To foster mask adoption, the Department of Health and Human Services (HHS) in collaboration with the National Institute for Occupational Safety and Health (NIOSH) and the Biomedical Advanced Research and Development Authority, has launched a $500,000 "Mask Innovation Challenge" inviting Americans to submit ideas to make masks more comfortable to wear. The content is open until April 21 and participants have until then to submit innovative ideas that eliminate concerns with wearing masks while ensuring they are protecting themselves against coronavirus. In a press statement announcing the contest, Nikki Bratcher-Bowman, the acting assistant secretary for preparedness and response, said "with this mask challenge, we want to get people across the country involved in developing new masks that are both effective and comfortable. This will help us control COVID-19 and be better prepared for future public health emergencies." Contest Requirements and Prizes Anyone with a unique idea that follows CDC safety guidelines can submit their idea on or before 5 p.m ET on April 21. The world's first human challenge trial in which volunteers were deliberately exposed to Covid-19 to advance research into the disease was found to be safe in healthy young adults, one of the companies running the study said on Wednesday. The data supports the safety of this model which could theoretically provide a "plug and play" platform for testing therapies and vaccines using the original Covid-19 strain as well as variants of the virus, Open Orphan, which carried out the study, said in a statement. Open Orphan is running the project, launched a year ago, with Imperial College London, the UK government's vaccines task force and the clinical company  hVIVO. The trial infected 36 healthy male and female volunteers aged 18-29 years with the original SARS-CoV-2 strain of the virus and closely monitored them in a controlled quarantined setting. They will be followed up for 12 months after discharge from the quarantine facility.

A combination of factors, including the doctors' strike, medicine shortages, and funding scarcity, indicates that this upcoming winter could be the most challenging period for both community pharmacies and the NHS, Community Pharmacy England has said. In a September 4 blog post, CPE Chief Executive Janet Morrison emphasised that the relentless pressures show no signs of easing. "Pharmacy businesses, like numerous other sectors, are grappling with the challenges of staying afloat in the current economic climate, compounded by the detrimental effects of historical funding cuts." "The doctors' strike, despite ongoing assurances from the Health Secretary that their pay deal is final, will inevitably exacerbate the demand for both primary and secondary care, leading people to turn to their local pharmacies for assistance," she added. "This, in turn, will heighten the pressure on community pharmacies." "Whatever the coming winter brings I am sure of two things: that community pharmacies are going to be more critical to the health of the population than ever before, and that your representatives here will be fighting on all fronts to get you the help that you need."

The Royal Pharmaceutical Society (RPS) in England and the National Pharmacy Association (NPA) have jointly released a report addressing the challenges faced by community pharmacy when accessing designated prescribing practitioners (DPPs). This report is the outcome of a multiprofessional roundtable event held in June, which brought together representatives from employers, unions, regulators, and NHS England. The report proposes solutions and collaborative actions to build on the current work to support pharmacists and trainees in securing access to a DPP, enabling more of the pharmacy workforce to become prescribers. James Davies, RPS Director for England, said: "The report published today demonstrates the importance of working collaboratively across employers, education training providers and the NHS to ensure that we can create the prescribers that our patients need for the future. "While there is significant work to continue to do by all parties, this helps us come closer to addressing some of the current DPP challenges for community pharmacy."

Workforce issues, staff retention and capacity continues to be a big concern for the Local Pharmaceutical Committee as it discussed the topics at a recent meeting with the Pharmaceutical Services Negotiating Committee (PSNC). The meeting, attended by delegates from 66 LPCs, focused on the current challenges faced by community pharmacies as well as the planning for the next year. Around 64 per cent of delegates said workforce was the top challenge faced by pharmacy contractors, and suggested reducing the migration of pharmacists to Primary Care Networks (PCNs). Other suggestions included - "improving the development opportunities available for pharmacists and their teams, and rebranding the profession to make community pharmacy a more attractive route for young graduates." On the development of Integrated Care Systems (ICS), the majority of respondents were positive about their LPC's engagement in the new setting.

Professional leadership bodies from around the world discussed workforce shortages in community pharmacy and other challenges affecting the sector at a global meeting held in Paris last month. Delegated from Denmark, Australia, Ireland, New Zealand, Portugal, Spain, US and the UK updated the conference on how the profession was progressing in practice, technology and workforce development in their respective countries. The UK was represented at World Pharmacy Council meeting by National Pharmacy Association chair Andrew Lane and chief executive at the Pharmaceutical Services Negotiating Committee Janet Morrison. Lane said: "It's very useful to be part of a global network of pharmacy bodies who are all going through similar challenges as we are in the UK. Sharing intelligence on other pharmacy systems around the world helps us to prepare the right strategy for engaging with the NHS at home. "Hearing some of the strides in services and digital technology in the profession gives us hope for the future of the sector. It's clear however that key challenges such as workforce shortages are starting to have an effect in other parts of the world too."

Laura Wilson, Director of the Royal Pharmaceutical Society (RPS) in Scotland discussed the future of the pharmacy workforce with Michael Matheson, Cabinet Secretary for Health and Social Care at the SNP conference. The event, which took place on 17 October in Aberdeen, Scotland featured other health officials including Colin Poolman, Director of the Royal College of Nursing; Kenryck Lloyd-Jones, Public Affairs and Policy Manager for Scotland, Chartered Society of Physiotherapy; and Chris Marshall, Deputy Editor at Holyrood Communications. The Scottish government has recently unveiled its national workforce strategy for health and social care, laying out its plans for achieving recovery, growth, and transformation. Wilson highlighted the challenges and opportunities for the pharmacy workforce in Scotland to attract potential pharmacists into the profession and encourage them to stay within the profession. "This was a great opportunity to discuss with the Cabinet Secretary the challenges which exist for the pharmacy workforce in Scotland and to highlight some of the solutions which need to be implemented to ensure a pharmacy workforce in Scotland which is fit for the future," she said.

Speaking at the SIGMA Conference 2023, Dr Leyla Hannbeck, CEO of the Association of Independent Multiple Pharmacies (AIMp), spoke about the increasing number of prescriptions, lack of funding and other existing challenges. Leyla explained how the pharmacy sector is facing immense challenges which are disrupting the delivery of services as well as impacting its growth. She further spoke about the hub and spoke model, and how it is unable to solve the issues. "Community pharmacies are clogged with prescription volume, and this is preventing them from supporting the wider NHS as well as offering services," she said. She said that the prescription volumes have rocketed, while the number of pharmacies in England has declined from 11, 522 in the year 2021-22 to 11, 414 in 2022-23. When it comes to Company Chemists' Association (CCA) pharmacies, there has been a loss of 1055 branches from 2022 to 2023.

Acknowledging the ongoing challenges in delivering the required IT systems for the scheduled launch of the Pharmacy First service on January 31, NHS England reported progress in fulfilling 'many' commitments outlined in its plan to enhance primary care access during a board meeting on Thursday. However, it noted that the digital infrastructure supporting Pharmacy First, included in the £645 million fresh funding for community pharmacy, will require additional time for implementation. "Delivery remains challenging due to changes needed in digital infrastructure, and we are working with suppliers to support January implementation," NHSE said. "A public campaign is planned for 2024." The Pharmacy First service allows pharmacists to supply prescription-only medicines for seven common health conditions (sinusitis, sore throat, earache, infected insect bite, impetigo, shingles, and uncomplicated urinary tract infections in women), eliminating the need for a GP visit. Meanwhile, NHSE is leveraging the widespread accessibility of pharmacies by expanding blood pressure monitoring and introducing direct prescribing of clinically safe oral contraceptives-an initiative that has been well-received.

Layla Moran, Liberal Democrat MP for Oxford West and Abingdon, has been elected unopposed as the new Chair of the Health and Social Care Committee in the new Parliament. The announcement was made by the Speaker in the House of Commons on Monday 9 September. Moran, who has been serving as an MP since June 2017, also holds the roles of Liberal Democrat Spokesperson for Foreign Affairs and International Development, as well as Science, Innovation, and Technology. Taking on her new role, Moran expressed her enthusiasm, stating, "I am delighted to be taking on the role of Chair of the Health and Social Care Committee, to constructively challenge Ministers and the Department to deliver. She highlighted the urgency of tackling the growing challenges within health and social care, including long waiting lists, workforce shortages, and delays in care plans for the elderly.

Community Pharmacy England (CPE) has submitted evidence to Lord Darzi's investigation into NHS performance, highlighting the sector's value, challenges, and potential opportunities. Professor Ara Darzi, Baron Darzi of Denham, is leading the investigation, which has been commissioned by the Secretary of State for Health and Social Care to examine the challenges facing the healthcare system ahead of the development of a new 10-year plan for health. The investigation's findings are expected to be published in September 2024. As the sector's representative body, CPE has provided evidence to ensure that the performance and challenges faced by community pharmacies are considered as part of his review. Their submission, based on internal analysis and independent reports, highlighted the severe funding crisis facing the sector, which is significantly impairing access to care for those most in need.

Pharmacy First has demonstrated the enormous value of community pharmacy in providing accessible front-line care. However, pharmacists continue to face several challenges in delivering the service. "Pharmacy First is a success, but it needs proper support to reach its full potential," said Numark chairman Harry McQuillan. In the first year alone, community pharmacies in England delivered an incredible 2 million consultations, highlighting the vital role pharmacists and their teams play in supporting the NHS. "This significant number shows the high demand for accessible healthcare and the trust patients place in their local pharmacy teams. It's clear that when empowered, community pharmacy delivers," McQuillan told Pharmacy Business. Key challenges in providing the service While Numark members have embraced Pharmacy First, McQuillan pointed out several challenges that persist: "Workforce capacity continues to be a concern, with patient demand sometimes outpacing available resources. "The administrative burden, particularly around IT interoperability, data capture, and reimbursement processes, adds complexity." "Additionally, some geographical areas are still struggling with public awareness, meaning more work is needed to ensure patients understand when and how they can access Pharmacy First."
