Serbia Matters presents policy essays on Serbia's post-Milosevic era written by internationally recognised authors, policymakers, academics and political analysts actively engaged in the Balkans discourse. Since 2000 Serbia has moved from a decade of wars and delayed transition towards European integration. The book assesses the country's present state of affairs, recent achievements and future challenges. It also offers pertinent analyses and compelling arguments as to why Serbia's accession to the European Union matters as much for Belgrade as it does for the whole Western Balkans. Since the morning of December 9, we are to be present in the (Serb-dominated) north, in the south, and all over Kosovo. We are to have more than 100 people in the north, including policemen, the prosecutors, the judges, customs officers and the customs department,” declared Kermabon. The announcement from EULEX says that around 1,400 people international staff and some hundreds of local personnel from EULEX will have at its disposal the necessary number of workers for its initial operation.

Kermabon declared that starting from December 9, the United Nations Mission in Kosovo, UNMIK, is to end its mission, and EULEX is to be installed. “UNMIK switched off and EULEX switched on,” he told Balkan Insight.

Slovenia's decision to effectively block Croatia's entry to the E.U. on the basis of an unresolved border dispute represents a dangerous precedent that, if copied, could damage or destroy the chances of other accession hopefuls in southeast Europe. Because of the Slovenian veto in late December, Croatia was able to open only one new "chapter" -- representing a policy area in which it must prove that it meets EU norms -- out of an expected 10, and close three, instead of the five foreseen, in the latest round of its ongoing accession negotiations.

Prague and Warsaw have poured cold water on French calls for a moratorium on a planned US missile shield in Europe, with both capitals saying that president Nicolas Sarkozy overstepped his mandate.

"I don't think that third countries, even such good friends as France, can have a particular right to express themselves on this issue," Polish Prime Minister Donald Tusk said on Saturday (15 November)

The Polish leader described Mr Sarkozy's comments as his "own point of view, [with] no impact of the future of the project," according to AFP, adding that "The question of the anti-missile shield is governed by an agreement between Poland and the United States."

NATO leaders gathered in Bucharest on Wednesday (2 April) agreed to admit two Balkan countries – Croatia and Albania – to the organisation, but an unsolved dispute between Skopje and Athens has delayed Macedonia's invitation.

Croatia and Albania also link NATO membership to their EU integration. "Membership in NATO will be a stimulus to our partners on the other side of the table to accept Croatia as a full member of the European Union", Croatian premier Ivo Sanader was quoted as saying by daily Javno on Thursday (3 April). For his part, Albanian Prime Minister Sali Berisha told the Associated Press that joining NATO would represent for his country "the most important development since independence."

The inclusion of think-tanks in the proposal was also a major win for transparency campaigners, who argued that the research bodies, which had earlier been excluded from the report, were "a major part of the lobbying community" in Brussels. "By recognising these are key lobbying channels in Brussels, MEPs have closed an important loophole in the proposal," said Luxembourg Green MEP Claude Turmes. These gains were largely the result of oral amendments tabled by Green MEPs, who also managed to win a requirement that lawyers be included in the register not only when their purpose is to influence policy, but also when they give legal advice, which they argued was still a form of lobbying activity.

UK Foreign Secretary David Miliband on Wednesday (2 July) backed French plans to boost European defence, saying they were not incompatible with NATO and stressing they did not mean creating a European army.

Mr Miliband's statements are the first to openly support Mr Sarkozy's defence plans coming from a UK politician of this rank. Britain has traditionally been wary of such ideas – fearing they could undermine NATO, or pose a threat to its national sovereignty.
