Text of the pending Wisconsin e-waste law. This bill passed the WI Senate and arrived in the Assembly Tuesday, 6/16/09. Would require manufacturers of select consumer electronics (computers, printers and video display devices, such as TVs or monitors) to collect and recycle 80 percent of the weight of sold devices beginning in September. Beginning in February 2010, retailers can't sell electronics made by manufacturers that are not registered with WDNR. Manufacturers failing to meet their targets would be subject to a shortfall fee after 2010. Those who exceed their goals may be eligible for recycling credits. "Austin Democrat Kirk Watson says he's stunned by a veto from Governor Rick Perry of a bill that would have encouraged people to recycle their old TVs instead of throwing them out. Watson's measure would have called for manufacturers to take back their old sets. He says the manufacturers were OK with that, and that's why he's surprised Perry tossed it out. The Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal was adopted in Basel, Switzerland on 22 March 1989. The Convention was initiated in response to numerous international scandals regarding hazardous waste trafficking that began to occur in the late 1980s. With little scrutiny or controversy, Lisa Jackson was confirmed by the Senate late last night to head the Environmental Protection Agency after a confirmation hearing where criticisms of Jackson's tenure as head of the New Jersey Department of Environmental Protection were given short shrift. In her first move as EPA chief, Jackson pledged to make science "the backbone for EPA programs [1]." In a memo sent to EPA employees today, Jackson said that reducing greenhouse gas emissions, managing chemical risks, cleaning up hazardous waste and protecting America's water would receive her personal attention.

Oregon reported about 1.5 million pounds collected in January, ahead of the 12.2 million pounds projected for the year. Washington said residents brought in slightly less than 3.3 million pounds, establishing a pace that would far exceed the state's projection of 25 million pounds for 2009. Officials, however, expect the pace to taper off a bit. People appeared to stockpile a large amount of electronics while waiting for the program to start Jan. 1. "Our recyclers told us they were just inundated at first," said Kathy Kiwala, manager of Oregon's electronics program for the Department of Environmental Quality. "The activity continues to be strong but not like it was the first two weeks," she said.
