In March, Microsoft announced that their upcoming Internet Explorer 8 would: "use its most standards compliant mode, IE8 Standards, as the default." Note the last word: default. Microsoft argued that, in light of their newly published interoperability principles, it was the right thing to do. This declaration heralded an about-face and was widely praised by the web standards community; people were stunned and delighted by Microsoft's promise. This week, the promise was broken. It lasted less than six months. Now that Internet Explorer IE8 beta 2 is released, we know that many, if not most, pages viewed in IE8 will not be shown in standards mode by default.

How many pages are affected by this change? Here's the back of my envelope: The PC market can be split into two segments — the enterprise market and the home market. The enterprise market accounts for around 60 per cent of all PCs sold, while the home market accounts for the remaining 40 per cent. Within enterprises, intranets are used for all sorts of things and account for, perhaps, 80 per cent of all page views. Thus, intranets account for about half of all page views on PCs!

What we saw them do was create a single screen application with rich interactivity on the client, but still all of the benefits of being a web based application (nothing to install, back end connectivity for inventory and other data using XML, use of client side media/animation to guide the user, reachable through any browser, etc.) We really looked at this as the best of web applications and the best of desktop applications: rich connectivity, platform independence, no install, lightweight as well as rich client side logic and interactivity, ability to integrate rich media and communications. But we dropped the baggage of the page based metaphor that basically required a page refresh for everything and got beyond the layout/graphics/media constraints of HTML.

Microsoft is approaching Silverlight from the opposite direction. It plans to take advantage of its legions of outside developers experienced in writing for its ubiquitous Windows operating system. The next version of Silverlight, being tested now and due later this year, will support Microsoft's .NET framework -- tools used by developers to create desktop applications that work on Windows.

President-elect Barack Obama recently announced an ambitious plan to build up the nation’s Internet infrastructure as part of his proposed economic stimulus package.

The United States has long been the world leader in technology, but when it comes to the Internet, it is fast falling behind. America now ranks 15th in the world in access to high-speed Internet connections. A cornerstone of Mr. Obama’s agenda is promoting universal, affordable high-speed Internet.

In a speech this month about his economic stimulus plan, he said that he intends to ensure that every child has a chance to get online and that he would use some of the stimulus money to connect libraries and schools.

HTTP as a universal calling convention is pretty interesting. We already have tons of web services in the cloud using HTTP to communicate with one another - why not extend this to include local code talking with other components. The iPhone already supports a form of this IPC using the URL handlers, basically turning your application into a web server. BugLabs exposes interfaces to its various embedded device modules through web services. It has even been suggested in the literature that every object could embed a web server. Why not use this mechanism for calling that object's methods?

Yet more ODF and OOXML… were the main topics of today, both separately and in tandem. Of most interest, perhaps, was the discussion surrounding the start of work on a project setting out to describe the mapping between ISO/IEC 26300 (ODF) and ISO/IEC 29500 (OOXML). This had received wide and decisive voting support from countries in its ballot, though some countries had objected to its commencement due to the non-availability of the ISO/IEC 29500 text. That hiatus is now happily behind us and the project is set to proceed with a powerful three-person editing teams (from Germany, Korea and China).

Wall Street has all but given up on Jonathan Schwartz.The chief executive of Sun Microsystems has been pushing one of the most drastic turnround strategies Silicon Valley has seen. Yet he now also has to contend with a severe economic downturn, the early stages of which have already exposed Sun's vulnerabilities: its reliance on expensive high-end equipment that does not sell well when times are hard, and its large exposure to the financial services industry.At barely $3 a share, Sun's $2.3bn stock market value is 40 per cent below its book value, and little more than 1 per cent of its value at the start of the decade. The announcement earlier this month of job cuts of up to 18 per cent of Sun's workforce has done little to change investors' minds.

As regards interoperability, in its Microsoft judgment of 17 September 2007, the Court of First Instance confirmed the principles that must be respected by dominant companies as regards interoperability disclosures. In the complaint by ECIS, Microsoft is alleged to have illegally refused to disclose interoperability information across a broad range of products, including information related to its Office suite, a number of its server products, and also in relation to the so called .NET Framework. The Commission's examination will therefore focus on all these areas, including the question whether Microsoft's new file format Office Open XML, as implemented in Office, is sufficiently interoperable with competitors' products. As for the tying of separate software products, in its Microsoft judgment of 17 September 2007, the Court of First Instance confirmed the principles that must be respected by dominant companies. In a complaint by Opera, a competing browser vendor, Microsoft is alleged to have engaged in illegal tying of its Internet Explorer product to its dominant Windows operating system. The complaint alleges that there is ongoing competitive harm from Microsoft's practices, in particular in view of new proprietary technologies that Microsoft has allegedly introduced in its browser that would reduce compatibility with open internet standards, and therefore hinder competition. In addition, allegations of tying of other separate software products by Microsoft, including desktop search and Windows Live have been brought to the Commission's attention. The Commission's investigation will therefore focus on allegations that a range of products have been unlawfully tied to sales of Microsoft's dominant operating system.

Some things are clearer with hindsight of several years. It is necessary to evolve HTML incrementally. The attempt to get the world to switch to XML, including quotes around attribute values and slashes in empty tags and namespaces all at once didn't work. The large HTML-generating public did not move, largely because the browsers didn't complain. Some large communities did shift and are enjoying the fruits of well-formed systems, but not all. It is important to maintain HTML incrementally, as well as continuing a transition to well-formed world, and developing more power in that world.

The plan is, informed by Webforms, to extend HTML forms. At the same time, there is a work item to look at how HTML forms (existing and extended) can be thought of as XForm equivalents, to allow an easy escalation path. A goal would be to have an HTML forms language which is a superset of the existing HTML language, and a subset of a XForms language wit added HTML compatibility.

What is EPUB, .epub, OPS/OCF & OEB? ".epub" is the file extension of an XML format for reflowable digital books and publications. ".epub" is composed of three open standards, the Open Publication Structure (OPS), Open Packaging Format (OPF) and Open Container Format (OCF), produced by the IDPF. "EPUB" allows publishers to produce and send a single digital publication file through distribution and offers consumers interoperability between software/hardware for unencrypted reflowable digital books and other publications. The Open eBook Publication Structure or "OEB", originally produced in 1999, is the precursor to OPS. Symphony isn't based on Lotus 1-2-3 and AmiPro (WordPro). It's originally based on OpenOffice 1.1.4. And has since been updated by Sun's StarOffice group to OpenOffice 2 something. The history here is that IBM ripped off the OpenOffice 1.1.4 code base when it was still under the dual SSSL-LGPL license. Here it languished as IBM "WorkPlace", finally to be released as Lotus Symphony.

Members Approve Web Services for Remote Portlets (WSRP) 2.0 as OASIS Standard IBM, Sun Microsystems, Microsoft, Novell, Oracle, SAP, TIBCO, Vignette and Others Collaborate on Open Standard for Integrating Web Services into Portals

Boston, MA, USA; 30 May 2008 — OASIS, the international open standards consortium, today announced that its members have approved the Web Services for Remote Portlets (WSRP) version 2.0 as an OASIS Standard, a status that signifies the highest level of ratification. Developed through an open process by the OASIS WSRP Technical Committee, the new standard simplifies the effort required for aggregating applications, such as portals, to quickly integrate remote content and applications. "Vendors of aggregating applications no longer need to write special adapters to accommodate the variety of interfaces and protocols used by content providers," explained Rich Thompson of IBM, chair of the OASIS WSRP Technical Committee. "With WSRP, they can integrate remote content and applications with just a few mouse clicks and virtually no programming effort. WSRP version 2.0 adds those capabilities needed to fully integrate the remote components into the aggregated application."

The amount of work it takes to "offline enable" a Web application is roughly similar to the amount of work it takes to "online enable" a desktop application.

I suspect this is the bitter truth that answers the questions asked in articles like  The Frustratingly Unfulfilled Promise of Google Gears where the author laments the lack of proliferation of offline Web applications built on Google Gears. When it first shipped I was looking forward to a platform like Google Gears but after I thought about the problem for a while, I realized that such a platform would be just as useful for "online enabling" desktop applications as it would be for "offline enabling" Web applications. Additionally, I came to the conclusion that the former is a lot more enabling to users than the latter. This is when I started becoming interested in Live Mesh as a Platform, this is one area where I think Microsoft's hearts and minds are in the right place. I want to see more applications like Outlook + RPC over HTTP  not "offline enabled" versions of Outlook Web Access.

I don't think the Atom publishing protocol can be considered the universal protocol for talking to remote databases given that cloud storage vendors like Amazon and database vendors like Oracle don't support it yet. That said, this is definitely a positive trend. Back in the RSS vs. Atom days I used to get frustrated that people were spending so much time reinventing the wheel with an RSS clone when the real gaping hole in the infrastructure was a standard editing protocol. It took a little longer than I expected (Sam Ruby started talking about in 2003) but the effort has succeeded way beyond my wildest dreams. All I wanted was a standard editing protocol for blogs and content management systems and we've gotten so much more.

And a few weeks after George's post even more was revealed in posts such as this one about  FeedSync and Live Mesh where we find out Congratulations to the Live Mesh team, who announced their Live Mesh Technology Preview release earlier this evening! Amit Mital gives a detailed overview in this post on http://dev.live.com. You can read all about it in the usual places...so why do I mention it here? FeedSync is one of the core parts of the Live Mesh platform. One of the key values of Live Mesh is that your data flows to all of your devices. And rather than being hidden away in a single service, any properly authenticated user has full bidirectional sync capability. As I discussed in the Introduction to FeedSync, this really makes "your stuff yours". Okay, FeedSync isn't really AtomPub but it does use the Atom syndication format so I count that as a win for Atom+APP as well. As time goes on, I hope we'll see even more products and services that support Atom and AtomPub from Microsoft. Standardization at the protocol layer means we can move innovation up the stack.

As innovation in the consumer space spills over into the enterprise, IBM believes its social software suite that includes blogs and social networks for business will give users the collaboration features they want while giving IT the ability to hook it into existing systems.

Lotus Connections represents IBM's response to a Web 2.0 world.

While analysts say the social software in SharePoint lacks the functionality and usability of competitor products, its tight integration with existing Microsoft systems such as Exchange and Office makes it an attractive buy for IT departments looking to capitalize on the Web 2.0 movement while still utilizing the technology tools they already have inside their companies.

For its part, Microsoft boasts a staggering rate of adoption for SharePoint. According to Rob Curry, director of SharePoint, Microsoft has sold around 100 million licenses of the product
