  • When armed forces uproot people, the act tends to be characterized by journalists, politicians, and policymakers as ethnic cleansing. This suggests that the primary purpose is to expel or eliminate the targeted population. Strategic displacement takes different forms and can serve multiple purposes, from interdicting enemy supply lines to facilitating territorial annexation. What my research suggests, however, is that combatants, particularly state forces, often displace civilians to sort the targeted population—not to get rid of it.
  • This strategy mimics the use of strategic hamlets, regroupment centers, and so-called protected villages during civil wars in Burundi, Indonesia, the Philippines, Peru, Rwanda, Uganda, and Vietnam, where government forces ordered people living in conflict areas to relocate to particular locations. In addition to denying rebels access to the population, these methods were used to help counterinsurgents distinguish friend from foe while fighting shadowy guerrillas who hid among civilians. Areas outside relocation sites were transformed into free-fire zones where those remaining were assumed to be rebel fighters or supporters. The sites themselves served as instruments of identification. Occupants were screened and catalogued—making the population more “legible” to the state—and their movements were used as continuous indicators of their political loyalties.

  • A similar dynamic can be seen in Syria. Throughout the conflict, the government of Bashar al-Assad and its allies have engaged in a ferocious campaign to expel civilians from cities and towns controlled by Syrian rebels. These displacement tactics have undermined rebels’ ability to govern and deprived them of civilian support. But they have also been used to weed out those considered disloyal to the Assad regime. The government has sought to lure the displaced to its territories and employed civil registration, property claims, and other administrative procedures to screen returning refugees and IDPs. As part of evacuation and reconciliation agreements in areas retaken from opposition groups, the Assad regime has given residents a choice of moving to government areas or to other rebel-held parts of Syria. Electing the latter is seen as signaling allegiance to the opposition. Many of those who moved are now being relentlessly targeted by regime forces in Idlib province, the only remaining opposition stronghold. When I spoke to a defector from the Syrian army, he conveyed the logic through a chilling metaphor: “Think of a dumpster where you gather garbage to finally burn it.”
  • Viewing displacement as a sorting mechanism is essential to understanding the drivers and consequences of wartime migrations, and for improving efforts to manage them. The United Nations and international NGOs typically set up and manage displacement camps; provide food, shelter, health care, education, and other services; advocate on behalf of the displaced; and help governments adopt domestic policies on displacement-related issues. While this assistance has done much good, it has also raised the specter of moral hazard. It is one thing for the international community to assist those who flee to another country in order to ease the strain on refugee-hosting governments. It is quite another for it to shoulder the burden of displacement within a country on behalf of a government or nonstate actor that is directly responsible for the displacement in the first place. In Syria, for instance, the Assad regime has steered massive amounts of humanitarian assistance to areas it controls, which has helped the government lure IDPs and address some of their needs.
  • If humanitarian agencies show they are willing to offset the costs of uprooting civilians, they could perversely incentivize armed groups to engage in these practices. This is not hypothetical. There are multiple instances where international aid, while providing crucial life-saving assistance to people in conflict zones, has also enabled combatants to implement, sustain, or expand policies of forced displacement.
  • The widespread use of sorting displaced people demonstrates that fleeing in wartime can be perceived as a political act. But the presumption of guilt by location is often embraced by combatants and civilians alike, and not just in cases where displacement is used as a weapon of war. The articles heaped praise on the United Arab Emirates and advocated for a tougher approach to Qatar, Turkey, Iran and its proxy groups in Iraq and Lebanon.
