Today the Department of Energy (DOE) announced the award of 16 new Indefinite Delivery Indefinite Quantity (IDIQ) Energy Savings Performance Contracts (ESPCs) that could result in up to $80 billion in energy efficiency, renewable energy, and water conservation projects at federally-owned buildings and facilities. ESPCs help to meet the federal government's energy efficiency, water conservation, and renewable energy goals. The federal government is the largest single user of energy in the United States and these awards demonstrate a commitment to sound government stewardship by recognizing efforts to save energy, reduce federal energy costs, cut greenhouse gas emissions, bring more cutting-edge technologies to use, strengthen national security, and create a stronger economy.

Los Angeles mayor Antonio Villaraigosa Monday unveiled an ambitious plan that calls for installing solar panels on residents' rooftops to meet 10 percent of the city's energy needs by the year 2020. "Our solar initiative is the largest of any kind anywhere in the world. When it takes full effect, L.A. will have 1,280 megawatts more capacity -- more than exists in the entire United States today," said the mayor.

HUD-DOE Agreement Will Help Spur a New Industry to Create Jobs for the Middle Class Philadelphia, PA - U.S. Department of Housing and Urban Development (HUD) Secretary Shaun Donovan and U.S. Department of Energy (DOE) Secretary Steven Chu today announced a major partnership between HUD and DOE that will streamline and better coordinate federal weatherization efforts to make it much easier for families to weatherize their homes and spur a new home energy efficiency industry that could create tens of thousands of jobs. Vice President Joe Biden, joined by Secretary Donovan and Secretary Chu, praised the announcement during his remarks at a meeting of the White House Task Force on Middle Class Families in Philadelphia.

The Alliance to Save Energy hailed new Energy Efficiency Resource Standard (EERS) legislation, introduced today by Rep. Edward Markey (D-Mass.), as effective federal policy that would reduce consumers' energy use and therefore costs; cut global warming pollution; and supplant the need for new power plants to meet rising energy demand. The Save American Energy Act would cut electricity and natural gas demand and, in combination with another newly introduced Markey bill creating a Renewable Electricity Standard (RES), create more than a half million jobs and save U.S. consumers more than $180 billion, according to Markey's office.

BEIJING, April 28 -- CHINA is looking to expand wind power generating capacity to 100,000 megawatts by 2020, or fivefold the previous target, an industry official said. "The NDRC has just recently completed an internal meeting to discuss the possibility of increasing wind power capacity to 100,000MW," Shi Pengfei, vice president of Chinese Wind Energy Association said, referring to the National Development and Reform Commission, China's top industry planning body. "It's not 20,000MW or 30,000MW as previously targeted."

Offshore areas along the U.S. coastline hold great potential for wind energy development as the resources are located near the nation's highest areas of electricity demand - coastal metropolitan centers, U.S. Secretary of the Interior Ken Salazar said last week. "Yes, we can build a clean energy future, but it will require American energy, American ingenuity and American courage to tackle our dependence on foreign oil and the growing perils of climate change." -- U.S. Secretary of the Interior Ken Salazar "More than three-fourths of the nation's electricity demand comes from coastal states and the wind potential off the coasts of the lower 48 states actually exceeds our entire U.S. electricity demand," Salazar told a summit meeting of 25X'25 America's Energy Future, a group working to lower America's carbon emissions.

Large-scale solar power is beginning to take on the job of meeting the demands made by California's air conditioners for electricity. Pacific Gas & Electric and Brightsource Energy today announced they have expanded a series of solar power contracts for a total of 1,310 megawatts of electricity - enough to power 530,000 California homes during peak hours with energy from the Sun. Completion of the first project will nearly double the amount of solar thermal electricity produced in the United States.

President Obama's proposed $9.9 billion Energy Department budget contains up to $28 million for a Pantex wind farm that would be designed to meet the nuclear weapons plant's energy needs. The Pantex Renewable Energy Project would be built on land in the vicinity of the plant and could generate surplus electrical power that could be sold to utilities, according to budget documents. Preliminary plans call for the wind farm to be built by 2012. The project's overall scope would depend on future funding, but plans call for enough wind turbines to generate up to 75 megawatts of electrical generating capacity. Initial funding would only support construction of a 10- to 15-megawatt system.

In an ongoing effort to expand domestic renewable energy, U.S. Secretary of Energy Steven Chu today announced plans to provide $93 million from the American Recovery and Reinvestment Act to support further development of wind energy in the United States during a visit to the National Renewable Energy Laboratory today. Secretary Chu also announced more than $100 million in funding from the Recovery Act for NREL facility and infrastructure improvements. The funding will leverage the Department of Energy's national laboratories, universities, and the private sector to help improve reliability and overcome key technical challenges for the wind industry. These projects will create green jobs, promote economic recovery, and provide the investments needed to increase renewable energy generation. Twenty-nine of the 50 U.S. states have established a required minimum amount of electricity generation that must come from renewable sources like wind and solar power, called a Renewable Portfolio Standard or RPS. Another five states have "renewable goals" which are considered voluntary and do not penalize utilities for not meeting the goals. The District of Columbia also has an RPS. California's utility regulator, the Public Utilities Commission, issued a report on Friday that showed that requiring a third of the power delivered in the state be made from renewable sources of energy will increase electricity retail costs by 7 percent more than having a 20 percent RPS goal. Germany's first offshore wind farm has gone online off the North Sea island of Borkum. A year late and 50 million euros over budget, it's still the best hope proponents of green energy have for meeting the country's ambitious emissions reductions targets. Electricity generated by Germany's first offshore wind energy park began streaming into the national network on Wednesday as three wind turbines located 45 kilometers (28 miles) north of the North Sea island of Borkum went online. The three wind turbines are massive. Each towers more than 100 meters (328 feet) above the waves, with blades spanning more than 116 meters. Individually, the wind turbines are capable of generating 5 megawatts of energy per year. The initial trio will be joined later this year by nine more wind turbines. When all 12 go online later this year, the installation is expected to provide enough electricity to power 50,000 homes.

The U.S. market for small wind turbines grew 78% last year, highlighting heightened interest in, demand for, and use of distributed alternative and renewable power systems. A total 17.3 megawatts worth of new small wind turbines--defined as wind turbines with generation capacities of 100 kilowatts and less--was installed in 2009, according to a report by the American Wind Energy Association released May 28. "Consumers are looking for affordable ways to improve their energy security and reduce their personal carbon footprint," said Ron Stimmel, AWEA's Small Wind Advocate. "Small wind technology can be an answer to that search. As government policies have caught up with consumer interest, we're seeing people all across the U.S. take advantage of this abundant, domestic natural resource and U.S. manufacturers have been able to meet this increasing demand."

The number of wind turbines is set to quadruple over the next decade under government plans to force through wind farm planning applications. Ministers have put wind power at the heart of a Renewable Energy Strategy, which is due to be released on Wednesday. It will outline how Britain is to meet its target of a 34 per cent cut in CO2 emissions by 2020.
