On Friday, the court said electrocution is unconstitutional, a stunning response to Dean, nine others on death row and those who question whether the electric chair constitutes cruel and unusual punishment.

According to state wildlife official Sunil Kumar, the drunken pachyderm electrocution incident took place last Friday in Chandan Nukat, a village some 240km west of Meghalaya state's capital Shillong. Kumar said: "There would have been more casualties had the villagers not chased them away."

If an inexpensive electrical device were properly installed in every household, nearly 70 percent of the approximately 240 electrocutions that occur every year in the US would be prevented.

Such was the case for California parents who should not have let their seven-year-old and nine-year-old daughters play in a filled bathtub near a hair dryer, especially when the dryer should not have been plugged in, and the outlet should have had a ground fault circuit interrupter (GFCI). Both children died when the dryer fell into the bathtub.

Almost none of the 116 000 Amsterdam electricity poles are safe as they are not grounded. Solving this problem is the responsibility of the municipality which has not yet made any commitment to do so.

Now, in a bid to prevent a repeat of this tragedy, close friend Michelle Winfield is calling for all electrical and gas appliances at homes for sale to receive an independent inspection so their safety can be certified.

Every year, people are injured or killed by circuits they thought were safely turned off.
