  • Abstract[From the introduction] The foregoing summary of current events indicates the complexity of the situation the EU is dealing with on the Balkans. Currently, it seems that, apart from Croatia and partly Montenegro and Macedonia, the countries are still far away from any meaningful prospects regarding European integration. A detailed overview of all of the intricacies and activities of the European Union’s foreign policy in the Western Balkans is beyond the scope of this paper. Instead, the following discussion addresses the main institutional and legal issues with regard to the process of integration for the countries of the Western Balkans. This process, the Stabilization and Association Process (SAP), is a precondition to enlargement procedures. In the light of the current events, the final part addresses the particularities of the role foreseen for the EU in Kosovo.

  • French presidency Nicolas Sarkozy is set to visit the Irish capital on 11 July. The issue will come up at the October meeting of EU leaders and once again at the December summit where member states will be hoping that Dublin will set out a concrete plan of action.
  • A concrete issue where progress could be made is on a climate change deal. The EU in March last year agreed a series of ambitious goals, including reducing CO2 emissions by 20 percent by 2020.
  • In the run up to its presidency, France has made no secret of its desire to boost defence policy in the bloc. In a major speech on 17 June, Mr Sarkozy spoke of a making "the first step towards a genuine revival of European defence."

  • With EU enlargement in question following the Irish ‘no’ vote to the Lisbon Treaty, Zagreb fears a fresh delay to its accession.
  • Some experts also maintain that enlargement to include Croatia might be possible even if the Lisbon Treaty does not enter into force. The Brussels think tank, the European Policy Centre, for example, noted in a recent paper that while Croatian accession would require some adjustments to Nice, “some of these, concerning, for instance, the composition of EU institutions and the voting rules, could be introduced through the Accession Treaty with the next entrant (probably Croatia)”. Michael Emerson, enlargement expert for another EU think tank, the Centre for European Policy Studies, agrees. “It is not impossible legally for Croatia to come in with few bits of adjustment to exciting treaties”, Emerson said. “However politically, some member states will use this as leaver to try to get Lisbon Treaty through”, he added.

  • Croatia made "substantial progress" by opening six and closing five negotiating chapters with the EU, said Enlargement Commissioner Olli Rehn after a meeting between representatives of Croatia, Slovenia and the EU on Friday (2 October). But Zagreb recognised the difficulty of the challenges ahead in its accession talks, especially in justice and home affairs.
  • The conference, led on the EU side by Swedish Foreign Affairs Minister Carl Bildt, and on the Croatian side by Gordan Jandrokovi, minister of foreign affairs and European integration, opened negotiations on six chapters: Chapter 4 (Free Movement of Capital), Chapter 11 (Agriculture and Rural Development), Chapter 12 (Food Safety, Veterinary and Phytosanitary Policy), Chapter 16 (Taxation), Chapter 22 (Regional Policy and Coordination of Structural Instruments), and Chapter 24 (Justice, Freedom and Security). It also provisionally closed five other chapters: Chapter 2 (Free Movement of Workers), Chapter 6 (Company Law), Chapter 18 (Statistics), Chapter 21 (Trans-European Networks) and Chapter 29 (Customs Union). Rehn insisted that the reopening of the negotiations, which now comprise a total of eleven chapters, represent a crucial step in Croatia's accession process.

  • Since it came to power in July this year, the Slovak centre-right government has called for private investors to feel the pain of any rescue operation under the eurozone umbrella. It considers the Greek bail-out "essentially a mistake" and a "precedent" that made European governments a "hostage" of financial markets. "If we continue this way, we are close to a pyramid scheme," the Slovak prime minister, Iveta Radicova, told journalists after the Wednesday government session dealing mainly with Ireland (24 November). She warned that a system of accumulating debts eventually risked falling like "a house made of cards". "Once again, taxpayers are expected to pay the bill. Once again, the banks are being rescued," Ms Radicova said, hinting that Lisbon and Madrid could be next going cap in hand to their EU colleagues.

  • Eurozone neighbours are pressing Ireland to raise the 12.5% corporation tax rate as part of negotiations for a rescue package but Dublin is resisting, arguing that it is crucial for foreign investment. Irish Deputy Prime Minister Mary Coughlan told parliament the corporate tax rate was "non-negotiable". European Minister Dick Roche echoed that comment, saying "it is certainly not up for negotiation". "There has been some very unhelpful chatter in the background in the last few days about our corporation profit tax. Where would be the sense of destroying one of the great drivers of growth?" he told BBC television. Britain and Germany have long viewed low Irish taxes as a form of unfair competition and the finance ministers of Austria and France said the corporation tax may have to be raised as part of any deal. Michael Meister, a deputy leader in parliament and finance expert for Angela Merkel's Christian Democrats (CDU), said the country needed to consider raising the levy. "The Irish rates are below the European Union average," Meister told Reuters on the sidelines of the CDU annual party congress on Tuesday (16 November). "I therefore see here at least a possibility, given the high [Irish] budget deficit, to improve revenues without causing a negative impact on growth," he added. Meister's comments come one day after Elmar Brok, a senior CDU lawmaker who has sat in the European Parliament since 1980, said Ireland may have no choice but to raise the rate. "Ireland has two options to consolidate its budget – cut expenses even further or increase taxes like the corporate tax rate," Brok said at the congress in Karlsruhe.

  • Abstract What routes of influence could the European Union use to bring the Western Balkan states closer to EU standards in Justice and Home Affairs (JHA)? The paper argues that although the mechanisms of Europeanization identified for the Central and Eastern European countries are useful for understanding the EU's external influence, they are not sufficient for fully deconstructing the avenues of external leverage. The key to understanding the Europeanization of the Western Balkans is to take policy-related conditionality into account, in addition to membership conditionality. In offering more relaxed travel conditions in exchange for the signing of an EC readmission agreement and reforming domestic JHA, the EU could counterbalance the shortcomings of the pre-accession strategy and establish an additional avenue of external leverage. The paper suggests understanding the EU's use of policy-related conditionality in the Western Balkans as exemplary for the European Neighbourhood Policy.

  • Initially a Polish-Swedish proposal endorsed in June by all member states, the Eastern Partnership is designed to deepen ties with the "European neighbours" to the east, balancing the 'Mediterranean Union' with the southern "neighbours of Europe," as Polish MEP Jacek Saryusz-Wolski put it. The Georgian conflict sped up the process of drafting the eastern policy by the European Commission, with president Jose Manuel Barroso scheduled to sketch out the main features already at the EU summit on 15 October.

  • The maker of the popular iPod media players had been under investigation since April by E.U. authorities after a British consumer group complained that Apple and major record companies were unfairly restricting the choice and ramping up the cost of downloads at the company's European music stores.
  • E.U. regulators opened a probe into iTunes last year.   • Conceived in 2003 and 2004, the European Neighbourhood Policy (ENP) has now had two years of operational experience. This initial experience has seen a sorting out of the partner states, with Action Plans drawn up for five Eastern and seven Southern partner states. This paper distinguishes among these 12 states between the ‘willing’ and the ‘passive’; and among the other partner states without Action Plans between the ‘reluctant’ and the ‘excluded’. The authors argue that these groupings should be the basis for stronger differentiation in the policy packages offered by the EU. The authors also argue that the general political context now calls for a strong reinforcement of the ENP, since the benign situation of 2004 has given way now to a more menacing one, given threats to European values bearing down on the EU from all sides. Accordingly, they outline a 15-point programme for achieving a qualitative upgrading of the ENP, to give it strategic leverage, rather than allowing it to be seen as a poor cousin of the enlargement process.
