    The premise of this story is that the disaster of Hurricane Katrina was the weather event and that 5-year old children are unaffected today. Not surprisingly they use the example of an uptown resident who now works for the RSD. But for the 118,000 blacks who never made it back, and the tens of thousands who could never find affordable housing or work, the Katrina disaster never stopped and its emotional impact on children is as strong as ever; the same is true for those who did return only to encounter a second disaster in healthcare, housing, employment, and political dispossession.  It is inconceivable that the emotional trauma and stress on parents does not affect children; that the child does not know the origins of their own emotional stress does not mean they are unaffected.

    One recent Monday morning, I boarded the C train at 168th Street in Upper Manhattan, on my way to jury duty. While I waited on the platform, I noticed a young black man, high-school student age, professionally dressed in a blue shirt and tie and dark blue slacks. The young man's face was hardened, possibly to ward off any conversation from strangers. We both boarded the train and took seats which called for direct eye contact if either of us faced forward. The young man happened to be sitting under a poster that read "Welcome Back to School." The posters are sponsored by the Council of School Supervisors and Administrators, the principal's union, and the one above his head had a picture of me on it.

Race, Charter Schools, and Conscious Capitalism - 0 views

    In this article, Kristen L. Buras examines educational policy formation in New Orleans and the racial, economic, and spatial dynamics shaping the city's reconstruction since 2005. More specifically, Buras draws on the critical theories of whiteness as property, accumulation by dispossession, and urban space economy to describe the strategic assault on black communities by education entrepreneurs. Based on data collected from an array of stakeholders on the ground, she argues that policy actors at the federal, state, and local levels have contributed to a process of privatization and an inequitable racial-spatial redistribution of resources while acting under the banner of "conscious capitalism." She challenges the market-based reforms currently offered as a panacea for education in New Orleans, particularly charter schools, and instead offers principles of educational reform rooted in a more democratic and critically conscious tradition.

    The report, released January 4, details the observations of investigators from the Office of Charter Schools on six of the city's charter schools, and its recommendations to the Regents (all of which were followed). The report shows that most of the schools are neglecting basic elements of decent education, yet in no case were they punished for this, or pressured to change their ways. One thing is clear from this document: the Office of Charter Schools knows what good education looks like, but just doesn't think poor, black kids need to have it.

    I have been wary of Geoffrey Canada as a social commentator ever since he published a book called "Fist,Knife, Stick Gun" whose first section describes the Morrisania section of the South Bronx in the 1950's and 1960's as a hell hole, a place plagued with violence and negativity. Violence and negativity there certainly was, but there were also great neighborhood sports programs, vibrant churches, great music and arts programs in the public schools, and many mentors and "old heads" who helped guide young people away from trouble. Canada's grim vision of this predominantly Black section of the Bronx, contradicted by liiterally scores of interviews I did with people who lived in the same community, was a disturbing example of literary "tunnel vision"- an author's propensity to make his personal experience universal.

Frederick, when the court upheld the discipline of a student who had unfurled a banner reading "Bong Hits 4 Jesus" at a school-related event, Justice Thomas joined the majority's opinion. But he wrote a separate concurrence, for himself only, explaining that he would go further and overrule the landmark 1969 decision in Tinker v. Des Moines Independent Community School District. That case, involving students who wore black armbands to school to protest the Vietnam War, has been a fundamental guarantee of student speech rights in school.

    "A common claim these days, either in political rhetoric or in the context of litigation over the equity and adequacy of state school finance systems is that money simply doesn't matter. The amount of money we put into any school or district is inconsequential to the outcomes children achieve or quality of education they receive. The public schooling system is simply a money black hole! Thus, it matters not how much money we throw at the system generally and it matters not whether some children get more than others. Further, it matters not whether children with greater educational needs have resources comparable to those with lesser needs and greater preexisting advantages.     "New York City has seen some of the more far-reaching educational reforms over the past decade, as Mayor Michael Bloomberg and Chancellor Joel Klein set in motion an array of market-based reforms. Both Bloomberg and Klein argued vigorously that the New York City schools had substantially closed the achievement gap, pointing to a shrinking difference in the percentage of white students and Black and Latino students classified as proficient on the New York State English Language Arts and mathematics assessments administered in grades 3 to 8. Many scholars have demonstrated, however, that differences in proficiency rates are potentially misleading, and especially so if the tests have inflated scores reflecting predictable and easier questions. Has the achievement gap in New York City decreased over time?
