  • The Commission has found that Intel excluded its competitor in two ways: through illegal loyalty rebates by paying manufacturers and retailers to restrict the commercialisation of competitors' products.These illegal actions were designed to preserve Intel's market share at a time when their only significant rival - AMD - was a growing threat to Intel's position. This threat was widely recognised by both computer manufacturers and in Intel's own internal documents seen by the Commission. The computer manufacturers involved are Acer, Dell, HP, Lenovo and NEC. The retailer involved is Media Saturn Holdings, the parent company of Media Markt.
  • Naturally, the Commission favours strong, vigorous price competition, including by dominant firms. However, Intel went beyond normal price competition by giving rebates to computer manufacturers on the condition that they bought all, or almost all, of their CPUs from Intel. Intel also made direct payments to a major retailer – Media Markt - on the condition that it stocked only computers with Intel CPUs.
  • Just to give you one example: in one case, a computer manufacturer took up only a small part of an offer by AMD of free CPUs because acceptance of all the free CPUs offered would have led that computer manufacturer to breach the conditions of its agreement with Intel and to lose rebates on all its much more numerous Intel purchases.

  • Intel made direct payments to computer manufacturers to halt or delay the launch of products using their rival's chips, and to limit their distribution once available. The Commission has specific, documented examples, of Intel paying other manufacturers to, for example, delay the launch of an AMD-based PC by six months, and to restrict the sales of AMD-based products to certain customers.
  • The Commission Decision contains evidence that Intel went to great lengths to cover-up many of its anti-competitive actions. Many of the conditions mentioned above were not to be found in Intel’s official contracts. However, the Commission was able to gather a broad range of evidence demonstrating Intel's illegal conduct through statements from companies, on-site inspections, and formal requests for information.

    Google "Rich Snippets" is a new presentation of HTML snippets that applies Google's algorithms to highlight structured data embedded in web pages. Rich Snippets give end-users convenient summary information about their search results at a glance. Google is currently supporting a very limited subset of data about reviews and people. When searching for a product or service, users can easily see reviews and ratings, and when searching for a person, they'll get help distinguishing between people with the same name. It's a simple change to the display of search results, yet our experiments have shown that users find the new data valuable. For this to work though, both Web-masters and Web-workers have to annotate thier pages with structured data in a standard format. Google snippets supports microformats and RDFa. Existing Web data can be wrapped with some additional tags to accomplish this. Notice that Google avoids mention of RDF and the W3C's vision of a "Semantic Web" where Web objects are fully described in machine readable semantics. Over at the WHATWG group, where work on HTML5 continues, Google's Ian Hickson has been fighting RDFa and the Semantic Web in what looks to be an effort to protect the infamous Google algorithms. RDFa provides a means for Web-workers, knowledge-workers, line-of-business managers and document generating end-users to enrich their HTML+ with machine semantics. The idea being that the document experts creating Web content can best describe to search engine and content management machines the objects-of-information used. The google algorithms provide a proprietary semantics of this same content. The best solution to the tsunami of conten the Web has wrought would be to combine end-user semantic expertise with Google algorithms. RDFa, Drupal and a Practical Semantic Web - 1 views

    CMSWire has a brief explanation of RDFa and why it's important. RDFa is also finding it's way into the Drupal CMS, which could be a game changer. Timothy Berners-Lee vision of a "Semantic Web" where the meaning of content is understood by both humans and machines depends on the emergence of capable information systems that make it transparently easy to add semantic markup. I'm not surprised that Drupal is jumping with both feet.

In the march toward creating the semantic web, web content management systems such as Drupal (news, site) and many proprietary vendors struggle with the goal of emitting structured information that other sites and tools can usefully consume. There's a balance to be struck between human and machine utility, not to mention simplicity of instrumentation.

    With RDFa (see W3C proposal),  software and web developers have the specification they need to know how to structure data in order to lend meaning both to machines and to humans, all in a single file. And from what we've seen recently, the Drupal community is making the best of it.

The framework under which the ITU operates does not allow for any form of open participation. Mere access to documents and decision-makers is sold by the ITU to corporate “associate” members at prohibitively high rates. Indeed, the ITU’s business model appears to depend on revenue generation from those seeking to ‘participate’ in its policy-making processes. This revenue-based principle of policy-making is deeply troubling in and of itself, as the objective of policy making should be to reach the best possible outcome.

  • Civil society has good reason to be concerned regarding an expanded ITU policy-making role. To begin with, the institution does not appear to have high regard for the distributed multi-stakeholder decision making model that has been integral to the development of an innovative, successful and open Internet. In spite of commitments at WSIS to ensure Internet policy is based on input from all relevant stakeholders, the ITU has consistently put the interests of one stakeholder—Governments—above all others. This is discouraging, as some government interests are inconsistent with an open, innovative network. Indeed, the conditions which have made the Internet the powerful tool it is today emerged in an environment where the interests of all stakeholders are given equal footing, and existing Internet policy-making institutions at least aspire, with varying success, to emulate this equal footing. This formula is enshrined in the Tunis Agenda, which was committed to at WSIS in 2005:
  • EFF, European Digital Rights, CIPPIC and CDT and a coalition of civil society organizations from around the world are demanding that the ITU Secretary General, the  WCIT-12 Council Working Group, and ITU Member States open up the WCIT-12 and the Council working group negotiations, by immediately releasing all the preparatory materials and Treaty proposals. If it affects the digital rights of citizens across the globe, the public needs to know what is going on and deserves to have a say. The Council Working Group is responsible for the preparatory work towards WCIT-12, setting the agenda for and consolidating input from participating governments and Sector Members. We demand full and meaningful participation for civil society in its own right, and without cost, at the Council Working Group meetings and the WCIT on equal footing with all other stakeholders, including participating governments. A transparent, open process that is inclusive of civil society at every stage is crucial to creating sound policy.
  • Indeed, the ITU’s current vision of Internet policy-making is less one of distributed decision-making, and more one of ‘taking control.’ For example, in an interview conducted last June with ITU Secretary General Hamadoun Touré, Russian Prime Minister Vladimir Putin raised the suggestion that the union might take control of the Internet: “We are thankful to you for the ideas that you have proposed for discussion,” Putin told Touré in that conversation. “One of them is establishing international control over the Internet using the monitoring and supervisory capabilities of the International Telecommunication Union (ITU).” Perhaps of greater concern are views espoused by the ITU regarding the nature of the Internet. Yesterday, at the World Summit of Information Society Forum, Mr. Alexander Ntoko, head of the Corporate Strategy Division of the ITU, explained the proposals made during the preparatory process for the WCIT, outlining a broad set of topics that can seriously impact people's rights. The categories include "security," "interoperability" and "quality of services," and the possibility that ITU recommendations and regulations will be not only binding on the world’s nations, but enforced.
  • Rights to online expression are unlikely to fare much better than privacy under an ITU model. During last year’s IGF in Kenya, a voluntary code of conduct was issued to further restrict free expression online. A group of nations (including China, the Russian Federation, Tajikistan and Uzbekistan) released a Resolution for the UN General Assembly titled, “International Code of Conduct for Information Security.”  The Code seems to be designed to preserve and protect national powers in information and communication. In it, governments pledge to curb “the dissemination of information that incites terrorism, secessionism or extremism or that undermines other countries’ political, economic and social stability, as well as their spiritual and cultural environment.” This overly broad provision accords any state the right to censor or block international communications, for almost any reason.

Profiled From Radio to Porn, British Spies Track Web Users' Online Identities | Global Research - Centre for Research on Globalization - 0 views

  • One system builds profiles showing people’s web browsing histories. Another analyzes instant messenger communications, emails, Skype calls, text messages, cell phone locations, and social media interactions. Separate programs were built to keep tabs on “suspicious” Google searches and usage of Google Maps. The surveillance is underpinned by an opaque legal regime that has authorized GCHQ to sift through huge archives of metadata about the private phone calls, emails and Internet browsing logs of Brits, Americans, and any other citizens  all without a court order or judicial warrant.
  • The power of KARMA POLICE was illustrated in 2009, when GCHQ launched a top-secret operation to collect intelligence about people using the Internet to listen to radio shows. The agency used a sample of nearly 7 million metadata records, gathered over a period of three months, to observe the listening habits of more than 200,000 people across 185 countries, including the U.S., the U.K., Ireland, Canada, Mexico, Spain, the Netherlands, France, and Germany.
  • GCHQ’s documents indicate that the plans for KARMA POLICE were drawn up between 2007 and 2008. The system was designed to provide the agency with “either (a) a web browsing profile for every visible user on the Internet, or (b) a user profile for every visible website on the Internet.” The origin of the surveillance system’s name is not discussed in the documents. But KARMA POLICE is also the name of a popular song released in 1997 by the Grammy Award-winning British band Radiohead, suggesting the spies may have been fans. A verse repeated throughout the hit song includes the lyric, “This is what you’ll get, when you mess with us.”

  • GCHQ vacuums up the website browsing histories using “probes” that tap into the international fiber-optic cables that transport Internet traffic across the world. A huge volume of the Internet data GCHQ collects flows directly into a massive repository named Black Hole, which is at the core of the agency’s online spying operations, storing raw logs of intercepted material before it has been subject to analysis. Black Hole contains data collected by GCHQ as part of bulk “unselected” surveillance, meaning it is not focused on particular “selected” targets and instead includes troves of data indiscriminately swept up about ordinary people’s online activities. Between August 2007 and March 2009, GCHQ documents say that Black Hole was used to store more than 1.1 trillion “events”  a term the agency uses to refer to metadata records  with about 10 billion new entries added every day. As of March 2009, the largest slice of data Black Hole held  41 percent  was about people’s Internet browsing histories. The rest included a combination of email and instant messenger records, details about search engine queries, information about social media activity, logs related to hacking operations, and data on people’s use of tools to browse the Internet anonymously.
  • Throughout this period, as smartphone sales started to boom, the frequency of people’s Internet use was steadily increasing. In tandem, British spies were working frantically to bolster their spying capabilities, with plans afoot to expand the size of Black Hole and other repositories to handle an avalanche of new data. By 2010, according to the documents, GCHQ was logging 30 billion metadata records per day. By 2012, collection had increased to 50 billion per day, and work was underway to double capacity to 100 billion. The agency was developing “unprecedented” techniques to perform what it called “population-scale” data mining, monitoring all communications across entire countries in an effort to detect patterns or behaviors deemed suspicious. It was creating what it saidwould be, by 2013, “the world’s biggest” surveillance engine “to run cyber operations and to access better, more valued data for customers to make a real world difference.” HERE WAS A SIMPLE AIM at the heart of the top-secret program: Record the website browsing habits of “every visible user on the Internet.” Before long, billions of digital records about ordinary people’s online activities were being stored every day. Among them were details cataloging visits to porn, social media and news websites, search engines, chat forums, and blogs.

  • The UN's newly appointed special rapporteur on privacy, Joseph Cannataci, has described digital surveillance in the UK as "worse" than anything imagined in George Orwell's totalitarian dystopia 1984.Speaking to the Guardian, Cannataci -- who doesn't own a Facebook account or use Twitter -- lambasted the oversight of British digital surveillance as "a rather bad joke at its citizens' expense".Warning against the steady erosion of privacy and increasing levels of government intrusion, he also drew sinister parallels with Orwell's vision of a mass-surveilled society, adding that today's reality was far worse than the fiction: "At least Winston [a character in Orwell's 1984] was able to go out in the countryside and go under a tree and expect there wouldn't be any screen, as it was called. Whereas today there are many parts of the English countryside where there are more cameras than George Orwell could ever have imagined."
  • Cannataci, who holds posts as a professor of technology of law at the University of Groningen, and as head of the department of Information Policy and Governance at the University of Malta, also called for a "Geneva convention-style law" for the internet. "Some people may not want to buy into it. Wolfram Alpha is Coming -- and It Could be as Important as Google | Twine - 0 views

  • The first question was could (or even should) Wolfram Alpha be built using the Semantic Web in some manner, rather than (or as well as) the Mathematica engine it is currently built on. Is anything missed by not building it with Semantic Web's languages (RDF, OWL, Sparql, etc.)? The answer is that there is no reason that one MUST use the Semantic Web stack to build something like Wolfram Alpha. In fact, in my opinion it would be far too difficult to try to explicitly represent everything Wolfram Alpha knows and can compute using OWL ontologies. It is too wide a range of human knowledge and giant OWL ontologies are just too difficult to build and curate.
  • However for the internal knowledge representation and reasoning that takes places in the system, it appears Wolfram has found a pragmatic and efficient representation of his own, and I don't think he needs the Semantic Web at that level. It seems to be doing just fine without it. Wolfram Alpha is built on hand-curated knowledge and expertise. Wolfram and his team have somehow figured out a way to make that practical where all others who have tried this have failed to achieve their goals. The task is gargantuan -- there is just so much diverse knowledge in the world. Representing even a small segment of it formally turns out to be extremely difficult and time-consuming.
  • It has generally not been considered feasible for any one group to hand-curate all knowledge about every subject. This is why the Semantic Web was invented -- by enabling everyone to curate their own knowledge about their own documents and topics in parallel, in principle at least, more knowledge could be represented and shared in less time by more people -- in an interoperable manner. At least that is the vision of the Semantic Web.

    A Computational Knowledge Engine for the Web In a nutshell, Wolfram and his team have built what he calls a "computational knowledge engine" for the Web. OK, so what does that really mean? Basically it means that you can ask it factual questions and it computes answers for you. It doesn't simply return documents that (might) contain the answers, like Google does, and it isn't just a giant database of knowledge, like the Wikipedia. It doesn't simply parse natural language and then use that to retrieve documents, like Powerset, for example. Instead, Wolfram Alpha actually computes the answers to a wide range of questions -- like questions that have factual answers such as "What country is Timbuktu in?" or "How many protons are in a hydrogen atom?" or "What is the average rainfall in Seattle this month?," "What is the 300th digit of Pi?," "where is the ISS?" or "When was GOOG worth more than $300?" Think about that for a minute. It computes the answers. Wolfram Alpha doesn't simply contain huge amounts of manually entered pairs of questions and answers, nor does it search for answers in a database of facts. Instead, it understands and then computes answers to certain kinds of questions.
