With the Labour Party now in power, there is keen interest in the healthcare initiatives they pledged during their election campaign and how these proposals will shape the future of NHS. One of the key pledges in their healthcare reform is the introduction of the Community Pharmacist Prescribing Service, which aims to empower pharmacists with independent prescribing rights where clinically suitable. While pharmacists appreciated Labour's acknowledgment of their role in patient care through expanded prescribing rights, they foresee some challenges in implementing the service. "Budgets will be a key issue," said Pharmacist Thorrun Govind, also a Healthcare Lawyer (Brabners LLP). However, she noted that, given the success of pharmacist prescribing services in the devolved nations, there is "a road map in place."

Healthcare reform emerged as a cornerstone of the Labour Party's manifesto leading up to the recent general election. A standout pledge was the establishment of a Community Pharmacist Prescribing Service, aimed at granting pharmacists independent prescribing rights where clinically suitable. This initiative is seen as a positive step in addressing critical challenges within the National Health Service (NHS). Numark Chairman Harry McQuillan praised Labour's recognition of pharmacists' role in patient care through expanded prescribing rights. "Let's be honest, pharmacists are an underutilised resource within the healthcare system. We possess extensive training and expertise, yet our full potential hasn't always been acknowledged. "By harnessing pharmacists expanded prescribing rights, Labour is acknowledging our significant role in patient care. This initiative aims to recognise our skills and enhance patient care, ensuring quicker access to necessary treatments," he said. However, he pointed out that the concept requires further exploration, as the rights to prescribe are already granted through the recent change to undergraduate training that incorporates prescribing.

Pharmacists, who are working on the frontline of healthcare, can play an important role in raising awareness about mental health and helping those experiencing poor mental health. With this belief, the Pharmacists' Defence Association (PDA) is encouraging its representatives at Boots to participate in Mental Health First Aid (MHFA) training offered by the company. Nicola Rees, PDA Rep and Boots pharmacist from Solihull, who has recently undertaken training as a Mental Health First Aider, said that trained pharmacists can help in reducing the stigma associated with mental health and identifying the early warning signs that someone may be experiencing poor mental health. Mental Health First Aid training enables pharmacists to "support individuals and signpost to sources of advice and support." Rees expressed that becoming a mental health first aider has empowered her and greatly increased her confidence in being able to support someone dealing with a mental health issue, such as having thoughts of suicide or self-harm.

The Royal Pharmaceutical Society (RPS) has introduced a new comprehensive learning programme to support pharmacists in Wales to deliver the Pharmacy Independent Prescribing Service (PIPS). Developed in collaboration with Health Education and Improvement Wales (HEIW), the programme is designed to "equip pharmacists with the essential knowledge, skills, and confidence needed to provide excellent patient care." While the primary emphasis is on pharmacists operating within primary care settings, those from various practice settings are also encouraged to register and participate in the programme. Commenting on the collaboration with HEIW, Elen Jones, director for Wales at the Royal Pharmaceutical Society, said that it will empower pharmacists across the country to deliver high-quality prescribing services to local communities.

The International Pharmaceutical Federation (FIP) has released a handbook today (February 23) on guidance for pharmacists on supporting self-care. The handbook, "Empowering self-care: A handbook for pharmacists", covers six areas of self-care - sore throat, gastrointestinal complaints, musculoskeletal pain, fever in children, sexual health and disinfection. Commenting on the release, Rúben Viegas, co-author of the handbook, said: Community pharmacists already help people in self-care by giving advice on non-prescription medicines, nutrition, physical activity and lifestyle choices, but this new resource from FIP offers added support for these professional services that demonstrate our profession's commitment to primary health care." The publication, also intended as an advocacy resource for FIP's member organisations, discusses latest trends and strategies in self-care and explores innovations adopted across several practice areas. It aims to provide pharmacists with concise guidance on coaching practices and person-centred approaches to promote self-care.

Diabetes affects over 537 million people worldwide; by 2045, this is estimated to increase to 783 million. [1] With the growing prevalence of diabetes, it's even more important to utilise all options to support people with diabetes (PwDs) in managing their daily life with diabetes. Where do PwDs most often access healthcare support? On average, PwDs visit the pharmacy three-to-eight times more than the general population to obtain medicines and testing supplies.[2] It is clear that pharmacists play an integral role in empowering the self-management needs of PwDs beyond the traditional role of supplying medicines. This relationship, however, may be underutilised. Research suggests there is a lack of broad recognition of pharmacists as a key source of diabetes care, and that resource constraints - particularly following the COVID-19 pandemic - can interfere with patient education provision and training.[3,4] Furthermore, the circumstances and role of the pharmacy vary, nationally and internationally. The lessons from Covid crisis applied in the future through collaboration can create a better integration between GP practices, hospitals and community pharmacies, Pharmacists Defence Association (PDA) has proposed. Stating that a more integrated healthcare system could enable pharmacists to provide effective and more efficient care to patients, the PDA proposed a model where at least two pharmacists would be working in each community pharmacy, empowered, and enabled with two-way referral pathways, having more clinical input and full access to patient records. "Such an environment could not only help to improve communications between health professionals and increase access to services for patients, but would support the NHS to operate more effectively."

Community pharmacy chain Jardines Pharmacy has partnered with patient relationship management platform Charac to launch a new app designed to digitalise its services, enhance operational efficiency, and elevate customer satisfaction. The app allows patients to order repeat prescriptions, access medicine home delivery and book consultations with their pharmacist all in one place, enabling faster pharmacist-to-patient care. By incorporating Charac's platform into its business, Jardines is able to boost prescription dispensing efficiency, helping reducing wait times for patients. Additionally, its delivery feature enables patients to track their orders directly through the app, thereby streamlining the overall patient experience. The app also minimises administrative and manual tasks for pharmacists, giving them more time to focus on helping patients and delivering the outstanding customer service. Patients of Jardines can also use the app to book appointments digitally for Pharmacy First consultations, blood pressure checks, earwax removal, travel vaccinations, and emergency contraception services. A new report from the Royal Pharmaceutical Society (RPS) has called on the government to create a national strategy to manage medicine shortages and to change legislation to empower community pharmacists to amend prescriptions when medicines are in short supply. Currently, patients are required to return to their GP to get their prescriptions amended, leading to delayed access to medication, increased bureaucracy, and additional strain on an already overburdened system. The RPS report, backed by charities and patient groups, proposes allowing pharmacists to make minor amendments, such as adjusting the quantity, strength, or form of prescribed medicines to ensure timely access for patients. Additionally, the report highlighted key factors causing medicine shortages, including manufacturing and supply chain issues, exacerbated by cost pressures and consolidation of manufacturing outlets. This along with unplanned spikes in demand, such as shifts in prescribing practice or increased diagnosis of some conditions, have created "a perfect storm of unstable supply"

The Royal Pharmaceutical Society's (RPS) second roundtable on workforce wellbeing resulted in a series of collaborative actions to address pharmacy professionals' mental health and wellbeing challenges. The roundtable brought together key stakeholders from the pharmacy sector, including organisations like the General Pharmaceutical Council (GPhC), Community Pharmacy England (CPE), the National Pharmacy Association (NPA), and the profession's independent charity Pharmacist Support (PS). A report detailing the outcomes of the meeting was published on Friday, highlighting the key areas of discussion and the agreed-upon actions by the participants. During the roundtable, participants discussed the importance of understanding the workforce demographics, both nationally and locally, and using data to address wellbeing issues effectively. They also emphasised the need for using supportive standards set by the General Pharmaceutical Council (GPhC) and the Care Quality Commission (CQC) quality statement to support and empower pharmacists' wellbeing positively.

Community Development and Health Network (CDHN) in Northern Ireland has announced that eight applicants were selected in the latest round of Level One funding for the Building the Community-Pharmacy Partnership (BCPP) programme. Funded by Northern Ireland's Health and Social Care Board, BCCP supports communities and community pharmacists to work in partnership to address the social determinants of health and health inequalities. "The projects will engage across the life course working with new parents, young men and older people to empower them to take control of issues affecting their health and wellbeing. Covid recovery remains a common theme across all applications, as communities focus on addressing the impact of the pandemic on social isolation, physical and mental health." Pharmacy First has demonstrated the enormous value of community pharmacy in providing accessible front-line care. However, pharmacists continue to face several challenges in delivering the service. "Pharmacy First is a success, but it needs proper support to reach its full potential," said Numark chairman Harry McQuillan. In the first year alone, community pharmacies in England delivered an incredible 2 million consultations, highlighting the vital role pharmacists and their teams play in supporting the NHS. "This significant number shows the high demand for accessible healthcare and the trust patients place in their local pharmacy teams. It's clear that when empowered, community pharmacy delivers," McQuillan told Pharmacy Business. Key challenges in providing the service While Numark members have embraced Pharmacy First, McQuillan pointed out several challenges that persist: "Workforce capacity continues to be a concern, with patient demand sometimes outpacing available resources. "The administrative burden, particularly around IT interoperability, data capture, and reimbursement processes, adds complexity." "Additionally, some geographical areas are still struggling with public awareness, meaning more work is needed to ensure patients understand when and how they can access Pharmacy First."

The Ilford North MP will now take on the critical role of overseeing the National Health Service (NHS) and implementing Labour's ambitious health agenda. At the core of the Labour Party's healthcare reform manifesto is enhancing accessibility to primary and community healthcare. This involves implementing a 'Community Pharmacist Prescribing Service,' to empower pharmacists with independent prescribing rights where clinically suitable. This initiative aims to alleviate the strain on GP practices and enhance service accessibility. Additionally, the manifesto proposes piloting Neighbourhood Health Centres, to integrate various healthcare services -such as family doctors, district nurses, and mental health specialists under one roof.

Community pharmacists involved in the Independent Prescribers Pathfinder Programme will be able to generate NHS prescriptions through the NHS Electronic Prescription Service (EPS). NHS England has secured a new clinical system, CLEO SOLO from Cleo Systems, to facilitate this service. The system is being rolled out to 'pathfinder' sites so they can start delivering their proposed prescribing models and pathways. Integrated Care Boards (ICBs) across England have been informed of this development and are asked to provide support and leadership to their sites throughout the programme, which will run until March 2025. NHS England will also conduct a series of webinars with ICBs to discuss the CLEO SOLO rollout. David Webb, Chief Pharmaceutical Officer at NHS England, highlighted that the Pathfinder Programme will enable community pharmacist prescribers at 'pathfinder' sites to issue NHS prescriptions for conditions such as cardiovascular and respiratory diseases. "This will help us develop a framework which will support the commissioning of independent prescribing as part of clinical services in community pharmacy in the future," Webb said.

The All-Party Parliamentary Group (APPG) on Pharmacy published a new report on Monday (January 23) that calls for "urgent action" to relieve funding pressure so there are "opportunities" for community pharmacy teams to deliver even more for their patients. The report highlights the need for a new "strategic vision" for pharmacy and highlights opportunities for the network to be empowered to deliver even more for patients. However, the manifesto also underlines that there are the very real risks that this opportunity may be lost if significant and ongoing pressures are not addressed. The recommendations are based on written and oral evidence gathered from frontline pharmacists, GPs, professional bodies and healthcare experts. To harness the potential of pharmacy, the report recommends the Government must take urgent action to relieve the funding pressures on the community pharmacy sector in the short term and review the long-term funding model for pharmacy. It also suggested the Government must harness the power of pharmacy to help the NHS deal with the COVID-19 backlog and the UK's growing healthcare challenges. It further recommended that future commissioning and funding must recognise that community pharmacy is the front door to the NHS for many patients.

UK-based consumer health company Kenvue has developed a series of tools and materials to support healthcare professionals - including pharmacy teams - with their conversations with smokers on their quit journey. This is part of their newly launched Smokefree Families initiative, which aims to help reduce the number of smoking households with children in England. Kenvue believes that pharmacists and their teams are vital to the success of this initiative, as they play a crucial role in supporting smokers in their quit journey. "As trusted sources of support and advice to families across the country, we firmly believe that community pharmacy teams are crucial to the success of our Smokefree Families initiative," Manoj Raghunandanan, Area Managing Director, Northern Europe at Kenvue, told Pharmacy Business. "To support them, we've created a series of tools and materials that can help pharmacists and other healthcare professionals tackle sensitive conversations with new and expectant parents, their partners and support networks, and ultimately motivate them on their quit journey."

Scotland's first minister, John Swinney, has announced the expansion of the NHS Pharmacy First Service as part of the government's strategy to shift more care into communities. However, Numark chairman Harry McQuillan has stressed the need for additional funding to support this expansion effectively. Speaking at the National Robotarium in Edinburgh on 27 January 2025, Swinney outlined the government's plans for enhancing public services and renewing the NHS, promising a significant boost in NHS Scotland's capacity to reduce waiting times. Recognising the importance of identifying new approaches, Swinney underscored the critical role of community pharmacies in easing pressure on GP services. He said: "I want to see the NHS Scotland Pharmacy First Service expand so that community pharmacies can treat a greater number of clinical conditions and prevent the need for a GP visit in the first place." McQuillan welcomed the announcement, stating that this advancement will "empower pharmacists to provide even greater value, leveraging their clinical expertise to deliver comprehensive care directly to patients." However, he noted that the sector should be provided with extra funding to support this expansion.
