The All-Party Parliamentary Group (APPG) on Pharmacy published a new report on Monday (January 23) that calls for "urgent action" to relieve funding pressure so there are "opportunities" for community pharmacy teams to deliver even more for their patients. The report highlights the need for a new "strategic vision" for pharmacy and highlights opportunities for the network to be empowered to deliver even more for patients. However, the manifesto also underlines that there are the very real risks that this opportunity may be lost if significant and ongoing pressures are not addressed. The recommendations are based on written and oral evidence gathered from frontline pharmacists, GPs, professional bodies and healthcare experts. To harness the potential of pharmacy, the report recommends the Government must take urgent action to relieve the funding pressures on the community pharmacy sector in the short term and review the long-term funding model for pharmacy. It also suggested the Government must harness the power of pharmacy to help the NHS deal with the COVID-19 backlog and the UK's growing healthcare challenges. It further recommended that future commissioning and funding must recognise that community pharmacy is the front door to the NHS for many patients.

The National Pharmacy Association (NPA) has called on the NHS and the Department of Health to immediately publish the government-commissioned analysis of pharmacy underfunding and reveal the true scale of the crisis. Commissioned by NHS England, the long-awaited independent review is expected to "lay bare the perilous financial state" of community pharmacies, which is a vital part of the nation's health infrastructure. However, the NPA is concerned that the government may delay its release until after current funding consultations are concluded. The NPA argued that the public needs to understand the fragile nature of the pharmacy network before any new deal can be agreed. It has also warned health officials not to hide "the true scale of funding needed to reverse a decade of swingeing cuts", which has forced record numbers of pharmacy closures. NPA chair Nick Kaye said: "It would be a scandal to keep that evidence buried secret and leave MPs, pharmacies and the public in the dark." He acknowledged that the new government has inherited a crisis in pharmacy funding and emphasised that it will need to take "strong action" to maintain access to medicines.

A call to action has been issued by the Company Chemists' Association (CCA) in its submission to the Darzi Review, highlighting the critical need for recognition and revitalization of the community pharmacy sector. The CCA warns that chronic underfunding and a flawed Community Pharmacy Contractual Framework (CPCF) have resulted in a reduction of over 1,200 pharmacies since 2015. This reduction, coupled with increasing workforce pressures, is exacerbating health inequalities, particularly in deprived communities. The CCA's submission stresses that the government must address these longstanding funding issues to fully unlock the potential of community pharmacies in addressing the nation's health challenges. The report argues that while initiatives like Pharmacy First have been positive, they only scratch the surface of the sector's capabilities.

The Pharmaceutical Services Negotiating Committee (PSNC) has expressed disappointment as the government continued to refuse to "a much-needed broader funding uplift" for the community pharmacies in England. This follows conclusion of the first Annual Review of the progress of the five-year Community Pharmacy Contractual Framework (CPCF) deal by PSNC, the Department of Health and Social Care (DHSC) and NHS England & NHS Improvement (NHSE&I). "We remain deeply frustrated by government's refusal to agree a much-needed broader funding uplift for the sector, but we are determined to continue to look for better ways forward for the sector throughout 2022 and beyond," said Bharat Patel, PSNC vice-chair, negotiating team member and an independent contractor. Patel noted that despite some important wins such as recognition of key challenges faced by pharmacies, the commitment to consider these as part of our Year 4 negotiations, and agreement to take forward work on service fee and other regulatory changes, the PSNC is disappointed that the review did not lead to "immediate and tangible outcomes and improvements for contractors." The negotiator had put forward data and analysis showing the capacity and cost constraints faced by pharmacies.

The Pharmaceutical Services Negotiating Committee (PSNC) has published an update on the work it is doing as part of the Transforming Pharmacy Representation (TAPR) Programme to take forward the mandate from contractors to deliver the Review Steering Group (RSG) recommendations. The update is primarily aimed at LPCs - with whom PSNC has been working closely on some of the TAPR work over the summer. The TAPR Programme is being undertaken in support of PSNC's work to address the severe challenges facing the community pharmacy sector at present. Alongside ongoing negotiations with Government and the NHS, two of the TAPR workstreams - focusing on Vision and Strategy, and on Influencing and Negotiation - are essential to supporting CPCF negotiations. "The workstreams are looking at the future of community pharmacy and how best to persuade policymakers to implement a shared vision, with their objective being to put the sector in a stronger position going into future CPCF negotiations," said PSNC.

Community Pharmacy England (CPE) has submitted evidence to Lord Darzi's investigation into NHS performance, highlighting the sector's value, challenges, and potential opportunities. Professor Ara Darzi, Baron Darzi of Denham, is leading the investigation, which has been commissioned by the Secretary of State for Health and Social Care to examine the challenges facing the healthcare system ahead of the development of a new 10-year plan for health. The investigation's findings are expected to be published in September 2024. As the sector's representative body, CPE has provided evidence to ensure that the performance and challenges faced by community pharmacies are considered as part of his review. Their submission, based on internal analysis and independent reports, highlighted the severe funding crisis facing the sector, which is significantly impairing access to care for those most in need.

The 14th Annual Community Pharmacy Conference by Sigma Pharmaceuticals began on Monday, 25 February at Sun City, South Africa. Dr. Bharat Shah, Manish Shah, and Kamal Shah, co-founders of the company, extended a warm welcome to the delegates in attendance at the event. In a written message, Prime Minister Rishi Sunak extended his best wishes to all the participants attending the conference. The message read: "This conference is timely as it coincides with the launch of the Pharmacy First, a new initiative launched across England that will enable patients to receive treatments for seven common conditions directly from a pharmacist without the need for a GP appointment or prescription." The Department of Health and Social Care (DHSC) recently published Lord Darzi's report on the state of NHS England, revealing that the health service is in "serious trouble." "The service has been chronically weakened by a lack of capital investment, which has lagged behind other similar countries by tens of billions of pounds," he stated. Shortly after taking office, Health Secretary Wes Streeting commissioned an independent investigation to assess the challenges facing the healthcare system in preparation for a new 10-year health plan. Former surgeon Lord Ara Darzi was appointed to lead this review. In his report, Lord Darzi pointed out that the NHS has failed to meet key promises made to the public since 2015, and patient satisfaction is now at its "lowest ever level." Rising waiting times and difficulties accessing GPs were highlighted as major concerns. "There are huge and unwarranted variations in the number of patients per GP, and shortages are particularly acute in deprived communities," he said. Lord Darzi described the state of A&E as "awful," noting that nearly 10% of patients wait 12 hours or more today.
