The author makes the case that South Africa's past, including the apartheid, is to blame for the current crime rate. The laws that segregated blacks and a justice system that favored whites created a general distrust and blatant disrespect for the law, especially after some that violated basic human rights were not prosecuted even when they did not apply for amnesty. A slow redevelopment of trust in the law can possibly make the crime rate drop dramatically.
