    The prospect of Serb radicals winning January elections is sowing division in the EU, with some Balkan EU member states keen to give Belgrade moderates a "welcoming message" ahead of the vote while France and the Netherlands want to play it tough on war crimes. Slovenia, Greece, Spain, Italy, Sweden, Denmark and the Czech republic's foreign ministers on Monday pushed for an EU leaders' statement on Friday (15 December) to stress that "Serbia remains welcome to join the European Union" while softening calls to hand over Ratko Mladic to the UN.

  • Since the morning of December 9, we are to be present in the (Serb-dominated) north, in the south, and all over Kosovo. We are to have more than 100 people in the north, including policemen, the prosecutors, the judges, customs officers and the customs department,” declared Kermabon. The announcement from EULEX says that around 1,400 people international staff and some hundreds of local personnel from EULEX will have at its disposal the necessary number of workers for its initial operation.

  • The Netherlands has faith in Serbia’s European future, but it is still essential to continue the cooperation with the Hague Tribunal, Verhagen said after his meeting with Jeremić. He congratulated his Serbian counterpart on “efforts Serbia was making in cooperation with the tribunal”. The Serbian foreign minister said that Belgrade would remain dedicated to the cooperation with the Hague Tribunal until it was completed. “I assured Verhagen that Brammertz’s next report could only be better than the last one,” Jeremić said.

  • Two years has gone since Kosovo Albanians declared their independence from Serbia. However calling to Kosovo needs country code 381 – which is Serbia – or by GSM 377 44 (via Monaco Telecom) or others via Serbian operators. This because as at this time, Abkhazia, Kosovo, Transnistria, Somaliland, South Ossetia and others are not in the ISO 3166-1 standard due the absence of recognition by the United Nations. Situation is one minor example about Kosovo “statehood”. Besides formalities – like that the province is administrated as international protectorate by foreign powers – the on the ground status is more complicated and even going more far away from drawing board ideals of Washington and Brussels.

  • Enlargement Commissioner Štefan Füle deliberately left early from a regional summit in Slovenia this weekend, signalling that the European Commission's patience with the Western Balkans has its limits.

  • From Tirana, Füle went to Brdo pri Kranju, a resort in Slovenia, to attend – and make an early departure – from a regional conference on the European future of the Western Balkans. The conference was boycotted by Serbian President Boris Tadić due to the presence of Kosovo Prime Minister Hasim Thaçi. Belgrade had warned it would only attend international conferences where Kosovo is represented under its UNMIK heading, as the country was a UN protectorate before unilaterally declaring independence in February 2008 (EurActiv 08/03/10).

  • The Serbian parliament on Wednesday passed a landmark resolution condemning the 1995 Srebrenica massacre of Bosnian Muslims, ending years of denial about the killings, although it avoided using the term "genocide". "The parliament of Serbia strongly condemns the crime committed against the Bosnian Muslim population of Srebrenica in July 1995, as determined by the International Court of Justice (ICJ) ruling," the text says.
  • Proposed by the ruling coalition of pro-Western President Boris Tadic, the resolution was adopted by 127 of the 173 parliamentarians present in the room, after 13 hours of debate.   • A renowned research institute has suggested that Macedonia change its name to an agreed formula on the day of its EU accession as a means of resolving its ongoing dispute with Greece. As exotic as this may seem, the proposal has already triggered interest and debate in regional media.
  • The proposal, signed by ESI President Gerald Knaus, has triggered a lot of interest and debate in regional media, the institute notes in a press release circulated yesterday (12 July).
  • While most Europeans find the Greek position puzzling or irrational, the prevailing political thinking in many capitals is that the EU enlargement process should be slowed down, the ESI paper notes. In this context, the fact that Macedonia's EU bid is stuck is even welcome, the institute claims. Gerald Knaus is categorical in saying that if a compromise between Skopje and Athens is reached, then a referendum in Macedonia will be called. But the Macedonian politicians who may be ready to make concessions over the country's name would do so only on the condition that it would actually ensure the country's EU accession, the ESI director argues. To "square the circle," the ESI suggests making a constitutional amendment in Skopje that changes the country's name now, allowing Athens to support the start of EU accession talks later this year. But the amendment would only foresee the change's entry into force on the day Macedonia actually joins the EU. The proposed constitutional change could read: "All references to the Republic of Macedonia in this constitution will be replaced by a reference to XX (a compromise name) on the day this country joins the European Union." If for some reason Skopje never joins the EU, it will never have to change its name, the ESI paper reads. Knaus also argues that the proposed solution would allow both countries and their leaders to claim victory. In parallel, Greece should promise to allow Macedonia to join NATO under the name FYROM (the name under which Macedonia joined the UN) once the constitutional changes have been passed, he says.

  • The European Commission's decision on Friday to extend European Union candidate status to Montenegro was greeted with enthusiasm by officials in Podgorica, reported Radio Television Montenegro (RTCG). Earlier in the day, Herman Van Rompuy, president of the EU, announced in Brussels that Montenegro had been nominated as the sixth candidate country in the current EU enlargement package. Montenegro's status was granted on the basis of annual European Commission progress reports.

  • Abstract More and more scholars are revisiting federal theories in an attempt to explain the functioning of the EU. Yet in-depth empirical testing of their claims remains surprisingly limited. Cooperative federalism represents one particularly promising variant of federal theory in this respect. This article extends and refines existing claims about its utility to show how EU policy-making can be fruitfully conceived of as a multi-level 'cooperative game' played out between different actor coalitions. It then uses these arguments to analyse task allocation — a critical indicator of the European integration process — within the environmental sector. Drawing on fresh empirical evidence, it demonstrates how differential patterns of task allocation have emerged from a series of interlinked 'cooperative' dynamics, which were in turn shaped by broader federal structures. Although greater testing and development is needed, it concludes that there are good reasons to add cooperative federalism to the evolving 'tool-kit' of EU integration theory.

  • New proposals on joint economic governance put forward by European Commission President Jose Manuel Barroso and EU Council chief Herman Van Rompuy on Monday (28 February) have failed to overcome resistance from some member states.
  • The Barroso-Van-Rompuy plan does contain a requirement that German-style 'debt brakes' be implemented across the eurozone, however. Resistance to this element comes from those who do not want to open the Pandora's Box of constitutional amendments this could entail. Opposition to the Franco-German pact also revolved around the proposal that countries that maintain inflation-indexed wage systems abandon this practice. Belgium and Luxembourg in particular were resistant.
  • As key figures on the left in Europe, including within the commission itself, have begun to issue their misgivings over the path of austerity chosen by the EU as a response to the crisis, the commission warned social democrats that throughout the crisis, they have also backed this process.   • With a unique longitudinal data set covering a time-span of 18 years, we test to what extent euroscepticism evolved among the Dutch between 1990 and 2008. We compare Eurosceptic attitudes on the eve of the signing of the Treaty of Maastricht with attitudes after the Dutch ‘no’ in the referendum on the European Constitution. We find a strong increase in euroscepticism among the Dutch. This change did not develop evenly across the educational strata. We propose to explain these differences through the utilitarian, political cueing, political cynicism and identity approaches. Over the years, the less educated have become more cynical about politics and have come to perceive a greater ethnic threat than before, which explains their stronger increase in euroscepticism. In contrast to 1990, perceived ethnic threat was the main predictor of euroscepticism in 2008.
