In fact, John McCain has a perfect record on this renewable energy legislation. He has missed all eight votes over the last year -- which effectively counts as a no vote each time. Once, he was even in the Senate and wouldn't leave his office to vote. ... The fact that Congress has failed eight times to renew them is largely because of a hard core of Republican senators who either don't want to give Democrats such a victory in an election year or simply don't believe in renewable energy.

This month, Ecuador will hold the world's first constitutional referendum in which voters will decide, among many other reforms, whether to endow nature with certain unalienable rights. Not only would the new constitution give nature the right to "exist, persist, maintain and regenerate its vital cycles, structure, functions and its processes in evolution," but if it is approved, communities, elected officials and even individuals would have legal standing to defend the rights of nature.

Drill, drill, drill. Suddenly, oil and gas exploration is all the rage on Capitol Hill. With energy prices a red-hot political issue, the Democratic-controlled Congress, in the midst of its final, three-week legislative sprint before the presidential elections, can't get enough of drilling bills. Not that most Capitol Hill watchers seriously believe that - in the absence of a major supply disruption - any substantive energy legislation will actually emerge from this frenzy and become law. "You don't pass energy bills in the heat of the campaign season," noted Frank Maisano, an energy specialist with Bracewell & Giuliani. Still, there should be plenty of action.

As President-elect Barack Obama prepares to tackle the vast problems ahead for America, he has consistently made two bold proposals. First, he intends to make an immense investment in infrastructure - roads, bridges, railways - to jump-start jobs. Second, he plans to boost clean green technologies to make up for the squandered opportunities of the Lost Decade. These are both powerful, worthy ideas. The groups came carrying a monstrosity of a document that describes their recommendations on energy and environmental issues for the new administration. The 391-page report, entitled "Transition to Green," was made available Monday on Obama's transition Web site. The environmental groups had suggestions for a wide swath of federal departments, from Energy to Education and Homeland Security to Defense.

CNN reports that Obama is planning an economic stimulus package based on energy efficient buildings and improved internet access - Obama outlines initiative to create 2.5 million jobs. President-elect Barack Obama on Saturday outlined some of his plan to create 2.5 million jobs by 2011, and said he will push for immediate action by Congress when he takes office in January. Obama wants to make public buildings more energy-efficient, repair roads and bridges, modernize schools, increase broadband access and ensure that health care professionals have access to the latest technology. "Our government now pays the highest energy bill in the world," he said in the weekly Democratic radio address.
