    Why the Bike Lane is the Golf Course of the 21st Century Posted on January 26, 2012 Hello Dear Readers, The Sightline Daily, a blog affiliated with a Northwest policy think tank, published an article I wrote about my Stevens Fellowship experience. You can read the article here! A funny story about how the opportunity with Sightline came about. I was waiting at a stoplight near Mercer Street in Seattle in late November and this guy pulled up to me (on his bicycle) and commented on how bad the bicycle infrastructure was at that particular intersection. He noticed that I had no "biking clothes" on and asked me if I'd ever heard of Copenhagen Cycle Chic.  "Copenhagen Cycle Chic is my favorite blog!" I told him. Then we started talking bike politics and eventually I realized he was Alan Durning, the founder of the Sightline Institute. I've been reading the Sightline blog and using their research in my work for years. I really like that this Sightline article came about because of a conversation that started on the bike lane (or..errr…lack of bike lane).  Who needs the golf course when you cycle! Cycling is such a social form of transport. Sean and I were biking in to work a few days before Christmas and bumped into our friend Jed who I hadn't seen in almost a year.  (Jed and his wife recently had a baby!) We rode together along the cold, but sunny, shores of Westlake for about ten minutes and caught up.  It was a great way to start the day and I was happy to know that Jed was doing well. Then, the next morning, Sean and I bumped into Jed again-in almost the same place as the day before-and we shared another pleasant commute together while joking about how we were becoming a bike commuter gang. The morning before I left for Copenhagen I biked downtown alone after saying goodbye to Sean. Spotlight on Pedestrian Safety - Vol. 75 · No. 4 - Public Roads - 0 views

    Spotlight on Pedestrian Safety by Tamara Redmon, Dan Gelinne, Leah Walton, and Jeff Miller FHWA's aggressive approach to reducing the fatality rate in 13 States and 5 municipalities is showing promising results. Focus cities have installed high-visibility crosswalks, such as this one in Montclair, NJ, in a number of locations to improve pedestrian safety. For the past 7.5 years, the Federal Highway Administration (FHWA) has been trying to aggressively reduce pedestrian deaths by focusing extra resources on the States and cities with the highest numbers or rates of pedestrian fatalities. In recent years, 13 States experienced pedestrian fatalities above 150 per year and above the national rate of 2.5 per 100,000 population. In 2003 those States were Arizona, California, Florida, Georgia, Hawaii, Illinois, Michigan, New Jersey, New Mexico, New York, North Carolina, Pennsylvania, and Texas. An increase in Nevada's rate later added it to the list, while Michigan dropped off in 2007. In addition, five cities had the highest number of fatalities per year: Chicago, IL; Detroit, MI; Los Angeles, CA; New York, NY; and Phoenix, AZ. Washington, DC, later went on the list, and Detroit dropped off (only to rejoin in 2011). To address this challenge, FHWA's Focused Approach to Pedestrian Safety project began with a memorandum dated May 2004 outlining the goal of reducing pedestrian fatalities by 10 percent by the year 2008 (goal later changed to 2011). To address this performance goal, FHWA encouraged the affected States and cities to develop and implement pedestrian safety action plans. A previous article in Public Roads documented the early implementation of the Focused Approach to Pedestrian Safety (see "In Step With Safety" in the September/October 2006 issue). Locander, University of Houston ABSTRACT - The present research investigates the usefulness of Family Life Cycle (FLC) in the study of leisure/recreation behavior. The survey results presented show that FLC groupings capture much of the variance in recreation behavior. Implications are drawn for both public and private sector decision-makers interested in leisure behavior. INTRODUCTION In recent years there has been a growing interest in recreation and leisure research by academics, executives, and public officials (Wells & Gubar, 1966; Omura and Talarzyk, 1975; Voss & Blackwell, 1975). Most of the research to date has focused on describing recreation behavior through large scale surveys. Many of the studies have been atheoretical in that they employ little behavioral theory in the research design. The present article examines the Family Life Cycle (FLC) concept as a useful tool in understanding leisure and recreation behavior. FLC appears to have much potential for explaining leisure behavior because it matches needs with groups of peoples. That is, FLC offers a construct that is both multidimensional and dynamic. Its multidimensional nature is attributed to the fact that FLC is a composite of several important demographic variables.     Transportation Services Index and the Economy by Peg Young, Ph.D.; Ken Notis; Gary Feuerberg, Ph.D.; and Long Nguyen PDF Summary The March 2005 release of the Transportation Services Index (TSI), an economic measure of freight and passenger movements,1 marked the Bureau of Transportation Statistics' (BTS') entry into the company of federal statistical agencies that produce monthly U.S. economic indicators. The TSI consists of three component indexes: a freight index, a passenger index, and a combined (or total) index. Figure 1 shows the freight and passenger indexes as recently displayed on the BTS website. The TSI is the broadest monthly measure of U.S. domestic transportation services and, as such, provides the best current measure available of these services. As an index, the TSI reflects real monthly changes in freight and passenger services in the United States. After development of the TSI, followed by additional research, it became clear the TSI moved in conjunction with other indicators of the national economy. Cycles of various kinds, depths, and durations occur frequently in the U.S. economy. Of these, the business cycles of recession and expansion, and the growth cycle are of particular interest to economists. The TSI, as presently published on the BTS website, spans the time period from 1990 to the present and covers two recessions. But, extending the TSI back to 1979 allows coverage of four recessions2 and numerous growth cycles. By comparing the turning points in the extended TSI with other economic data series, it is possible to ascertain whether and how transportation services relate to movement in the overall economy. Quantitatively exploring the relationships between the turning points of the TSI and measures of the broader economy reveal some interesting results. This case study highlights the telework program that originated in the Washington DC area in 1996, and the state-wide program that was subsequently established in the Commonwealth of Virginia. The later offers cost reimbursement (up to $35,000 per business), free personal assistance, and promotional "Telework Days." Both programs help overcome key policy and adoption barriers, and both have impressive impact data. Background This case study focuses on telework initiatives in the region of Washington, DC, which covers the District of Columbia and surrounding jurisdictions (counties and cities within Maryland and Virginia). In 2010, the region had about 2.8 million workers and the regional forecast is to add 1.2 million new jobs to the region by 2030. Such growth forecasts will impact the region's transportation infrastructure. Commuter Connections, a regional network of transportation organizations coordinated by the Metropolitan Washington Council of Governments (COG), started in 1974 to provide mobility solutions in the region. The network is administered through the Regional Metropolitan Planning Organization, part of the National Capital Region Transportation Planning Board (TPB)   Setting Objectives The Commonwealth set a goal of having 20% of its eligible workforce [approximately 105,000 employees) teleworking by 2010.     CALL FOR PAPERS RETHINKING URBAN INCLUSION: SPACES, MOBILISATIONS, INTERVENTIONS to be held in Coimbra, Portugal, 28-30 June 2012 With almost half the world's population living in cities, questioning the urban dimension of social inclusion and exclusion is imperative. Urban inclusion is increasingly influenced - and often constrained - by intertwined processes of economic globalization, state re-articulation, polarization and diversification of (local) populations and the political practices they add to the city. Educational, health and environmental inequalities, segregation, unemployment, lack of political participation, discrimination and the inability to deal with different forms of participation are all phenomena of exclusion with a local dimension but a multi-scalar nature. At the same time, acting towards social inclusion is developed around ideas, knowledge(s), experiences, resources and capacities which are (dis)located across an array of arenas and distributed among different actors. While traditional concepts and practices of urban inclusion centered on institutions and top-down decision-making seem inadequate to tackle this complexity, new ones are often in their infancy and may be in tension with more established policies. Contesting the centrality of the state and market pervasiveness, a new variety of counter-hegemonic positions and projects, and alternative visions of urban democracy and justice that inform bottom-up and participatory approaches to urban inclusion, have become popular in the Global South, while their transposition to cities in the Global North have met resistance or hardly gone beyond theorization.  The Conference aims to understand and ultimately rethink social inclusion at the urban scale, as the product of broader dynamics and the interaction of different actors and languages. The recent credit crisis and the tightening of credit conditions, particularly in Europe, are now prompting them to seek other forms of funding. One such alternative source of finance that has become available to shipping companies in recent times has been the international debt capital markets. Indeed, there is evidence of an increasing number of bond issuances by shipping companies from the end of 2009 and through 2010 and 2011. Shipping companies have opted for a variety of bond instruments, depending on their needs and market conditions. These have ranged from relatively straight forward "plain vanilla" corporate bonds through to more complex instruments such as convertible bonds and structured bonds. One alternative capital markets instrument that is now also emerging is the Shari'ah- compliant bond, the Sukuk. The amount to lend and the risk-spread are decided on a global evaluation of the firm's economic and financial situation. In project finance, the goal is the implementation of a specific project. Lenders typically finance a special purpose vehicle for the development and construction of a particular project, looking to cashflows and project's assets as sources of payment for their loans, rather than to the credit ratings of the project sponsors. Historically project finance was widely used in financing transport and logistics infrastructure, like railways or channels. More recently, in the past decades, there has been a new wave of global interest: large amounts of debt have been raised to finance projects like motorways, distriparks, maritime ports, intermodal logistic platforms. These infrastructures are built, owned and operated by special purpose vehicles (SPV), organized for that single project and financed mainly by debt. There's only one problem: I live in the city. To get to the hills, I have to put my bike on the car and drive an hour out of town. Luckily for me, there are many aspects of urban riding that fulfill a similar sensory experience to the high I find on the trail. I'm no World Cup racer, but hammering down the mountain biking trails, I still have moments when I find myself in a state of athletic euphoria that riders call "the zone." When you're in the zone, your bike and body operate as a single unit. Your thoughts and actions are intertwined. Your mind measures the variables as they approach at warp speed and you respond without thinking, arcing tight twists and turns through gaps just inches wider than your handlebars. Riding in the zone is an amazing, Zen-like experience. It is the cyclist's version of a "runner's high." This immense state of focus not only happens in the woods. The zone can be achieved when riding in the city, too. In a mountain bike race, the competition adds to the adrenalin. The effort required to chase the racers in front of you or escape the racers behind you can fuel the experience. In town, encounters with car drivers can act in very much the same way. In the woods, it is about flowing over logs in the trail, cruising through seemingly lineless rock gardens, and dipping between tight trees. On the city streets, it's about weaving past the guy on his cell phone who steps out from between parked cars, adapting to an aggressive lane change by a soccer mom in a minivan, or avoiding a car door swinging open into your lane.     Frame Analysis: Theoretical PreliminariesThomas KönigFrame analysis is neither a full-fledged theoretical paradigm, nor a coherent methodological approach. Rather, frame analyses are a number of related, even though sometimes partially incompatible methods for the analysis of discourses (Scheufele 1999: 118). What unifies these analyses is a (fairly loose) theoretical connection to Goffman's (1974) work on framing. These pages will overview: the theoretical development of frame analyses;the measurement of frames;important conceptsin frame analysis;software suitable to aid frame analysis;a bibliography of frame analysis.Theoretical DevelopmentInitially frame analysis was initially predicted to become a niche method at best. One Contemporary Sociology reviewer complained that Frame Analysis is cumbersome to read (Davis 1975: 603), the other one wondered, if an adequate systematization of frame analysis would be feasible (Gamson 1975: 605). 1Probably the single most important factor for the success of Goffman's frame analysis despite this initial skeptical assessment is its unorthodox appropriation by scholars from very different traditions. Frame analysis is no longer Goffman's frame analysis, but is frequently only loosely connected to the original formulation. Notwithstanding the recurrent symbolic nods to Goffman, today's "frame analysis" spans a number of disparate approaches (D'Angelo 2002; Fisher 1997; Hallahan 1999; Maher 2001: 81f; Scheufele 1999: 103, 118). Three subject areas stand out in the development of frame analyses since Goffman: Management and organizational studies, social movement studies, and media studies. Each subject area has, of course, focused on different areas of framing theory and has approached the subject with different methods. The group helps communities form advocacy groups. Members are autonomous grassroots organizations from across the country, each working to improve conditions for walking in their area. The mission of America Walks is to foster the development of community-based pedestrian advocacy groups, to educate the public about the benefits of walking, and, when appropriate, to act as a collective voice for walking advocates.
