Consumers, FTC Seeking Behavioral Advertising Transparency | Knowledge Network | ITBusi... - 0 views

    "Consumers are often oblivious to the fact that some businesses share a great deal of their personal information with other businesses who deliver targeted behavioral advertising, says Anzen analysts Megan Brister and Jordan Prokopy. In an e-mail interview with IT Business Edge editor Lora Bentley, Brister and Prokopy say most consumers are just not aware of the business practices of companies that use personal information for profit. The Federal Trade Commission recently held meetings with consumer and privacy advocates, business and government leaders to discuss privacy, regulatory, and business issues of online behavioral advertising. It plans plan to ramp up efforts to protect consumers and possibly push for tougher legislation to protect consumers. One issue, Brister and Prokopy say, is the lack of transparency by companies that engage in behavioral advertising. These companies have been slow to adopt clear data-management policies and even when they do have policies, they are often written in language that is difficult to understand. Fortunately for consumers, some type of regulation appears to be on the way. The FTC appears eager to penalize businesses who lack transparency regardless of whether the consumer actually experienced any real negative effects as a result, Brister and Prokopy say."

What is it about the Internet that convinces consumers that information they share there is not being used? Brister and Prokopy: Most concerns stem from the lack of transparency around data disclosure practices. While consumers may value a Web site's product and service offerings, they are generally unaware that businesses share their information with an extensive group of other businesses in order to deliver targeted advertising. This group includes news Web sites, advertising networks, profiling services, and Web analytics providers, to name a few. As Pamela Jones Harbour, a Commissioner at the Federal Trade Commission (FTC), discussed at the FTC Roundtable earlier this week, there is an asymmetry between consumer perceptions and business realities. Once consumers are informed of businesses' data handling practices, they will want to have more control over how businesses manage their information. As we discuss in our article, some businesses engaged in online behavioral advertising have been slow to adopt transparent consumer data management policies. This is a concern particularly for vulnerable groups, such as minors or non-English speaking consumers, because they may not understand legally written policies. Consumer advocacy groups argue that without knowledge and control over the collection, use, and disclosure of data, Web sites may misuse or expose sensitive data about consumers' health, lifestyles and finances."

    "Two L.A. traffic engineers who pleaded guilty to hacking into the city's signal system and slowing traffic at key intersections as part of a labor protest have been sentenced to two years' probation. Authorities said that Gabriel Murillo, 40, and Kartik Patel, 37, hacked into the system in 2006 despite the city's efforts to block access during a labor action. Fearful that the strikers could wreak havoc, the city temporarily blocked all engineers from access to the computer that controls traffic signals. But authorities said Patel and Murillo found a way in and picked their targets with care -- intersections they knew would cause significant backups because they were close to freeways and major destinations. The engineers programmed the signals so that red lights for several days starting Aug. 21, 2006 would be extremely long on the most congested approaches to the intersections, causing gridlock. Cars backed up at Los Angeles International Airport, at a key intersection in Studio City, at access onto the clogged Glendale Freeway and throughout the streets of Little Tokyo and the L.A. Civic Center area, sources told The Times at the time. No accidents occurred as a result. As part of their plea deal, the engineers agreed to pay $6,250 in restitution and completed 240 hours of community service."

This discipline is quickly becoming an increasingly high-profile topic of discussion and interest between clients, customers and their service providers.     Netbook web surfers beware. That low-cost netbook you're using could be a high-speed gateway into your life, bank accounts, passwords and other personal data. Netbooks have made headlines since their 2007 launch, making PCs accessible to millions of non-traditional users. But their cheap cost could also carry a steep price tag due to lax security that makes them easier prey for viruses and hackers. Since their introduction less than two years ago by Taiwan's Asustek, nearly all major PC makers, including Hewlett-Packard, Dell, Acer and Lenovo, have jumped on the netbook bandwagon. But their no frills nature, combined with low computing power and relative lack of sophistication among their users could combine to create the perfect storm for hackers and virus creators looking for easy targets, analysts say. "The Internet is full of dangers, regardless of what computer you are using," said Sam Yen, greater China marketing manager at anti-virus software maker Symantec. "But keeping in mind that the netbook is primarily used to surf the Internet, those dangers are possibly multiplied many-fold, especially if there is no anti-virus software installed in the machine." Price tags as low as $300 mean that netbooks often lack such standard gear as firewalls and other anti-virus software typically found in other computers, leaving them highly vulnerable to attacks. "Frankly, netbook security is not there yet," said Pranab Sarmah, an analyst at the Daiwa Institute of Research. "The positioning of the netbook means PC brands are going to do whatever it takes to make the price point attractive to consumers, which means keeping costs low." Many netbook users are relative Internet newcomers, and may not be aware of precautions they can take to protect themselves. Facebook Slow to Respond to Phishing Scam - Digits - WSJ.com - 0 views

    The latest phishing scam on Facebook has raised the question yet again as to whether the social networking site is dropping the ball on security measures and properly responding to privacy complaints. Facebook faced consumer fraud charges was investigated by New York Attorney General Andrew Cuomo in 2007 for allegedly responding too slowly to user complaints about harassment, pornography, or nudity from the social networking site. As a result, Facebook agreed to settlement requirement requiring it to respond to such complaints within 24 hours. But in a recent string of phishing attacks in which hackers have broken into a user's Facebook account and hit up his or her friends for money with the online chat tool, pretending to be stranded or robbed, a complaint has emerged that the privacy team at Facebook hasn't responded to users in a timely manner. Mark Neely, a Sydney-based management consultant, became aware that his Facebook account was hacked when friends called him to see if he was all right - the hacker had contacted them via Facebook chat saying that Neely had been robbed at gunpoint in London and would need them to wire him money so he could return to Australia. Neely says he filled out two online complaint forms and e-mailed the privacy team at Facebook, but it took them more than 40 hours to respond to him. In the meantime, his friends continued to call him about being contacted by the hacker. Facebook spokesman Barry Schnitt disputes Neely's figure, saying it only took 30 hours to respond. "In this case, we have restored access to the account to the rightful owner, are identifying the means by which the account was compromised (likely malware), and building in technical protections in the Facebook system to address this particular type of scheme," Schnitt said

Bill Conner, chairman, president and CEO of Entrust, claimed that following the revelation that more than 100 million credit cards could have been compromised, the government needs to continue to move quickly to standardise data breach notification laws and call for technology, such as encryption and stronger authentication, that truly protects consumer information. Conner said: "Cybercrime continues to grow and is increasingly affecting more and more of this country's citizens. To slow the upward trend of cybercrime in this country, all organisations - enterprise, consumer and even governments - need to carefully review current security approaches and identify key gaps within their infrastructures." He further called for Congress to pass a data breach notification law that better protects consumer identities through stronger data security standards with strong encryption. "This is an opportunity to do something about a security issue that impacts all Americans", said Conner.

Know your privacy rights: Use the Google Privacy Center. This site includes all of Google's privacy policies, as well as privacy best practices for each of its products and services. Although the "legalese" of privacy policies can be difficult to understand, Google's Privacy Channel offers a library of short YouTube videos with practical tips on protecting your data when using Google products and services. Try the "Google Search Privacy" and "Google Privacy Tips" series. 2. Protect your content on the services you use. Some content that Google stores for you, such as photos uploaded in Picasa Web Albums, are public by default. You can protect your privacy when you upload photos by choosing the appropriate checkbox. Choices include "unlisted" (accessible only if you have the Web link, and not indexed by Web search engines) or private (viewable only by named users who must sign in). Another example: You can take a Google Chat "off the record" if you don't want the instant messaging transcript stored. Latitude stores your last known location, but not your history. 3. Turn off the suggestion feature in the Chrome browser.
