New legislative orders approved by the Privy Council will give the General Pharmaceutical Council (GPhC) and Pharmaceutical Society of Northern Ireland (PSNI) powers to set professional standards for Responsible Pharmacists, Superintendent Pharmacists and Chief Pharmacists. The Pharmacy (Preparation and Dispensing Errors - Hospital (and Other Pharmacy Services) Order 2022 and the Pharmacy (Responsible Pharmacists, Superintendent Pharmacists etc.) Order 2022 have been published and are expected to come into force in December 2022. Trevor Patterson, Chief Executive of the Pharmaceutical Society NI said: "We have been working with our colleagues in the GPhC and Government for some time on these two pieces of important legislation and we are delighted they have now reached the statute books. "Both Orders enable and enhance the powers we, and the GPhC, have to define the roles and responsibilities of Responsible, Superintendent and Chief Pharmacists, respectively. They also create protections against criminal prosecution for hospital pharmacists where an inadvertent error is made either in dispensing or assembly, in certain defined circumstances, similar to the protections available to colleagues working in community/registered pharmacy settings. Provisions that allow the appointment of a Deputy Registrar for our organisation will also be introduced.

The latest inspection report of the General Pharmaceutical Council (GPhC) revealed that nine pharmacies did not meet their standards out of 52 pharmacies that were inspected between January 2023 and May 2023. Pharmacies are inspected on five principles - Governance, Staff, Premises, Services including medicines management and Equipment and facilities. Out of nine, eight pharmacies did not meet GPhC standard of governance which is defined to safeguard the health, safety and wellbeing of patients and the public. Six pharmacies did not meet the GPhC standard of principle four which defines the way in which pharmacy services, including the management of medicines and medical devices, are delivered safeguards the health, safety and wellbeing of patients and the public. The purpose of these standards is to create and maintain the right environment, both organisational and physical, for the safe and effective practice of pharmacy. The standards apply to all pharmacies registered with GPhC.

The Royal Pharmaceutical Society (RPS) has called pharmacy employers and pharmacy trade unions to come together to a round table meeting to agree on principles for a way forward that ensures patients benefit consistently from access to high quality, adequately staffed, safe pharmacy services. It has also urged the governments, NHS organisations and individual pharmacy teams to define clear prioritisation plans, which can be embedded in organisational business continuity plans which set out the pharmacy services that are essential and must always be provided and can be de-prioritised at specific levels of pressures. The challenges for pharmacies are compounded by the escalating cost of living crisis. With unprecedented levels of burnout among pharmacists, pharmacy closures and the potential for strike action, RPS has called for three things- 'professionalism, respect and prioritisation.'

Pharmacists are a vital member of the multidisciplinary team (MDT) supporting older people to manage their pain. The pharmacist is uniquely positioned to holistically review drug interactions and potential risks associated with each patient's medication and has the expertise to suggest alternative treatment options to reduce the risks associated with polypharmacy or unwanted side effects caused by other medications. Chronic pain The International Association for the Study of Pain defines pain as an unpleasant sensory and emotional experience associated with, or resembling that associated with, actual or potential tissue damage. Although universally experienced by everyone, the perception of pain is a deeply personal experience influenced by biological, psychological, and social factors, and constitutes an essential behavioural feedback mechanism aimed at protecting us from harm. Pain may be perceived as either acute or chronic. Chronic pain, defined as pain that persists longer than the normal healing time, constitutes a substantial healthcare burden, affecting approximately 20 per cent of people worldwide and accounts for 15-20 per cent of physician consultations. Chronic pain is often associated with disrupted mood and sleep, substance misuse and other chronic conditions. Additionally, comorbidities of chronic pain may also lead to complex medication regimens that increase the risks of adverse drug interactions and unwanted side effects.

The Department of Health and Social Care (DHSC) has published plans to amend current pharmacy legislation on dispensing errors and clarify how registered pharmacies are governed. The Department's response to a public consultation on rebalancing medicines legislation and pharmacy regulation programme first proposed in summer 2018 was delayed due to Brexit and the Covid-19 pandemic. The programme aims to clarify and strengthen the organisational governance arrangements of registered pharmacies, specifically to define and clarify the core purpose of the Responsible Pharmacist and Superintendent Pharmacist roles. It will also give the General Pharmaceutical Council (GPhC) powers to define in professional standards how those roles are fulfilled.

After engaging with contractors and stakeholders of NHS Community Pharmacy, the pharmacy review steering group (RSG) is planning to put proposals to contractors' vote before Easter 2022. The group, made up of representatives from the Association of Independent Multiple Pharmacies, Company Chemists' Association and independent community pharmacy, was formed in late 2020 to explore the future of community pharmacy network support. After engagement with the sector, the RSG has defined the roles of the local and national representative bodies, considered the contractor decision-making process, and worked through analysis and suggestions on local representation. It is now focusing on national representation and support.

British drugmaker GSK said on Tuesday (December 7) its antibody-based Covid-19 therapy with US partner Vir Biotechnology is effective against all mutations of the new Omicron coronavirus variant, citing new data from early-stage studies. The data, yet to be published in a peer-reviewed medical journal, shows that the companies' treatment, sotrovimab, is effective against all 37 identified mutations to date in the spike protein, GSK said in a statement. Last week, another pre-clinical data showed that the drug had worked against key mutations of the Omicron variant. Sotrovimab is designed to latch on to the spike protein on the surface of the coronavirus, but Omicron has been found to have an unusually high number of mutations on that protein. "These pre-clinical data demonstrate the potential for our monoclonal antibody to be effective against the latest variant, Omicron, plus all other variants of concern defined to date by the WHO," GSK chief scientific officer Hal Barron said.

Pharmacies lead among the list of 16 'most essential' services required for a neighbourhood, as revealed by the 2023 Community Barometer survey commissioned by the Association of Convenience Stores. In June, ACS commissioned Yonder Consulting to conduct a poll surveying the opinions of 1,000 people across the UK. The survey assessed how these individuals value 16 different services in their local area, defined as the region within a 15-minute walk from their homes. The survey's essential services included pharmacies, post offices, convenience stores, banks, petrol stations, restaurants, coffee shops, pubs, specialist food shops, non-food shops, fast food shops, vape shops, charity shops, pawnbrokers, hairdressers, and gyms or sports facilities.

The British Generic Manufacturers Association (BGMA) has sought a judicial review of the Department of Health and Social Care's (DHSC) decision to negotiate a new Voluntary Scheme for branded medicines with the Association of the British Pharmaceutical Industry (ABPI). Mark Samuels, Chief Executive of BGMA said: "The Government has decided not to involve the trade body representing these medicine suppliers in its negotiations on the voluntary scheme for branded medicine pricing (VPAS). "We are deeply concerned by this decision. It has left us no choice but to take legal action." "While not all generic drugs fall within VPAS, four out of ten products in the current scheme are branded generics or biosimilars. As the representative trade body for both generic and biosimilar UK manufacturers, we must play a full part in the VPAS negotiations for the next period of the scheme from 2024 to 2028." "The VPAS tax has risen five-fold in under two years, an unprecedented tax increase. Yet our sector currently has no input into the negotiations on future schemes or rates; this is untenable as any decisions made on VPAS could significantly define the future of our sector in the UK and its ability to supply the NHS. The association had raised its full participation in the negotiations with the Government last November.

However, injuries sometimes happen during exercise or everyday life. Collectively, injuries to tendons, ligaments and/or skeletal muscle, are referred to as musculoskeletal soft tissue injuries. Post pandemic pharmacists are now the first port of call for many seeking to self-treat so it is important that information, advice and a wide range of treatment options are available. While the precise incidence and prevalence of such disorders are difficult to define, they are known to be the most common rheumatic causes of sickness absences from work. Indeed, soft tissue complaints account for up to 59 per cent of new patient referrals to rheumatology practice and up to 15 per cent of consultations in primary care. Ankle injuries are very common with an estimated incidence of one per 100,000 population per day. They account for about one in five of all sports related injuries. The majority of ankle injuries are moderate ligament sprains. With appropriate treatment the majority of patients should be able to return to normal activities within a few weeks.

The Royal Pharmaceutical Society (RPS) Scotland the BMA's Scottish GP Committee has called for improvements to the pharmacotherapy service. The joint statement released by the organisations on Friday (13 January), has recognised that much progress has been made but states that further improvements are needed to fully maximise the benefits of the service. It highlighted the need for better use of skill mix, including more clearly defining roles and responsibilities; improved IT enablers to reduce administrative burden; and further developing a tandem model of working comprising hubs with in-practice activity The two organisations state that inadequate funding and workforce shortages are a real threat to the pharmacotherapy service. They have urge Scottish Government to reconsider its recent decision to reduce funding for training pharmacy technicians. Clare Morrison, RPS Director for Scotland, said: "In the statement, we stress that the use of pharmacists' clinical skills must be maximised.

The International Pharmaceutical Federation (FIP) has published two new handbooks to support pharmacists in providing 'much-needed' mental health services. The federation unveiled "Mental healthcare - A handbook for pharmacists" and "Knowledge and skills reference guide for professional development in mental health care" on Thursday July 7. The handbooks, developed in collaboration with an international group of experts, aim to support pharmacy practice, presenting the many potential mental health care actions that pharmacists can perform, from preventing mental illness and screening for signs to optimising medication and responding to mental health crises. The reference guide is intended to accompany the handbook and defines the knowledge and skills that pharmacists need to acquire to provide such services.

The Royal Pharmaceutical Society (RPS) has appointed Dr Anthony Cox from the University of Birmingham as the new chair of its Education and Standards Committee. Anthony is Head of the School of Pharmacy and a Reader in Clinical Pharmacy and Drug Safety. He has previously been a member of the English Pharmacy Board and is a Fellow of the RPS. The Education and Standards Committee provides expert advice and makes recommendations to the RPS Education and Professional Development directorate, reporting directly to the RPS Assembly. Dr Anthony Cox said: "I'm looking forward to working with the committee during this vitally important time for the education of the profession at all levels, and delighted to support the RPS in continuing to develop and deliver its important role in defining and assuring post-registration standards of pharmacy practice."

The Pharmaceutical Services Negotiating Committee (PSNC) has initiated the process for the regional representative election for the North-East and Cumbria region after Mark Burdon's resignation from the committee earlier this year. The North-East and Cumbria region covers Community Pharmacy County Durham, Community Pharmacy Cumbria, Gateshead and South Tyneside LPC, North of Tyne LPC, Sunderland LPC and Tees LPC. PSNC said that Pharmacists who are independent chemists and members or officers of these LPCs are eligible to stand for election as a new regional representative. "An independent chemist is defined in the PSNC constitution as a chemist operating retail pharmacy businesses' from no more than nine premises in England from which NHS Pharmaceutical Services or Local Pharmaceutical Services are provided and a person who is not a member of the Association of Independent Multiple pharmacies (AIMp)," said PSNC. The 1000th Building the Community-Pharmacy Partnership (BCPP) programme in Centred Soul, Newry received funding from the Department of Health in Northern Ireland to improve the health and wellbeing of women in the local community. BCPP programme is led by Community Development and Health Network (CDHN) in Northern Ireland and is funded by the Department of Health. It supports communities and community pharmacists to address locally defined needs so that people make connections, listen to and understand each other better and work together to address the social determinants of health and health inequalities Department of Health's Chief Pharmaceutical Officer, Cathy Harrison said: "I am delighted to mark the 1000th project to receive funding to improve health inequalities in the Newry area. "Since 2001 we have invested over £7 million in local community groups and pharmacy partnerships across Northern Ireland, to work together on a specific, local health need. "The Centred Soul project is a great example of how BCPP Programme contributes to tackling inequality and improving community health and wellbeing locally.
