TENNESSEE The average Tennessee household uses 41 percent more electricity than the typical American household, but Joe Hoagland is determined to lessen that disparity. As senior vice president of energy conservation for the Tennessee Valley Authority, Dr. Hoagland heads a $99 million program this year to help convince Tennessee Valley power users to buy less of what TVA sells. With today's increase in power rates of 2 percent, his job has gotten a little easier.

Here's one for the alternative wind power experiments file - a report from BusinessWeek on an interesting design idea, inspired by the Tacoma Narrows Bridge collapse of 1940 - Humdinger's Wind Power Alternative. As an MIT engineering undergraduate visiting the rural fishing village of Petite Anse, Haiti, in 2004, Shawn Frayne hoped to devise a way to convert abundant agricultural waste into cheap fuel. But the budding engineer soon found that the community's mainly poor residents faced an altogether more immediate need. Unconnected to the local power grid, they relied heavily on dirty kerosene lamps, which are not only costly to operate but also unhealthy and dangerous. He decided to devise an alternative-a small, safe, and renewable power generator that could be used to power LED lights and small household electronics, such as radios.

The University of California today issued a report concluding that if California improves energy efficiency by just 1 percent per year, proposed state climate policies will increase the Gross State Product (GSP) by approximately $76 billion, increase real household incomes by up to $48 billion and create as many as 403,000 new jobs.

PETROL should be included in Australia's carbon emissions trading scheme, but low-income households should be compensated for higher power and fuel bills, the nation's top climate change expert has warned. Issuing a stern challenge to the Rudd Government to include petrol in the scheme, when it begins in 2010, Ross Garnaut warned of dire consequences for Australia's natural icons unless urgent and decisive action is taken.

A fuel station producing enough hydrogen to run householders' homes and cars has been unveiled today. The British invention, due to go on sale within two years, is roughly the size of a heating boiler and will cost under £2,000. Its creators say it will revolutionise commuting, help homeowners slash energy bills, and give easy access to a fuel that does not produce carbon dioxide emissions, helping to combat climate change.

A detailed new economic analysis "Energy Efficiency, Innovation, and Job Creation in California" finds: Over the past thirty-five years, innovative energy efficiency policies created 1.5 million additional fulltime jobs with a total payroll of over $45 billion. Kramer Junction. Nevada Solar One. Andasol 1. Kimberlina. They're obscure names today. But they'll be household names tomorrow. The reason? Each is now providing 'here and now' proof concentrating solar power (CSP) works. That can't be said for cabon capture and storage. Nor can it be said for 'next generation' nuclear. Each faces years of additional research and development before some 'first mover' will be game enough to build one. That just isn't the case with concentrating solar power. It's got 20 years of proven commercial operation (Kramer Junction) behind it. It also has new innovations coming on line (Nevada Solar One), with solar thermal storage (Andasol 1), and the promise of super-low costs in coming years (Ausra's Kimberlina). What it adds up to is a price-declining research and development juggernaut in concentrating solar power. This is rapidly bringing concentrating solar power closer to competitiveness with dirty fossil fuels. The California Energy Commission estimates this price 'cross over' could happen by 2015. Bulls predict sooner. And in an industry where new plants and equipment can last 40 years, 5-7 years from now is like tomorrow. What this means is that for forward planning of new infrastructure, concentrating solar power is already nipping at the heels of coal. Toss in carbon prices and the reduced likelihood of protesters chaining themselves to bulldozers as they are likely to at any new coal plants, CSP starts looking like a VERY good deal indeed.

Energy Matters has a post on a new solar PV farm in Portugal - Portugal's Largest Solar Farm Opens. Portugal's Acciona Energy recently opened the country's largest solar power farm, executing the construction of the project in a record time of 13 months. The solar farm covers an area of 250 hectares in the municipality of Moura (Alentejo region), near the border with Spain. The AUD$571 million 48 MW facility will provide power to over 30,000 Portugese households; producing 93 million kWh of electricity annually and avoiding over 89,000 tonnes of carbon dioxide emissions compared to a similar output via coal fired power generation.

A new way of making LEDs could see household lighting bills reduced by up to 75% within five years. Gallium Nitride (GaN), a man-made semiconductor used to make LEDs (light emitting diodes), emits brilliant light but uses very little electricity. Until now high production costs have made GaN lighting too expensive for wide spread use in homes and offices. However the Cambridge University based Centre for Gallium Nitride has developed a new way of making GaN which could produce LEDs for a tenth of current prices.

"Wind energy could generate 20 percent of the electricity needed by households and businesses in the eastern half of the United States by 2024, but it would require up to $90 billion in investment, according to a government report released on Wednesday. For the 20 percent wind scenario to work, billions must be spent on installing wind towers on land and sea and about 22,000 miles of new high-tech power lines to carry the electricity to cities, according to the study from the Energy Department's National Renewable Energy Laboratory."

"The world's largest tidal power station will be constructed off the coast of Incheon. GS Engineering and Construction signed a memorandum of understanding with state-run Korea Hydro and Nuclear Power (KHNP) on Wednesday and will begin construction later next year with a view to completion around 2017. The power station will have a capacity of 1.32 million kw/h, surpassing the 1 million kw/h of a nuclear reactor being constructed in Ulsan and 3.4 times greater than the capacity of the Rance Tidal Power Station in France, currently the world's largest. It will generate 2.41 billion kw per year, the equivalent of 60 percent of Incheon's household electricity consumption."

The UK's seas could provide enough extra wind energy to power the equivalent of 19m homes, according to an assessment by the government. The government's strategic environmental assessment (Sea) confirmed projections that an extra 25GW of electricity generation capacity could be accommodated in UK waters. This would be in addition to the 8GW of wind power already built or planned offshore, bringing the potential total electricity capacity of offshore wind to 33GW - enough to power every household in the UK.
