    Few Americans are aware of the extent to which our civilian economy used to depend on the breadth and quality of the vocational education system in our Armed Forces prior to the inauguration of the voluntary service following the Vietnam War.  Millions of young people who were taken in by the Army had basic skills that were a bit shaky and very little in the way of vocational skills.  They were trained as truck drivers, diesel mechanics, aircraft engine maintenance workers, road builders, computer system managers and quality system analysts.  After their tour was over, they entered the civilian economy, ready to be far more productive than they were before they entered the Army.  The services still train the people they recruit.  But now, they aim to keep them, and the rate at which they become available to the civilian economy has been drastically reduced.

    "If the mission of the education system is to serve the economy, and that means maximizing profits, then those profits will be highest if we have an overabundance of college graduates to do the technical work that must be done to keep the machinery of production running. And we have low wage service sector that is unable to raise its wages because they are unorganized and have no political clout. Those who are unemployed are informed over and over again by the school system that they are inadequate because they cannot pass the tests, and therefore to perceive their status as being the result of their own failure to make themselves useful to employers. Education reform becomes an exercise in rationalizing the shift of half the nation's workers into "surplus" status.     Once again, as the country faces severe economic distress and uncertainty, students are seemingly assuming economic significance for long-term growth and stability. Similar to previous economic downturns, schools are being targeted to be transformed from financial liabilities to laboratories of excellence representing the hope for our nation's economic future. Of course, educational reformers who are looking for structural changes during a cyclical downturn argue that schools are not adequately preparing the nation's future workforce. In an effort to develop a highly skilled workforce for the future, educational reformers claim that the push to eliminate tenure, evaluate teachers based on standardized test scores and favor charter schools over traditional pubic schools will in the end produce better students. However, educational reformers have made a significant mistake in targeting public school resources and teachers' incentives and punishments over teaching and learning processes. As a result, these efforts have failed to take into account the political economy of public schools.

Bipartisan Political Elite Implicated in For-Profit Education Fraud - 0 views

    Like subprime mortgages, for-profit colleges are a scam driven by payment of commissions to sales staff known as recruiters. The payment of commissions to high-pressure salespeople is so central to the scam that the umbrella trade group for for-profits, the Association of Private Sector Colleges and Universities (APSCU), has sued the federal government to overturn its ban on incentive pay. It cannot be stated strongly enough: for-profit colleges could not engage in the ongoing exploitation of students and theft of federal money without the direct cooperation and assistance of the federal government in what can only be termed an immoral economy. The same forces that demonize everything government does or attempts to do are busy feeding from the government trough. The hypocrisy is untenable, the federal subsidies unfathomable and the lack of criminal prosecution unconscionable. For-profit colleges are a kickback scheme where politicians enact favorable legislation and regulations that allow for-profit colleges to maintain access to student loans and grant money. The for-profit colleges then "give" a small cut of the federal money back to the politicians to enact favorable legislation.

    This outburst of anti-public school, anti-teacher legislation is no accident. It is the work of a shadowy group called the American Legislative Exchange Council, or ALEC. Founded in 1973, ALEC is an organization of nearly 2,000 conservative state legislators. Its hallmark is promotion of privatization and corporate interests in every sphere, not only education, but healthcare, the environment, the economy, voting laws, public safety, etc. It drafts model legislation that conservative legislators take back to their states and introduce as their own "reform" ideas. ALEC is the guiding force behind state-level efforts to privatize public education and to turn teachers into at-will employees who may be fired for any reason. The ALEC agenda is today the "reform" agenda for education.

    Last week, Diane Ravitch called for a cite on a frequently used factoid from the Big Book of Eduformers: research shows that students with effective teachers make three times the progress of students with ineffective teachers. More than a few commenters found the cite: Eric Hanushek, "The Trade-off between Child Quantity and Quality," Journal of Political Economy 100 no. 1 (1992): 84-117 (at p. 107). The research conclusions are based on the data from the Gary Income Maintenance Experiment, which took place between 1971 and 1975, and which involved 1920 exclusively low-income black children.

    When Shania started third grade at P.S. 148 last fall, she was thrilled to be back at the Queens public school. An outgoing eight-year-old, she said she was happy to be among her friends again, and she had loved her class the previous year. Her second-grade teacher would take the time to explain tricky topics like addition and subtraction one-on-one. She had even been named "student of the month." But since 2007, as the economy has tanked and expenses for public schools have risen, New York City has made principals cut budgets by 13.7 percent. When budgets are cut, teachers are fired and others aren't replaced -- including at P.S. 148, which has lost at least $600,000 and eight teachers since 2010. When teachers are lost, class sizes balloon. Shania had 31 classmates this past school year, compared to 20 the year before.

    As the United States emerges from difficult economic times, the challenges of increasing child poverty, revenue declines and state budget cuts appear more daunting. Yet, so too is the national challenge of ensuring all students, especially low-income students and students with special needs, the opportunity to receive a rigorous, standards-based education to prepare them for today's economy. In order to address the challenges of concentrated student poverty and meet the needs of English-language learners and students with disabilities, states must develop and implement the next generation of standards-driven school finance systems, expressly designed to provide a sufficient level of funding, fairly distributed in relation to student and school need.  The inaugural edition of the National Report Card, issued in late 2010, served to focus attention on these important issues. This second edition, which analyzes data through 2009, seeks to continue and sharpen that focus. Amidst the ongoing effort to improve our nation's public schools, fair school funding is critical to being successful and sustaining progress. Creating and maintaining state systems of fair school funding is essential to improving our nation's public schools.

    It goes without saying, as Nicholas D. Kristof makes clear in "The Value of Teachers" (column, Jan. 12), that good teachers make a lasting difference in the lives of students. And there is no question that education and the economy are intertwined; one can't be strong if the other is weak. But it is not the case, despite what he asserts, that teachers' unions resist a focus on teacher quality.
