  • The chief concerns were to avoid further alienating the Palestinian Arabs, whilst also satisfying the imagined bogey of Jewish power. Into this policy vacuum stepped the Zionists. With their own plans for Palestine, they persuaded the government to go further than the vague Balfour Declaration. The text of the league of nations mandate for Palestine was based on Zionist proposals. The preamble stated Britain’s obligation to put the promise of the Declaration into effect. It also recognised the Jewish people’s historical connection with Palestine, and the ‘grounds for reconstituting their national home in that country’. The articles of the mandate went much further. As a legally binding document, it obliged Britain to secure, not facilitate, the establishment of the Jewish national home. To that end, the British administration was to cooperate with, and be advised by, the Zionist Organisation. In addition, the British had to facilitate Jewish immigration and settlement.

  • Abramovich is perhaps the most visible of the “oligarchs” surrounding Putin, who are widely perceived as extensions of the Russian president and keepers of a vast fortune that is effectively under the Kremlin’s control. Much of this wealth was extracted from Russia’s enormous energy and mineral resources, and is now stashed in secret bank accounts in the Mediterranean and the Caribbean, in empty mansions and condos from London to Manhattan to Miami, and in yachts and private jets on the French Riviera.

Diplomatic strain stymied Abramovich’s effort to acquire a Tier 1 British visa, which would have enabled him to stay in the country for 40 months.

Since 2015, Abramovich has owned and sometimes lived in the 19th-century Varsano hotel in Tel Aviv’s trendy Neve Tzedek neighborhood, and in 2020 he purchased a mansion in Herzliya for $65 million—the most expensive real estate deal in the country’s history
  • As an Israeli passport holder, Abramovich is eligible to visit the UK for six months at a time and is exempt from paying taxes in Israel on his overseas income for the first decade of his residency

As of last year, Abramovich is a newly minted citizen of Portugal (and by extension, the European Union), which offers such recognition to anyone who can prove Sephardic ancestry dating back before the Portuguese expulsion of Jews in 1496.

  • Abramovich has used front companies registered in the British Virgin Islands to donate more than $100 million to a right-wing Israeli organization called the Ir David Foundation, commonly known as Elad, which has worked since the 1980s to move Jewish settlers into occupied East Jerusalem. Elad also controls an archeological park and major tourist site called City of David, which it has leveraged in its efforts to “Judaize” the area, including by seizing Palestinian homes in the surrounding neighborhood of Silwan and digging under some to make them uninhabitable.
  • “In order for settlers to take over Palestinian homes, they need a lot of money,” said Hagit Ofran, co-director of the Settlement Watch project at the Israeli organization Peace Now, “both to take advantage of poor Palestinians for the actual purchases, and then for the long and expensive legal struggle that follows, and that can bankrupt Palestinian families. The money is crucial.” Of Abramovich’s support for Elad, she added, “That’s a lot from one source; I assume that if you give such a big donation, you know what it is for.”

BBC News - Saudis Arabia 'insulted' by UK inquiry - 1 views

  • Saudi Arabia says it is "insulted" by a parliamentary inquiry into how the UK deals with the country and Bahrain. Saudi officials have told the BBC they are now "re-evaluating their country's historic relations with Britain" and that "all options will be looked at".

    The FAC inquiry may embarrass both the British and Saudi governments. There's not much to be done about that, though. It will be drawing attention to well-known existing tensions and contradictions in western, including British, policies toward the MENA region, rather than revealing anything new. The old bargain, propping up dictatorships in return for stability, has shown itself to have been based on false premises. The GCC states are very different from Tunisia or Egypt. But the demographic factors are there, and the transnational public sphere overlaps significantly. Choppy waters ahead, whether or not the FAC proceeds with tact.

Beirut 1958: America's origin story in the Middle East - 0 views

  • No one in Beirut — or Washington — thought that this mission would mark the beginning of decades of seemingly endless American combat missions in the Middle East. In retrospect, Beirut in 1958 was a decisive turning point.
  • Lebanon was in the midst of a civil war pitting the Christian and Muslim communities against each other. The Muslims saw the Marines as enemies intent on keeping a hated President Camille Nemr Chamoun in office against the law. The Lebanese army, a fragile coalition of Christians and Muslims, saw the Marines as uninvited aggressors who were violating Lebanese sovereignty. The American command was prepared for the worst and was ready to deploy nuclear weapons to the battlefield from its base in Germany.
  • A year before, Eisenhower had enunciated what became known as the Eisenhower Doctrine, the first statement by a president stating that America has vital interests in the Middle East and would defend them by force if necessary.

  • the immediate cause for the dispatch of the Marines: a coup d’etat in Baghdad on July 14. The pro-American King Faisal II had been brutally murdered in the coup, and his government was swept away. In Jordan, then federated with Iraq, Eisenhower said a “highly organized plot to overthrow the lawful government” of King Hussein had been discovered. Actually, the Central Intelligence Agency had foiled the plot several weeks before.
  • said President Chamoun had requested American military intervention to stop “civil strife actively fomented by Soviet and Cairo broadcasts.” It was the only time in the speech that Eisenhower even alluded to what had him really worried that day: the rising political power in the Arab world of Egypt’s charismatic young President Gamal Abdel Nasser and his Arab nationalist movement.
  • It was a less than candid explanation for sending in the Marines. Eisenhower made no mention of the fact that Chamoun was illegally seeking a second term and even claimed Chamoun did not seek reelection. The focus was entirely on Russia and the Cold War, an issue far more Americans understood than the intricate politics of Lebanon or the Arab world.
  • Nasser, meanwhile, was in Yugoslavia visiting the communist government there. Within hours of Eisenhower’s speech, he flew to Moscow. Both Nasser and his host Nikita Khrushchev agreed that they had no warning of the coup in Baghdad or knew anything about the coup plotters, according to recently declassified Soviet documents. Both agreed that the Iraqi coup was the most important development in the Middle East and the American intervention in Lebanon was a sideshow.
  • Nasser was, in the summer of 1958, at the pinnacle of his political career and power. Ironically, he had started his political rise very much as a protégé of the Americans.
  • The British had been completely surprised by the coup in Egypt, but the CIA was not — it had detected the signs of change coming. The agency moved quickly after to coup to establish contact with Nasser.  The point man for the CIA was the legendary Kermit “Kim” Roosevelt, a scion of the Roosevelt family born in Argentina. Kim had visited Cairo before the coup and set up contact with the Free Officers who would carry it out. In October 1952, he returned to Cairo as chief of the CIA’s Near East Division and met with Nasser at the famous Mena House Hotel near the pyramids. Each was impressed by the other and they agreed to a clandestine relationship.
  • Roosevelt led the CIA operation that overthrew a democratically elected government in Iran and restored the Shah to his throne in 1953, immediately making him the darling of both Dulles and Eisenhower.
  • Washington agreed to encourage the British to give up their Suez Canal base. British Prime Minister Winston Churchill was initially reluctant, but the U.K.’s huge debts from the world wars compelled him to make a deal and the British army agreed to leave Egypt in 1954. Roosevelt had been active behind the scenes in facilitating the deal.
  • The CIA gave Nasser a few million dollars, far short of what he wanted, to buy arms. Instead, he used it to build a large transmitter for the Egyptian radio program the “Voice of the Arabs” and broadcast his Arabist and anti-colonialist message to the region. Word spread about the source of the money for the tower, and it was nicknamed “Roosevelt’s Erection.”
  • Nasser took a decisive step when he arranged a large arms purchase from the Soviet Union’s client state Czechoslovakia in 1955. This alarmed the Cold Warriors in the West, especially John Foster Dulles, who saw the arms deal as the first significant penetration of the Middle East by Russia. It also alarmed the British and French, who saw Nasser’s growing stature as a threat to their remaining colonies and protectorates in the region such as Aden (part of modern-day Yemen), Algeria, Jordan, and Iraq.

  • The July 14 coup in Baghdad was a complete shock. A brigade of troops was scheduled to pass through the capital en route to Jordan to help back King Hussein against the threat posed by Nasser. Instead, as it entered the capital, it turned on the monarchy. The rebels surrounded the royal palace, and when it surrendered, the king and regent were shot to death. It was a bloody affair. In describing their mission, white supremacists have used the term ‘white jihad’ and one neo-Nazi group recently adopted the name ‘the Base,’ which translated into Arabic  is ‘al-Qaeda.’ Moreover, both groups recruit followers and reinforce their message through social media, with a focus on purification through violence.

This tendency expressed itself in the “constitutional revolution” and the policies of the Rabin government in the early to mid-1990s. These policies strengthened the “democratic” aspect of the “Jewish and democratic” equation and began to advance the status of the Palestinians as citizens with equal rights, even if only rhetorically.

The price spikes in 1973 and 1979 triggered by boycotts by oil producers are etched in their collective consciousness, as price controls left Americans lining up for gas and European governments imposed weekend driving bans. This was more than an economic shock. The balance of power in the world economy seemed to be shifting from the developed to the developing world.
  • If a surge in fossil fuel prices rearranges the world economy, the effect also operates in reverse. For the vast majority of countries in the world, the decline in oil prices is a boon. Among emerging markets, Indonesia, Philippines, India, Argentina, Turkey, and South Africa all benefit, as imported fuel is a big part of their import bill. Cheaper energy will cushion the pain of the COVID-19 recession. But at the same time, and by the same token, plunging oil prices deliver a concentrated and devastating shock to the producers. A strict COVID-19 lockdown is containing popular protest for now, but given that the fragile government in Algiers is now bracing for budget cuts of 30 percent, do not expect that calm to last.

  • The Westphalian order refers to the conception of global politics as a system of independent sovereign states, all of which are equal to each other under law. The most popular story about this political system traces its birth to the Peace of Westphalia in 1648, follows its strengthening in Europe and gradual expansion worldwide, and finally, near the end of the twentieth century, begins to identify signs of its imminent decline. On this view, much of the power that states once possessed has been redistributed to a variety of non-state institutions and organizations—from well-known international organizations such as the UN, the EU, and the African Union to violent non-state actors such as ISIS, Boko Haram, and the Taliban along with corporations with global economic influence such as Facebook, Google, and Amazon. This situation, the story often goes, will result in an international political order that resembles medieval Europe more than the global political system of the twentieth century.
  • Over the last two decades, scholars working on the history of the global order have painstakingly shown the complete mismatch between the story of Westphalia and the historical evidence. The nation-state is not so old as we are often told, nor has it come to be quite so naturally. Getting this history right means telling a different story about where our international political order has come from—which in turn points the way to an alternative future.
  • Generations of international relations students have absorbed the idea of the 1648 Peace of Westphalia as a pan-European charter that created the political structure that now spans the entire globe: a system of legally (if not materially) equal sovereign states. It now seems possible to tell a relatively similar story about North America, as in historian Rachel St John’s ongoing project, The Imagined States of America: The Unmanifest History of Nineteenth-century North America.

Once decolonization took off after 1945, the nation-state was not the only option on the table. In Worldmaking after Empire (2019), Adom Getachew describes anglophone Africa’s “federal moment,” when the leaders of various independence movements on the continent discussed the possibility of organizing a regional Union of African States and, in the Caribbean, a West Indian Federation.

From this perspective, contemporary non-state actors are still relatively weak compared to states, who still monopolize far more formal power than all other actors in the international system

It also started to co-opt certain individuals from various tribes, and favor some tribes over others, which in turn disrupted the Bedouin hierarchy based on sex, age and seniority.14

  • the role of “The Sheikh” was invented, as mediator between the government and the inland population. Unlike the wise and elderly tribal sheikhs who were appointed through tribal consensus, these “sheikhs” were co-opted by the government.   • One way for the Bedouins to mark their territory was to come up with an image that would help define and differentiate them. As a result, the “Muslim Bedouin” was born. They felt that all Westerners, whether tourists or soldiers, Israelis or Europeans, Jews or Christians, invaded their privacy and threatened their traditions and customs.28 For example, in keeping with the Sinai image as an exotic, all-natural paradise, the tourists sunbathed in the nude, a practice that Bedouins took great offense to. When they expressed their dismay and requested that the behavior of tourists be regulated, Israeli authorities responded by explaining that they wanted nothing to do with the issue. Seeing that the “Bedouins were not permitted by either Israeli or Egyptian law to impose their own laws on non-Bedouins.. the problem could not be resolved.”29 In response, the Bedouins encouraged an Islamic revival of a very paradoxical nature. They still worked in tourism and came into contact with tourists everyday, but all the money made was “purified” by lavish expenditure on mosques and shrines of Saints and excessive manifestations of religious zeal. “‘We are Muslims,’ (they said) ‘they are the Jews.’”30
  • While the Bedouins were trying to disassociate themselves from the West, Egyptian policy was heading in the other direction. To complicate matters even more, “state-supported Muslim institutions, such as Al-Azhar University, invested this official policy with an Islamic sanction.”31 Result was an institutional type of Islam, one that was mainly constructed to fight the remnants of Nasser’s socialist regime. In this context, it was hard for the Muslim Bedouin to demonstrate loyalty merely by waving the flag of religion. The fact that Egypt signed a peace treaty with Israel did not help bridge the gap either. Were the Bedouins to be viewed as fellow Egyptian returning from exile or were they treacherous collaborators?32 More importantly, which of these images was more beneficial to the state?
  • “The Villain” was born; an all-encompassing figure who stood for many ills all at once. He was uncivilized, lawless, treacherous, and dangerous. The most important thing for the state was to cater to the economic interests of Cairo’s elite in the Sinai, from the military and the industrialists, to the members of political parties and ministers. This goal could only be achieved through a label that would blunt Bedouin capacity to organize, gain sympathy, and attract media attention. In 1980, “Law 104, providing for state ownership of desert land and thus making the whole Sinai government property was changed to permit private ownership.”33 The law had some devastating effects on the Bedouins. Their land claims were not legally recognized, and they were subsequently displaced “with no government compensation.”34 In their place, the land was repopulated with peasants to solve the unemployment problem in the urban center. The once virgin coast became littered with grotesque infrastructure that paid no heed to damaging the natural balance of the environment; thousands of them were framed and sent to prison after the terrorist attacks on Sharm El Sheikh and Dahab in 2004 and 2005
