Effects of Charter Enrollment on Newark District Enrollment « School Finance 101 - 0 views

    "In numerous previous posts I have summarized New Jersey charter school enrollment data, frequently pointing out that the highest performing charter schools in New Jersey tend to be demographically very different from schools in their surrounding neighborhoods and similar grade level schools throughout their host districts or cities. I have tried to explain over and over that the reason these differences are important is because they constrain the scalability of charter schooling as a replicable model of "success." Again, to the extent that charter successes are built on serving vastly different student populations, we can simply never know (even with the best statistical analyses attempting to sort out peer factors, control for attrition, etc.) whether the charter schools themselves, their instructional strategies/models are effective and/or would be effective with larger numbers of more representative students. Here, I take a quick look at the other side of the picture, again focusing on the city of Newark. Specifically, I thought it would be interesting to evaluate the effect on Newark schools enrollment of the shift in students to charter schools, now that charters have taken on a substantial portion of students in the city. If charter enrollments are - as they seem to be - substantively different from district schools enrollments, then as those charter populations grow and remain different from district schools, we can expect the district schools population to change.  In particular, given the demography of charter schools in Newark, we would expect those schools to be leaving behind a district of escalating disadvantage - but still a district serving the vast majority of kids in the city."

The Academic Impact of Enrollment in International Baccalaureate Diploma Programs: A Ca... - 0 views

    This study examines whether students' enrollment in the Chicago Public Schools (CPS) International Baccalaureate (IB) Diploma Program improves their ACT scores, probability of high school graduation and probability of college enrollment. Using data on the IB enrollment status of 20,422 students attending thirteen CPS high schools from 2002-2008, it estimates that IB enrollment increases students' ACT scores by as much as 0.5 standard deviations and their probability of high school graduation and college enrollment by as much as 17 and 22 percentage points respectively. All of the estimates are highly robust to selection bias. All estimates are greater for boys than for girls. It also calculates that the IB Diploma Program is a cost-effective way to increase high-school graduation rates.

A Bad Argument on Charters and Special Ed - Sara Mead's Policy Notebook - Education Week - 0 views

    I'm a more than a little late to the punch on GAO's recent report on special education and charter schools, but I wanted to comment briefly because I continue to be totally flummoxed by some folks in the charter community's reaction to what was, essentially, a very even handed reporting of data on special education enrollment in charter schools. As my colleague Andy Rotherham noted last week, this report was hardly the "slam" on charter schools that some folks are characterizing it as, and the GAO went out of its way to describe the number of factors that might contribute to lowered rates of special education enrollment in some charter schools, even if no one is doing anything wrong. I'm particularly troubled, though, by an argument I've seen some folks in the charter movement take up lately that it's somehow unfair or unreasonable to compare charter special education enrollments to district special ed enrollments because, while school districts or systems are required to serve all students, individual public schools are not required to serve every child with special needs.     "Most research on educational interventions, including school vouchers, focuses on impacts on short-term outcomes such as students' scores on standardized tests. Few studies are able to track longer-term outcomes, and even fewer are able to do so in the context of a randomized experiment. In the first study using a randomized experiment to measure the impact of school vouchers on college enrollment, we examine the college-going behavior through 2011 of students who participated in a voucher experiment as elementary school students in the late 1990s. We find no overall impacts on college enrollments but we do find large, statistically significant positive impacts on the college going of African American students who participated in the study. Our estimates indicate that using a voucher to attend private school increased the overall college enrollment rate among African Americans by 24 percent."

The For-Profit Postsecondary School Sector: Nimble Critters or Agile Predators? - 0 views

    Private for-profit institutions have been the fastest growing part of the U.S. higher education sector. For-profit enrollment increased from 0.2 percent to 9.1 percent of total enrollment in degree-granting schools from 1970 to 2009, and for-profit institutions account for the majority of enrollments in non-degree granting postsecondary schools. We describe the schools, students, and programs in the for-profit higher education sector, its phenomenal recent growth, and its relationship to the federal and state governments. Using the 2004 to 2009 Beginning Postsecondary Students (BPS) longitudinal survey we assess outcomes of a recent cohort of first-time undergraduates who attended for-profits relative to comparable students who attended community colleges or other public or private non-profit institutions. We find that relative to these other institutions, for-profits educate a larger fraction of minority, disadvantaged, and older students, and they have greater success at retaining students in their first year and getting them to complete short programs at the certificate and associate degree levels. But we also find that for-profit students end up with higher unemployment and "idleness" rates and lower earnings six years after entering programs than do comparable students from other schools, and that they have far greater student debt burdens and default rates on their student loans.

    Last year's historic uptick in DCPS enrollment--the first in four decades--might be short-lived. Officials said late Friday that this year's unaudited October count came in at 46,191--that's down 419 students, about six-tenths of a percent-- from last fall's 46,515. That was when the District received a 1.6 percent bump over 2009. The city's public charter schools continued their robust growth. The Public Charter School Board reported unaudited enrollment at 32,009--an 8.2 percent boost over last October's 29,557.

Review of Chartering and Choice as an Achievement Gap-Closing Reform | National Educati... - 0 views

    In this report, the California Charter Schools Association (CCSA) claims that California charter schools are reversing the trend of low academic achievement among African American students and effectively closing the Black-White achievement gap. After a review of CCSA's analyses and findings, however, it becomes clear that the claims are misrepresented or exaggerated. In the years under study, African American students enrolled in traditional public schools outgained those enrolled in charter schools by a small margin, although the charter school students started and ended higher. In addition, the authors present a regression model, with Academic Performance Index (API) scores as the outcome variable, that accounts for only 3-6% of overall variance. Based on this model, the percentage of African American enrollment is negatively related to API scores in both charter and traditional public schools, a trend that will not reverse the academic standing for African American students. In fact, the gap continues to grow, albeit at a slightly slower rate in charter schools. Finally, the report's claim that charter schools are centers of innovation does not hold. Rather, as the authors eventually conclude themselves, there were no instructional practices observed in California charter schools that are not also present in traditional public schools.

    Most readers of the NJDOE report on reforming the state's school finance formula likely glided right past the seemingly innocuous recommendation to shift the enrollment count method for funding from a fall enrollment count to an average daily attendance figure. After all, on its face, the argument provided seems to make sense. Let's fund on this basis so that we can incentivize increased attendance in our most impoverished and low performing districts. (Another argument I've heard in other states is "why would we fund kids who aren't there?"). The data were even presented to validate that attendance rates are lower in these districts (Figure 3.1). I, however, could not let this pass, because Average Daily Attendance as a basis for funding is actually a well understood trick of the trade for reducing aid to districts and schools with higher poverty and minority concentrations.  I have both blogged about this topic in the past, and written published research directly and indirectly related to the topic.[1] The intent of this blog post is to provide a (very limited, oversimplified) primer on the common methods of counting general student populations for purposes of determining state aid to schools (charter and district) and to provide some commentary on the pros and cons of each.

Chris Christie Thursday unveiled sweeping plans to change the way the state's schools are funded by reducing the amount of money allocated to at-risk kids; tying funds more closely to the number of students in classrooms each day; and cutting funds for districts where enrollment is declining. Christie also released district-by-district state aid figures for the coming year that incorporate the changes. This means a loss of state aid for 97 of the state's roughly 600 school districts. Among those losing aid are 36 districts with declining enrollment - some, like Newark, where charter schools have cut significantly into the "regular" district population.

    Whether charter schools will increase segregation in schools and, ultimately, in society is an important and hotly contested question. Charter proponents point to the high enrollments of minority and economically disadvantaged pupils in charter schools, compare them with overall state enrollment percentages, and contend that charter schools are integrative. Opponents explain these enrollment levels by noting the high minority and poverty concentrations in the urban areas where charter schools are centered. They quote other research suggesting that the schools exacerbate existing segregation. Gary Miron, Jessica Urschel, William Mathis, and Elana Tornquist examine this issue using a national data base of schools operated by Education Management Organizations (EMOs), 95% of which are charter schools. The study explores whether these EMO-operated charter schools integrate or segregate students by four key demographic characteristics: ethnic/minority classification, socioeconomic status, disabling condition and English language facility.

Enrollment in these publicly funded but often privately run institutions rose by more than 200,000 students in the 2011-2012 school year compared to the previous year, the report found. That increasing enrollment has yielded a total of more than 2 million students in charter schools -- about 5 percent of the number of kids in public schools across the country.     Advocates, lobbyists and celebrities including Bill Cosby are rubbing shoulders in Minneapolis this week to celebrate 20 years of the charter school movement. But a report released late Tuesday confirms a flaw that charter critics have raised over the last two decades: charter schools don't enroll students with disabilities at the same rate as traditional public schools, despite federal laws that require all publicly funded schools to serve disabled students. The Government Accountability Office report, commissioned by Rep. George Miller (D-Calif.), found that 11 percent of students enrolled in public schools during the 2009-2010 school year had disabilities, compared with 8 percent of students in charter schools. The report is the first to quantify this gap.

    "Brookings recently released an evaluation of New York City's voucher program, called the School Choice Scholarship Foundation Program (SCSF), which was implemented in the late 1990s. Voucher offers were randomized, and the authors looked at the impact of being offered/accepting them on a very important medium-term outcome - college enrollment (they were also able to follow an unusually high proportion of the original voucher recipients to check this outcome). The short version of the story is that, overall, the vouchers didn't have any statistically discernible impact on college enrollment. But, as is often the case, there was some underlying variation in the results, including positive estimated impacts among African-American students, which certainly merit discussion.* Unfortunately, such nuance was not always evident in the coverage of and reaction to the report, with some voucher supporters (strangely, given the results) exclaiming that the program was an unqualified success, and some opponents questioning the affiliations of the researchers. For my part, I'd like to make a quick, not-particularly-original point about voucher studies in general: Even the best of them don't necessarily tell us much about whether "vouchers work.""

    A recent report on the organizations that manage public schools depicts an industry in flux, as the number of for-profit companies and the student enrollment in their schools continue to grow, though not as quickly as for their nonprofit counterparts. Since the late 1990s, the number of for-profit "education management organizations," or EMOs, has tripled, to nearly 100, and the number of states those entities work in has nearly doubled, to 33, the new research shows. Over the past few years, though, the growth of some of those companies, particularly large providers, has slowed somewhat, even as the number of students they serve has increased. Meanwhile, the number of nonprofit EMOs has continued to grow, and their schools' enrollment over the past few years has boomed.

Experimental Evidence on the Effect of Childhood Investments on Postsecondary Attainmen... - 0 views

    This paper examines the effect of early childhood investments on college enrollment and degree completion. We use the random assignment in the Project STAR experiment to estimate the effect of smaller classes in primary school on college entry, college choice, and degree completion. We improve on existing work in this area with unusually detailed data on college enrollment spells and the previously unexplored outcome of college degree completion. We find that assignment to a small class increases the probability of attending college by 2.7 percentage points, with effects more than twice as large among blacks. Among those with the lowest ex ante probability of attending college, the effect is 11 percentage points. Smaller classes increase the likelihood of earning a college degree by 1.6 percentage points and shift students towards high-earning fields such as STEM (science, technology, engineering and medicine), business and economics. We confirm the standard finding that test score effects fade out by middle school, but show that test score effects at the time of the experiment are an excellent predictor of long-term improvements in postsecondary outcomes. We compare the costs and impacts of this intervention with other tools for increasing postsecondary attainment, such as Head Start and financial aid, and conclude that early investments are no more cost effective than later investments in boosting adult educational attainment.
