The Government has outlined a national framework for e-waste to be developed and set in place for all industry organisations from 2011. In a meeting today [11/5/09], the Environmental Protection Heritage Council (EPHC) confirmed the national e-waste management program will be a consistent national policy regulating the disposal of electronic products in Australia including computers, monitors and TVs.

An Act establishing a recycling program for certain covered devices; imposing duties on manufacturers and retailers of certain covered devices; providing for the powers and duties of the Department of Environmental Protection and for enforcement; establishing the Electronic Materials Recycling Account in the General Fund; and prescribing penalties. This study, the first to investigate workplace contamination in areas in Ghana where e-waste recycling and disposal is carried out, focussed on the main centre for this type of work, at the Agbogbloshie scrap market in Ghana's capital, Accra. One of the numerous similar, though far smaller, operations that take place throughout Ghana was also investigated, at the location of a scrap dealer in Korforidua, a smaller city to the north of Accra. At these workshops, e-waste is recycled in a crude way, primarily involving manual disassembly and open burning to isolate copper from plastics. Much of the work is carried out by children, commonly using only rudimentary tools and with no protective equipment.

iGo, a leading provider of portable power management, has made a pledge to support and maintain the iGo Recycles program in conjunction with the Environmental Protection Agency's Plug-in to eCycling. The program is a voluntary partnership between the EPA and electronics manufacturers to offer household consumers more opportunities to donate or recycle their used electronics.

Basel Action Network (BAN) Toxic Trade News, 6/10/09. "The Environmental Protection Agency filed a legal Complaint and Compliance Order late last week against EarthEcycle, the electronic waste handler for several charity e-waste collection events held in the Pittsburgh, Pennsylvania in recent days. Basel Action Network (BAN) tracked 7 sea-going containers of the collected toxic e-waste to Hong Kong and South Africa after assurances were made by EarthEcycle owner, Mr. Jeffrey Nixon, that the wastes would be recycled locally. The EPA complaint cites 7 violation counts for illegal management and exportation of 'Cathode Ray Tubes' - the picture tube of old computer monitors and TVs. The counts include 'unauthorized export of hazardous waste' and 'failure to prepare a hazardous waste manifest.'" Article also reports on the decision of certain charities to continue their fundraising relationships with EarthECycle despite allegations of illegal exportation of waste.

The Electronics TakeBack Coalition (ETBC) promotes green design and responsible recycling in the electronics industry. Its goal is to protect the health and well being of electronics users, workers, and the communities where electronics are produced and discarded by requiring consumer electronics manufacturers and brand owners to take full responsibility for the life cycle of their products, through effective public policy requirements or enforceable agreements. ETBC plans to accomplish this goal by establishing extended producer responsibility (EPR) as the policy tool to promote sustainable production and consumption of consumer electronics (all products with a circuit board). The Campaign will focus first on establishing EPR for personal computers.

This bill proposes to authorize the Administrator of the Environmental Protection Agency to award grants for electronic device recycling research, development, and demonstration projects, and for other purposes. "In general, this package of bill would add a new Part 173 (Electronics) to the Natural Resources and Environmental Protection Act to require manufacturers and recyclers of covered electronic devices (covered computers and covered video display devices) to register annually with the Department of Environmental Quality (DEQ), pay annual registration fees to a new Electronic Recycling Fund, and to require manufacturers to operate takeback programs for covered devices used by individuals and small businesses. The bills are tie-barred to one another, meaning all must be enacted for any to go into effect."

UK: The Environment Agency is to lead a new international crime group as part of Interpol to help tackle illegal dumping of electrical waste on developing countries. The Interpol Global Crime Group is a worldwide intelligence-led operation which includes environmental crime investigators in the United States and Europe such as the US Environmental Protection Agency. The group will investigate links between organised criminal networks and the "waste tourists" travelling to countries like Britain to arrange the export of waste to developing countries.

Sydney, AUSTRALIA - 5 November 2009 - The Australian Information Industry Association (AIIA) welcomes the decision announced by Australia's Environment Ministers through Environmental Protection Heritage Council (EPHC) in Perth today for the creation of a national legislative framework to address eWaste in Australia.

Headlines abound with stories of branded technology being fished out of rivers and landfills in developing nations leaking toxic metals into the water supply. The Environmental Protection Agency estimates roughly 400,000 tons of e-waste goes to recyclers every year, and that up to 80 percent of the materials sorted for recycling end up in operations in China, India, Southeast Asia and West Africa where it is disassembled and burned or dumped. But it doesn't have to be that way, declares Mark Newton, the senior manager of environmental sustainability at Dell Computers, the computer manufacturing giant based in Round Rock, Texas.
