Collective concern from businesses, municipalities, environmentalists and manufacturers over the hazards of e-waste has led to a search for ways to reduce its environmental impact. With a greater need for programs that handle collection and disposal of used electronics products in a way that is safest for the environment, product stewardship is emerging as a viable and cost-efficient strategy for doing so, placing the responsibility for a product's proper disposal on the shoulders of the company that makes or sells the product, or even upon the purchaser. The concept can be applied to a range of products, from paints and prescription medication to batteries and computers. Two Democratic U.S. Senators -- Amy Klobuchar of Minn. and Kirsten Gillibrand of New York -- introduced earlier this month legislation aimed at funding R&D efforts to improve to recycle e-waste and develop best practices and innovation in greener design of electronics. The Electronic Device Recycling Research and Development Act, a nearly identical version of which passed the U.S. House of Representatives in April, provides almost $85 million over the next three years to help spur the growth of electronics recycling practices in the U.S. The bill, S. 1397, includes four main initiatives: providing grants for R&D into e-waste processes and practices, funding research into environmentally friendly materials for use in electronics, establishing educational curricula for engineering students at all levels to incorporate green design practices into electronics, and publishing a report from the National Academy of Sciences laying out the good and the bad in the current state of electronics recycling.

iGo, a leading provider of portable power management, has made a pledge to support and maintain the iGo Recycles program in conjunction with the Environmental Protection Agency's Plug-in to eCycling. The program is a voluntary partnership between the EPA and electronics manufacturers to offer household consumers more opportunities to donate or recycle their used electronics.

Mumbai, the electronic waste capital of the country, is likely to get an e-waste processing unit run on a public-private partnership model. The unit will be first of its kind in the country and the second in South East Asia, to where India now supplies its e-waste for recovery of precious metals. The core committee under the chairmanship of the state Environment Secretary along with members of Solid Waste Management (SWM) cell of the Mumbai Metropolitan Region Development Authority (MMRDA), Maharashtra Pollution Control Board (MPCB), decided that a techno-economic feasibility study should be carried out for full-fledged processing of e-waste generated in the region. "The committee decided that a techno-economic feasibility study should be initiated. The concept is to have a comprehensive process to recover precious as well as non-precious metals safely," said Ashwini Bhide, Joint Metropolitan Commissioner, MMRDA. The processing unit will be located in the Mumbai Metropolitan Region.

Richland, Wash-- If you have an old T.V. or computer to get rid of think, before you put it in your garbage. It's not illegal for households to put electronics in their trash, but it could be dangerous for ground water around landfills. All businesses are required to E-Cycle their electronics. If you take your electronics to the Richland Landfill they will dispose them for free. They have already shipped six truck loads so far.

Do you have an old TV, laptop or monitor? Now you can easily recycle it for free, thanks to a new state law. The E-Cycle Washington program requires manufacturers to provide recycling services for TVs, desktop computers, laptop computers and monitors at no cost to residents, nonprofits, small businesses, schools and local governments. "The law puts the responsibility of end-of-life disposal costs on the manufacturer, rather than the resident or local government. This is important because recycling is a very expensive process," said Terri Thomas, education and outreach specialist for Thurston County Solid Waste. Before, residents either had to rely on Thurston County's twice-a-year Community Recycle Days or seek out other options, usually at their own expense, Thomas said. Perhaps that's why electronics are the fastest-growing waste stream, she said.

Whenever I hear "E-Cycling," I think of some amazing new technology that allows you to shoot your old trash and junk over to the recycling plant by means of e-mail. Prior to the startup of this program, the quality of electronic waste recycling in this state, and across the nation has been questionable at best. While there are a number of reputable firms that handle and recycle electronic components properly, there are other, well-documented cases of companies that collect the items for shipment to Third World countries, where they are crudely picked apart, endangering the health of workers, communities and the environment. The state's electronic waste recycling program, similar to ones developed in 16 other states, is another classic example of the federal government shirking its duties. Rather than a nationwide electronic waste recycling program with uniform rules and regulations, the states are left to fend for themselves. How many times have we seen this scenario play out during the past eight years?

YAKIMA, Wash. -- In its first month, Washington's new electronics recycling program has collected more than three million pounds of waste -- 20 percent to 30 percent more than expected. Although pleased with the program's success, regulators of E-Cycle Washington are asking people to wait a few months to drop off their electronics so collection sites can catch up with demand. "Response has been good, but there are some capacity issues," said John Friedrick, director of the Washington Materials Management and Financing Authority, which oversees the recycling network. "I anticipated there would be a lot more problems, but there haven't been. Overall, I'm very happy with it."

FRESNO, Calif. - (Business Wire) Electronic Recyclers International (ERI), the nation's leading recycler of electronic waste, has teamed with KSEE-TV Channel 24, the Central Valley's News Station and Fresno NBC affiliate, to provide a series of free electronic waste recycling events for local residents. The first "RecyclAthon" event will take place on Saturday, January 3rd from 7 a.m. to 3 p.m. at ERI headquarters on 2860 S. East Avenue in Fresno. The event will enable consumers to drop off unwanted computer monitors, televisions and other electronic items for free.

The program is operated by the Washington Materials Management and Financing Authority, a quasi-governmental agency created by the legislation to work with the 200 or so manufacturers that sell computers and televisions in Washington state. In addition, the state Department of Ecology has certified four electronic waste processing firms - two in this state, one in Oregon and one in California - to disassemble the electronic equipment into separate materials for reuse or safe disposal, including glass, plastic, metal and toxic chemicals. The program is designed in part to stem the flow of electronic waste to Third World countries, where it is often dismantled crudely, threatening the environment, public health and the health of workers.

The WMMFA is the manufacturer board-directed authority created by state law to handle the recycling of certain electronics in the state of Washington. Our job is to follow state law and guidelines as set forth by the department of Ecology to create a standard plan that manufacturers will participate in and finance. We coordinate collectors, transporters and processors to recycle covered electronics, then bill participating member manufacturers for the costs. Starting January 1st, 2009 covered electronics: TVs, Computer Monitors, Laptops and Computer towers will be recycled. The plan does not cover printers, scanners, keyboards, mice or other accessories.

A furniture refinishing company has launched a new electronics recycling program to deal with waste electronics generated by furniture remodeling projects. The Refinishing Touch is an Alpharetta, Ga., company that offers on-site furniture refinishing, re-upholstery and armoire modification services to hotel chains and the federal government. Recently the company has conducted armoire modifications for several hotel chains upgrading television sets in guest rooms from CRTs to HD flat panel displays. The company is launching the new program to deal with those discarded displays. The company will guarantee TVs accepted through the program are recycled in compliance with Occupational Safety and Health Administration and EPA industry standards as well as all applicable local, state and federal laws and regulations.
