The push for GM crops received a boost from the Global Food Security Act (AKA the Lugar-Casey Bill) based on a suspiciously appropriate Gates Foundation report entitled "Renewing American Leadership in the Fight Against Global Hunger and Poverty." The Lugar Casey bill would restructure aid funding to include over $7 billion for GM crops, giving Aid-dependent poor countries few options for formulating "home-grown" agricultural solutions.

According to Prabhu Pingali, head of agriculture policy and statistics at CGIAR, the plan is to double the organization's funding to $1 billion over the next four years. At the beginning of the project, the company promised to resettle the village, but two years later, Julio and the villagers have still heard nothing, and no one in the village has received compensation.

This is so because modern mechanized agriculture is heavily reliant on petroleum and petroleum-based products to generate the increased yields necessary to feed growing world populations and sustain the profits of giant agribusiness firms. Every piece of farm machinery is powered by gasoline or diesel, and most food crops are delivered many miles to market by oil-powered trucks, trains, planes or boats. Hence, when the price of oil rises, the cost of all these other activities rises as well. In addition, petroleum is the feedstock for many of the pesticides and herbicides and other products that are needed to produce modern "miracle" crops that possess little resistance to disease. These, too, have risen in price. On top of all this, croplands around the world have been turned over to production for ethanol for road transportation, reducing the crops grown for food and adding additional upward pressure on global food prices.

This means that whatever the perceived benefits seen in advances in biotechnology, they must be developed and used with adequate safety measures for the environment and human health. This is why international conventions such as the Cartagena Protocol on Biosafety (CPB), and the Convention on Biological Diversity (CBD) regulating its safe use need to be respected, hence our application for the injunction.
  • The "confined field trials" for the Bt cowpeas and the genetically modified rice did little to respect the provisions of Advance Informed Agreement under the Protocols; that advance informed consent includes public awareness and participation in the decision-making processes leading to the intentional release of living modified organisms into the environment.

  • There is sharply divided opinion in the scientific community, even among molecular biologists, that genetically engineered crops are "safe". The recent email scandals showing the big influence of the biotechnology industry on the scientific community adds yet another twist to where the scientific consensus would swing without the corrupting influence of the industry. Hence the only avenue available to them to legally approve any genetically engineered crop must be to follow the Advance Informed Agreement (AIA) Procedure under the Protocol. There is no other way around it and this has not been respected.
