The Tezos Foundation plans to pay $25 million to settle a class-action lawsuit brought by investors claiming the Tezos initial coin offering violated US securities laws. However, according to one report, the settlement "leaves unanswered the underlying legal questions of whether the ICO qualified as a securities offering requiring the Tezos backers to file a registration statement with the U.S. Securities and Exchange Commission, and whether the Breitmans were 'controlling persons' under the Securities Act of 1933."

Blockchain firm Tezos has been selected by Societe Generale to spearhead the Banque de France's digital currency pilot program. Banco BTG Pactual will with Dubai's Dalma Capital to host a deal pipeline of $1bn for existing and future prospective security token offerings. They plan to utilize the Tezos blockchain, which will include a range of tokenized traditional and alternative investments.

The analysis in this paper reveals that only a small fraction of EOS, Tezos and XRP transactions are used for value transfer purposes. In particular, 95% of the transactions on EOS were triggered by the airdrop of a currently valueless token; on Tezos, 82% of throughput was used for maintaining consensus; and only 2% of transactions on the XRP ledger lead to value transfers.

Overstock's security token platform tZERO and the Tezos Foundation have partnered on a project that will tokenize £500 million in planned real estate development financed by U.K.-based Alliance Investments.

In March, French startup Lugh launched a new Euro stablecoin (EUR-L) backed by deposits held in a Societe Generale bank account and currently available on the French crypto exchange Coinhouse. EUR-L is issued on the Tezos blockchain, and Lugh reports that users will be able to access monthly reports regarding their reserves, validated by a global accounting firm.

Grayscale Investments, via its "statutory trustee" Delaware Trust Company, filed for five digital asset trusts with Delaware's corporations registry: Chainlink, Basic Attention Token, Decentraland, Livepeer and Tezos.

Grayscale has incorporated six more trusts, tied to Polkadot (DOT), Aave (AAVE), Monero (XMR), Cardano (ADA), Cosmos (ATOM), and EOS.IO (EOS). All the six trusts were formed Wednesday by Delaware Trust Company, Grayscale's "statutory trustee." The new trust formations come a week after Grayscale incorporated [six more trusts, including those tied to Chainlink (LINK) and Tezos (XTZ) tokens]. However, trust formations do not mean the firm will launch these products.

Algorand has linked up with Chainalysis to help bake regulatory compliance into their blockchains. Chainalysis will provide a know-your-transaction solution, allowing its foundation to monitor large volumes of on-chain activity for the native ALGO token and report any suspicious transactions to the authorities. It will not provide a comprehensive solution to "travel rule" compliance, but it will help Algorand pick out transactions that trigger the rule, as well as identifying relevant senders and receivers.

Trading in Bitwise Asset Management's 10 Crypto Index Fund is live. It tracks the 10 largest crypto-assets and allows investors to buy shares that represent them. It is billed as the first publicly traded crypto index fund in the United States. The Fund debuted with $120 million in assets under management. 75% of the assets are Bitcoin, 13% in Ether and the remaining 12% split between XRP, Litecoin, Chainlink, Tezos, Bitcoin Cash, Stellar, and EOS.

China's Blockchain-based Service Network (BSN) - a public-private nationwide infrastructure project to spur mass adoption of blockchain technology - is setting up international portals in Turkey and Uzbekistan, following its September announcements to set up BSN portals in Hong Kong and South Korea. The BSN integrates frameworks such as Ethereum, Algorand, EOS, Polkadot, NEO, Tezos, Oasis, Hyperledger Fabric, ConsenSys Quorum, and Corda. It is also supported by cloud services, including Amazon Web Services, Google, and Microsoft Azure.
