    Maybe we can all agree on a basic starting point: no one is perfect, and every individual and organization should strive for growth and improvement. To go a step further, perhaps we can all agree that it is our shared responsibility to monitor public institutions - including schools, school districts, state and federal governments - and hold them to high standards. What happens when we fall short?  Or when "they" fall short?  How do we respond?  What do we want to see happen?  Too often in this culture, I think we assign blame.  Someone must be held accountable - and if it wasn't my job, then I certainly can't be blamed for the results.  By shaming or punishing those responsible, we feel like we've done our job as monitors or guardians of whatever values we uphold and whatever institutions have let us down.  It feels good, doesn't it - seeing the scandal hit home, the lies revealed, the hypocrites exposed, the inept upbraided and the corrupt brought low?

    "I hope over the next several months to compile a series of posts where I look at what states have done to achieve their executive granted waivers from federal legislation. Yeah… let's be clear here, that all of this starts with an executive decision to ignore outright, undermine intentionally and explicitly, federal legislation. Yeah… that legislation may have some significant issues. It might just suck entirely. Nonetheless, this precedent is a scary one both in concept and in practice. Even when I don't like the legislation in question, I'm really uncomfortable having someone unilaterally over-ride or undermine it. It makes me all the more uncomfortable when that unilateral disregard for existing law is being used in a coercive manner - using access to federal funding to coerce states to adopt reform strategies that the current administration happens to prefer. The precedent at the federal level that legislation perceived as inconvenient can and should simply be ignored seems to encourage state departments of education to ignore statutory and constitutional provisions within their states that might be perceived similarly as inconvenient. Setting all of those really important civics issues aside - WHICH WE CERTAINLY SHOULD NOT BE DOING - the policies being adopted under this illegal (technical term - since it's in direct contradiction to a statute, with full recognition that this statute exists) coercive framework are toxic, racially disparate and yet another example of misplaced blame."

    Many people have wondered how the New York State Education Department permitted the nonsensical story about the pineapple and the hare to get onto the state test. This is not the first time a really bad reading passage got onto the test and it won't be the last. State Commissioner John King was quick to issue a defensive statement saying that people were reading the story "out of context," as if the full story made sense (it didn't). And he was quick to pin the blame on teachers, who supposedly had reviewed all the test items. It was the teachers' fault, not his. In an era where Accountability is the hallmark of education policy, King was quick to refuse any accountability for what happened on his watch. These days, the ones at the top never accept accountability for what goes wrong, that's for the "little people" like teachers and students, not for the bigwigs. No one holds them accountable, and they never accept any. None of them ever says, as President Harry S Truman did, "the buck stops here."

    Journalists play an essential role in our society. They are charged with informing the public, a vital function in a representative democracy. Yet, year after year, large pockets of the electorate remain poorly-informed on both foreign and domestic affairs. For a long time, commentators have blamed any number of different culprits for this problem, including poverty, education, increasing work hours and the rapid proliferation of entertainment media. There is no doubt that these and other factors matter a great deal. Recently, however, there is growing evidence that the factors shaping the degree to which people are informed about current events include not only social and economic conditions, but journalist quality as well. Put simply, better journalists produce better stories, which in turn attract more readers. On the whole, the U.S. journalist community is world class. But there is, as always, a tremendous amount of underlying variation. It's likely that improving the overall quality of reporters would not only result in higher quality information, but it would also bring in more readers. Both outcomes would contribute to a better-informed, more active electorate. We at the Shanker Institute feel that it is time to start a public conversation about this issue. We have requested and received datasets documenting the story-by-story readership of the websites of U.S. newspapers, large and small. We are using these data in statistical models that we call "Readers-Added Models," or "RAMs."
