Seeking Practical Uses of the NYC VAM Data??? « School Finance 101 - 0 views

    How, for example, if I was the principal of a given, average sized school in NYC, might I use the VA data on my teachers to council them? to suggest personnel changes? assignment changes, or so on? Would these data, as they are, provide me any useful information about my staff and how to better my school? For this exercise, I've decided to look at the year to year ratings of teachers in a relatively average school. Now, why would I bother looking at the year to year ratings when we know that the multi-year averages are supposed to more accurate - more representative of the teacher's over time contributions? Well, you'll see in the graphs below that those multi-year averages also may not be that useful.

Iannuzzi said today that the privacy bill passed by both houses of the state Legislature accomplishes two important goals: It stops the shameless media exploitation and distortion of evaluation information, and it appropriately keeps teacher personnel records confidential. The governor's bill also permits parents - and parents only - to request limited composite information concerning their child's current teacher(s).

Recent State Action on Teacher Effectiveness | Bellwether Education Partners - 0 views

    "During the 2010, 2011, and 2012 legislative sessions, a combination of federal policy incentives and newly elected governors and legislative majorities in many states following the 2010 elections sparked a wave of legislation addressing teacher effectiveness. More than 20 states passed legislation designed to address educator effectiveness by mandating annual evaluations based in part on student learning and linking evaluation results to key personnel decisions, including tenure, reductions in force, dismissal of underperforming teachers, and retention. In many cases states passed multiple laws, with later laws building on previous legislation, and also promulgated regulations to implement legislation. A few states acted through regulation only. In an effort to help policymakers, educators, and the public better understand how this flurry of legislative activity shifted the landscape on teacher effectiveness issues-both nationally and at the state level-Bellwether Education Partners analyzed recent teacher effectiveness legislation, regulation, and supporting policy documents from 21 states that took major legislative or regulatory action on teacher effectiveness in the past three years. This analysis builds on a previous analysis of teacher effectiveness legislation in five states that Bellwether published in 2011. Our expanded analysis includes nearly all states that took major legislative action on teacher effectiveness over the past three years."

Teacher Turnover in Charter Schools - 0 views

    This study examines how teacher turnover differs between charter and traditional public schools and seeks to identify factors that explain these differences. Using data from the National Center for Education Statistics' (NCES) 2003-2004 Schools and Staffing Survey (SASS) and Teacher Follow-Up Survey (TFS), we found that 25% of charter school teachers turned over during the 2003-2004 school year, compared to 14% of traditional public school teachers. Fourteen percent of charter school teachers left the profession outright and 11% moved to a different school, while 7% of traditional public school teachers left the profession and 7% moved schools. Using multi-nomial logistic regression, we found the odds of a charter school teacher leaving the profession versus staying in the same school are 132% greater than those of a traditional public school teacher. The odds of a charter school teacher moving schools are 76% greater. Our analysis confirms that much of the explanation of this "turnover gap" lies in differences in the types of teachers that charter schools and traditional public schools hire. The data lend minimal support to the claim that turnover is higher in charter schools because they are leveraging their flexibility in personnel policies to get rid of underperforming teachers. Rather, we found most of the turnover in charter schools is voluntary and dysfunctional as compared to that of traditional public schools.

    "In the most simplistic portrayal of the education policy landscape, one of the "sides" is a group of people who are referred to as "reformers." Though far from monolithic, these people tend to advocate for test-based accountability, charters/choice, overhauling teacher personnel rules, and other related policies, with a particular focus on high expectations, competition and measurement. They also frequently see themselves as in opposition to teachers' unions. Most of the "reformers" I have met and spoken with are not quite so easy to categorize. They are also thoughtful and open to dialogue, even when we disagree. And, at least in my experience, there is far more common ground than one might expect. Nevertheless, I believe that this "movement" (to whatever degree you can characterize it in those terms) may be doomed to stall out in the long run, not because their ideas are all bad, and certainly not because they lack the political skills and resources to get their policies enacted. Rather, they risk failure for a simple reason: They too often make promises that they cannot keep."
