Mumbai, the electronic waste capital of the country, is likely to get an e-waste processing unit run on a public-private partnership model. The unit will be first of its kind in the country and the second in South East Asia, to where India now supplies its e-waste for recovery of precious metals. The core committee under the chairmanship of the state Environment Secretary along with members of Solid Waste Management (SWM) cell of the Mumbai Metropolitan Region Development Authority (MMRDA), Maharashtra Pollution Control Board (MPCB), decided that a techno-economic feasibility study should be carried out for full-fledged processing of e-waste generated in the region. "The committee decided that a techno-economic feasibility study should be initiated. The concept is to have a comprehensive process to recover precious as well as non-precious metals safely," said Ashwini Bhide, Joint Metropolitan Commissioner, MMRDA. The processing unit will be located in the Mumbai Metropolitan Region.

People began lining up early Saturday morning to recycle their used electronics. In fact, so many came out to Sedgwick County's 'E-Waste' collection drive, organizers ran into problems. Several people called the Eyewitness Newsroom complaining about long lines. Organizers report at least 1,400 vehicles coming through the checkpoints at the Kansas Coliseum. They had expected 1,000. Reporter Kim Hynes reports see at least one accident.

Let's talk about electronic waste, better known as e-waste. STORY TOOLS Years ago, if a toy or appliance broke, your mom or dad would try to fix it, often with mixed results. But few people understand how e-products work, much less how to fix them. When televisions and computers first came out, old ones were often passed down to relatives, charities or to schools. But now, lower prices and rapid development in technology are sending more and more televisions and computers to the e-waste trash heap. Just how many? In 1970, the average household in Washington averaged one television set per household, and personal computers were unheard of. The Department of Ecology estimates that by the end of 2008 there will be one television for every person in the state and even more computers than people.

A new electronic recycling program kicked off in Oregon this month, giving consumers and small businesses a way to discard their old computers, monitors and televisions, and free up some garage space at the same time. The Oregon E-Cycles program, run by the Department of Environmental Quality, lets Oregonians drop off up to seven items at local collection sites, including numerous locations in Tualatin, Tigard and Sherwood. Small businesses may also unload their electronic waste if they have less than 10 employees. Larger businesses may be charged a fee.

Whenever I hear "E-Cycling," I think of some amazing new technology that allows you to shoot your old trash and junk over to the recycling plant by means of e-mail. Of course, it isn't - "E-Cycling" is simply the term used for recycling and managing potentially hazardous electronic waste, and, thanks to a new state law passed in Washington , managing that waste is about to become a whole lot more pleasant.

"In general, this package of bill would add a new Part 173 (Electronics) to the Natural Resources and Environmental Protection Act to require manufacturers and recyclers of covered electronic devices (covered computers and covered video display devices) to register annually with the Department of Environmental Quality (DEQ), pay annual registration fees to a new Electronic Recycling Fund, and to require manufacturers to operate takeback programs for covered devices used by individuals and small businesses. The bills are tie-barred to one another, meaning all must be enacted for any to go into effect."

Indiana law signed 5/13/09. Manufacturers of video display devices, such as TVs, computer monitors and laptops, must recycle 60 percent by weight of their sales of those products. They are required to register with the state by April 2010 and must include a plan describing how they will meet their recycling targets. They can count the recycling of other electronics, such as printers, keyboards and VCRs, toward their recycling goals. Manufacturers must report their progress at the end of each program year for state review. In the third year, the state will impose penalties for noncompliance.

The Indiana e-waste law forces manufacturers to take responsibility for the collection and recycling of their products. Manufacturers of video display devices, such as TVs and computer monitors, must register with the state by April 2010. Greener Computing, 5/19/09.
