But on one key point, he said the Board of Regents would prefer a change. The Regents would rather not hinge so much of the state's funds on a competition among districts, King said. Cuomo proposed using $250 million of a proposed $800 million school aid increase to reward districts for strong academic performance and management efficiency. King said the Regents, whose agenda is similar but not identical to Cuomo's, would slash that number by 80 percent. They would still hand out $50 million through a competition but think the remaining $200 million would be better used helping high-needs districts cover their expenses, he said.

Florida's version of a "parent trigger" law won favorable committee votes Tuesday in the Florida House and Senate. The bills would allow parents - if more than 50 percent agree - to determine a "turnaround plan" for a struggling school. That could include turning it into a charter school or allowing a private-management firm to run it.

    Monday's announcements that all three charter schools in the Believe Network would likely have their charters revoked at the end of the school year were no surprise to those who have been following recent news about these schools and the network which runs them. From security camera footage that showed Believe students were being forced to attend classes in factory space to the photo of Believe CEO Eddie Calderon-Melendez charging a New York Post photographer, evidence suggested that both the state's investigation into the Network's finances and the DOE's review of the school's management would find multiple egregious violations of the school leaders' legal responsibilities.

The announcement this week that the city planned to shut Peninsula Preparatory Charter School, a seven-year-old elementary school in Far Rockaway, Queens, was unusual by any definition. Since 2004, the city has closed only a few of its 142 charters that have opened - schools that are publicly financed but privately managed, and are a source of competition for traditional schools.

    On the positive side, the Austin Inde­pen­dent School District's agreement to bring the IDEA Public Schools charter program into the Eastside certainly gave its students an instant education in local politics - of the grimly practical sort not generally available in classrooms. That may be the only good news to come out of the controversy, which featured the most spectacularly bungled adoption and public outreach process managed by a local government in quite some time. By the time the board of trustees made its formal adoption vote after midnight Monday, the board majority and Superintendent Meria Carstarphen had succeeded in alienating virtually everyone with some interest in the matter - most particularly those Eastside parents and students to be directly affected by IDEA's arrival at Allan Elementary next fall. Had the district been trying to intentionally undermine IDEA's potential relationships with the community, they couldn't have done a better job.

    You're Fired! What prevents an unpopular teacher from losing their job for holding firm on class standards, procedures and/or guidelines: Teacher Tenure. It is in many ways vital to the educators ability to work effectively in much the same manner to that of a Justice on the US Supreme Court. The main purpose of life appointments or terms for Supreme Court Justices is to allow them to make decisions based on moral and ethical reasoning regardless of whether it is popular or unpopular publicly. The object of job security is to allow for "politics" to not influence the management of a situation. Educators, while their work does not impact the entire judicial system as that of the US Supreme Court, it does impact the lives of those involved. Many times teachers are faced with having to address or confront others with observations that may be unfavorable. As professionals they cannot avoid confronting these individuals for fear of losing their job. Truthfulness, honesty and accountability in a profession can often times be interpreted in alternative ways that result in retribution toward the educator. Teacher tenure allows instructors to do what is morally correct even when it's results or outcomes are not enjoyable. The other area that is upsetting to the vast majority of the public is the belief that tenure safe guards bad teachers from losing their jobs.

The schools would be operated by Achievement First (AF), a nonprofit charter management organization that has been praised for raising test scores in several high-poverty areas in Connecticut and New York. It would accept students from Providence, Warwick, Cranston and North Providence.

    Few Americans are aware of the extent to which our civilian economy used to depend on the breadth and quality of the vocational education system in our Armed Forces prior to the inauguration of the voluntary service following the Vietnam War.  Millions of young people who were taken in by the Army had basic skills that were a bit shaky and very little in the way of vocational skills.  They were trained as truck drivers, diesel mechanics, aircraft engine maintenance workers, road builders, computer system managers and quality system analysts.  After their tour was over, they entered the civilian economy, ready to be far more productive than they were before they entered the Army.  The services still train the people they recruit.  But now, they aim to keep them, and the rate at which they become available to the civilian economy has been drastically reduced.

    Race to the Top is marketed as a "solution" for states and districts in search of reform.  The catch - as with all federal money - is the cash comes with strings that will continue the emphasis on high-stakes testing and the top-down management theories that were the basis of No Child Left Behind. The U.S. Education Department wants teacher evaluations tied to student test scores regardless of how it is done, and they want it done quickly.  Asked about the lack of research during a presentation to school administrators from Georgia, Education Department Assistant Superintendent Teresa MacCartney replied, "We are hoping the research will catch up with us in a few years."  I admire her optimism, but deplore the fact that $400 million will be spent on the development and integration of a teacher evaluation method with no evidence whatsoever to support a positive effect on student achievement.  That's not a string; it's a rope.

    The UFT released a television ad the week of Jan. 23 that is bluntly critical of Mayor Bloomberg's management of our schools. As I travel around the city and visit schools, educators and parents who have seen the ad have thanked me for taking on the mayor and sounding an alarm about the state of our schools. But people who aren't in schools - and who don't get to see every day the consequences of the mayor's policies - have asked me why I decided to run such a "negative" ad. We created this ad to help people understand that Mayor Bloomberg is running our school system into the ground.
