    Like Henry Ford, Bill Gates has ushered in a new era in U.S. public education, shifting the already robust accountability era that began in the early 1980s and accelerated in 2001 with the passing of No Child Left Behind (NCLB) from focusing on student accountability for standards and test scores to demanding that teachers be held accountable for student test scores addressing those standards. Gates has been assisted by Michelle Rhee and Secretary of Education Arne Duncan as the "No Excuses" Reformers have perpetuated narratives conjuring the myth of the "bad" teacher, which Adam Bessie has confronted by suggesting we hire hologram teachers in order to remove the greatest problem facing education: Humans. Just as the assembly line rendered all workers interchangeable, and thus, easy to hire, and easy to fire, the current education reforms focusing on teacher accountability, value-added methods (VAM) of evaluating teachers, and the growing fascination with Teach for America (TFA) are seeking the same fact for teachers: A de-professionalized workforce of teaching as a service industry, easy to hire, and easy to fire.

    The future of the fight over public schools has a fresh, highly visible face, and it's called StudentsFirstNY. But the new school-reform supergroup, founded by former New York City Schools Chancellor Joel Klein and ex-D.C. schools chief Michelle Rhee, is in fact not that new at all. It builds directly one of the biggest lobbying forces in New York State, called Education Reform Now. In the last two years, Education Reform Now and the associated Education Reform Now Advocacy have spent more than $10 million to influence state law on hiring and firing of teachers, as a counterforce to the state's two major teachers' unions. Those funds helped force a change in teacher evaluations that unions had opposed, and also backed Mayor Bloomberg's push for layoffs based on teacher performance in place of the current system, in which the most recently hired teachers must be the first to be let go. The $10 million is as much money as StudentsFirstNY director Micah Lasher - until now, Mayor Bloomberg's chief Albany lobbyist - says the new group will spend to influence the next mayoral election.

Teacher Characteristics and Student Achievement: Evidence from Teach For America - 0 views

    There is considerable variance in the productivity of teachers, yet educators have been unable to identify observable characteristics related to teacher effectiveness. This paper uses data from admissions records from Teach for America to explore whether information collected at the time of hire can predict student outcomes. We find that a teacher's prior achievement, leadership experience, and perseverance are associated with student gains in math. Leadership experience and commitment to the TFA mission are associated with gains in English. The TFA admissions measures are also associated with improved classroom behavior. These results suggest that teacher success can be predicted at the time of hire.

    For-profit colleges are the ultimate special interest. Many receive around 90 percent of their revenue from federal financial aid, more than $30 billion a year, and many charge students sky-high prices. In recent years, it has been fully documented that a large number of these schools have high dropouts rates and dismal job placement, and many have been caught engaging in highly coercive and deceptive recruiting practices. Yet when the bad actions of these predatory schools got publicly exposed, the schools simply used the enormous resources they've amassed to hire expensive lobbyists and consultants, and to make campaign contributions to politicians, in order to avoid accountability and keep taxpayer dollars pouring into their coffers. Are you surprised to learn that these subprime schools joined the now-discredited ALEC, the secretive group that connects corporate special interests with campaign contribution-hungry state legislators in order to dominate lawmaking at the state level? No, you probably aren't surprised. Much of the action on for-profit colleges takes place at the federal level, where the money comes from, but states are increasingly taking an interest in protecting their residents from predatory practices - through accreditation of schools, investigations of fraud, and other oversight. So for-profit colleges have come to ALEC to seek influence at the state level.

    What effective CMOs do rely on heavily is trust, relationships, and clear communication. In well-run charters, there is a common belief about teaching and learning, and teachers are hired and retained based on whether they share that belief. Teachers know they are getting ongoing feedback and no surprises. They know that the principal doing their observations and evaluations is a master teacher operating on the same definition of good instruction as they are. They know that every other teacher in the building is a potential collaborator. In other words, they trust their coworkers and operate in a culture of common understanding and mutual respect. Evaluation is understood to be more about organizational improvement than about passing judgment on an individual. In fact, some CMOs have tried and dumped merit pay because they felt it disrupted this collaborative culture.

NYC Public School Parents: Aggressive marketing by charter schools, soliciting applicants - 0 views

    The Bloomberg administration and the charter school operators always claim that in the rapid proliferation of charter schools across the city, they are merely responding to parent "demand" but this ignores the aggressive recruiting methods they use to build up their "waiting lists."  Eva Moskowitz has hired paid recruiters to "poach" students for her Success Academy charters, as in the video below, outside PS 261 in Brooklyn.  Not to mention her extensive and expensive advertising campaigns, in which she spent $1.6 million dollars on marketing efforts alone in 2009-2010, amounting to $1,300 per incoming student. This year, there is evidence that Harlem in particular has become so oversaturated with charters, that they have been forced to go far afield to solicit applications.  Parents as far away as lower Manhattan have receiving mailings from Democracy Prep and Harlem Link.

    As everyone knows, Kevin Carey has a long essay in The New Republic about Diane Ravitch's apostasy of the education reform movement, much of it fair and on point. But I'm friendly with Kevin, and I'm friends with Diane, so I was disappointed that, respectful tone aside, Carey nonetheless pursues a vicious attack on Diane's personal integrity, hinting that her criticism of Joel Klein in particular and school reform in general was sparked by Klein's decision not to hire her long-time partner.

"Staffing to the Test" - Are Today's School Personnel Practices Evidence Based? - 0 views

    Faced with mounting policy pressures from federal and state accountability programs, school leaders are reallocating curricula, time, even diet in an attempt to boost student achievement. To explore whether they are using test score data to reallocate their teacher resources as well, I designed a cross-case, cross-sectional study and explored principals' reported staffing practices in one higher performing and one lower performing elementary school in each of five Florida school districts. Findings show that school leaders are "staffing to the test" by hiring, moving, and developing teachers in an effort to increase their schools' overall performance. The paper discusses the implications of evidence-based staffing for policy, practice and future research.

    If a well-heeled neighborhood of Los Angeles wanted better police protection, would it be OK for the residents to donate money to their local police station so it could assign an extra patrol car to their streets? Most people would rightly say no. Law enforcement is a public service; taxpayers support it for the safety of all, to be deployed as needed to provide the best protection for the city. Residents might hire a private security guard for their neighborhood, but they cannot reshape public allocations of resources to benefit themselves through private donations. So is it all right, then, for parents to lavish donations on one school, providing it with art and music classes, instructional aides and extra library hours, while a neighboring school in the same district might have none of those?
