CPAF screening process:Contractors to complete by 31 Aug'22 - 0 views

    The Pharmaceutical Services Negotiating Committee (PSNC) has been reminding contractors to complete the 2022/23 Community Pharmacy Assurance Framework (CPAF) screening questionnaire by midnight on Wednesday, 31 August 2022. As a result of NHS regulations introduced at the end of 2020, completion of CPAF is now a requirement of the Terms of Service. "Therefore, contractors must complete the screening questionnaire and, if required, the full CPAF questionnaire," said PSNC. It has also recommended that any contractor who has yet to do so takes immediate action. "It should only take approximately 10-20 minutes to complete." Information and instructions on how to complete the screening questionnaire has been shared either via an email from the NHS Business Services Authority (NHSBSA) or from their own Head Office. Contractors are advised to contact NHSBSA by emailing nhsbsa.cpaf@nhs.net if they have not received details of the questionnaire, or if they have any problems or queries completing the questionnaire.

    Pharmacy owners using NHS Business Services Authority (NHSBSA) Manage Your Service (MYS) portal are urged to complete the 2023/24 Community Pharmacy Assurance Framework (CPAF) screening questionnaire which is available until midnight on Sunday (30 July). The short screening questionnaire consists of 10 questions. Those who are not yet signed up to MYS will be able to complete the questionnaire online. The questions will be published on the NHSBSA website shortly. Once the screening questionnaires have been completed, NHS England will then select a small number of pharmacies for a monitoring visit and/or to complete the full CPAF questionnaire. Community Pharmacy England has published a short Briefing on the screening process. As the questions have not changed since 2022/23 the previous briefing is still relevant.

    Pharmacy owners have less than a week to complete the mandatory 2023 Community Pharmacy Workforce Survey, which closes on Sunday, December 17. The NHS Business Services Authority sent an email with a survey link to pharmacy owners on October 23, 2023. In certain cases, such as Company Chemists' Association member companies and other multiple pharmacy groups, head offices will centrally complete the survey. "If you're unsure whether the survey will be completed centrally, please seek guidance from your head office," Community Pharmacy England has said. Since 2022, completing the annual NHS England community pharmacy workforce survey has been a Terms of Service requirement for pharmacy owners.

    Community Pharmacy England (CPE) has reminded community pharmacy owners that the deadline to complete the 2023/24 Data Security and Protection Toolkit to make their information governance (IG) declaration is 30 June 2024. Sometimes referred to as the "NHS IG toolkit", the DSPT is a set of security requirements that companies are required to fulfill to supply goods and services to the health service to ensure the safety and protection of sensitive patient information. To help community pharmacy contractors complete the mandatory questions within the Toolkit, CPE on Monday (12 February) published new guidance, which also contains references to other useful materials. CPE is working with the NHS DSPTK team to keep the workload associated with Toolkit completion manageable whilst ensuring that appropriate data security protections are maintained. Pharmacy owners with three or more pharmacies can complete a single submission for all their premises through the NHS Parent Organisation Code (POC) headquarters (HQ) batch submission feature.

It's mandatory to complete the survey which can be used as a training tool and for continuous monitoring of compliance against the community pharmacy contract.

    Community Pharmacy England has published new guidance to help members to complete the 2022/23 Data Security and Protection Toolkit (DSPTK). The Toolkit is used to make a pharmacy's information governance (IG) declaration and the deadline is Friday (30 June). Community Pharmacy England collaborated with the NHS DSPTK team to keep the workload associated with Toolkit completion manageable whilst maintaining the appropriate data security protections. Key differences in this year's Toolkit include- improvements to the Toolkit's layout; improvements to the question wording and pharmacy-specific tips; and the Toolkit displays the answers submitted by the pharmacy in the previous submission for various questions, allowing pharmacy owners to simply confirm that the information remains accurate and adjust this if necessary. The NHS Parent Organisation Code (POC) headquarters (HQ) batch submission feature also continues to enable to allow pharmacy owners (that own three or more pharmacies) to complete a single submission for all their premises.

    From July 2022, Manage Your Services (MYS) portal will be the only route available for pharmacy contactors to submit all new prescription returns/referred back items and disallowed items, reminded the Pharmaceutical Services Negotiating Committee (PSNC). Contractors will be able to view and submit the required information for all these items only through the MYS portal. The NHS Business Services Authority (NHSBSA) will send out a notification email from July (for the dispensing month of June) to the pharmacy NHSmail account if any new referred back or disallowed items have been generated for the contractor to complete on their MYS account. "Contractors can view any referred back items for completion by checking the 'Unpaid items' tab on MYS landing page," PSNC. "It is important to note that prescription returns/referred back items via MYS are only held in the system for a period of 18 months from the date they are first sent to the pharmacy for action; if contractors have not completed and returned any outstanding referred backs before this deadline has passed, the referred back items will be deleted from system."

For this reason, the Department of Health and Social Care (DHSC), NHS England and PSNC have agreed that it will be a Terms of Service requirement for contractors to complete the annual Health Education England (HEE) community pharmacy workforce survey, which will then provide a full picture of the community pharmacy workforce, including identifying the number of vacancies and regions where these are particularly hard to fill. PSNC said: "It is acutely aware of the challenges that contractors and their teams are currently facing, so in recognition of the workload associated with completing the annual workforce survey, we have negotiated with DHSC and NHS England that the requirement to undertake an annual patient satisfaction survey will be removed from the Terms of Service from 1st October 2022." This means that contractual requirement will no longer apply to contractors in 2022/23 and going forward.
