A MAJOR criticism of wind farms is that they are intermittent. Wind does not blow consistently and, as a result they do not provide a continuous supply of power, but must be backed up by conventional fossil fuel plants. However, a renewables firm believes it has hit on a solution, and is hoping to use it in Scotland. A hydrogen plant would store energy from the wind farm, creating a reserve that could be dipped into on demand, so that even when the wind was not blowing, an electricity supply would be available.

Today the Department of Energy (DOE) announced the award of 16 new Indefinite Delivery Indefinite Quantity (IDIQ) Energy Savings Performance Contracts (ESPCs) that could result in up to $80 billion in energy efficiency, renewable energy, and water conservation projects at federally-owned buildings and facilities. ESPCs help to meet the federal government's energy efficiency, water conservation, and renewable energy goals. The Scottish Government has created one of the biggest international innovation prizes in history - a £10 million challenge for advances in wave and tidal energy. At a ceremony this week in historic Edinburgh Castle, details of the 'Saltire Prize' were revealed to leading scientists, environmentalists and potential entrants after being finalised by a panel of international experts who comprise the prize Challenge Committee. Dr Anne Glover, Scotland's Chief Scientific Adviser and Chair of the Challenge Committee, said the Saltire Prize will be awarded to the team that can demonstrate in Scottish waters a commercially viable wave or tidal energy technology that achieves a minimum electrical output of 100GWh over a continuous two year period using only the power of the sea and is judged to be the best overall technology after consideration of cost, environmental sustainability and safety.

ADAGE and Energy Northwest announced a partnership today that could bring several new power plants to the Pacific Northwest by the end of 2012. The plants would be built by ADAGE, a joint venture by AREVA and Duke Energy, and would bring an estimated 2,000 construction jobs to the state. ADAGE President Reed Wills said at a press conference announcing the partnership that the plants also would create 500 permanent "green" jobs for plant operations and wood waste collection. The plants likely would be located in forested areas of western Washington. AREVA President Jacques Besnainou said the plants would burn wood waste, such as bark or tree branches stripped from lumber, to generate power. Wood waste is a renewable, carbon-neutral source that fits the state's clean energy goals, he said.

The 25-percent-by-2025 renewable electricity standard bill introduced today by Rep. Edward Markey (D-Mass.) and Rep. Todd Platts (R-Pa.) would boost renewable energy generation by 135 percent above and beyond current policies between now and 2025, according to the Union of Concerned Scientists' preliminary analysis of the legislation. "This electrifying standard would provide a smart, proven, cost-effective strategy to ramp up our clean energy use, create tens of thousands of jobs, and lower consumer utility bills," said Alan Nogee, UCS Clean Energy Program director. "The clean energy tax incentives that Congress is finalizing will get us moving in the right direction in the near term, and the renewable energy standard makes sure we stay on that path for the foreseeable future."

Colorado, United States [RenewableEnergyWorld.com] Vestas held a ground-breaking ceremony this week for its two new manufacturing facilities - a nacelle assembly factory and blade factory - in Brighton, Colorado. The Brighton factories are part of the manufacturing and research base Vestas is establishing in the U.S. His Royal Highness the Crown Prince of Denmark and Her Royal Highness the Crown Princess of Denmark participated at the event. Once the factories are fully operational in 2010, they will create about 1,350 jobs in Brighton. Vestas' investment in Brighton will total about US $300 million, and will secure an annual production capacity of 2,000 blades and 1,400 nacelles.

Vice President Joe Biden and Energy Secretary Steven Chu today announced plans to invest $3.2 billion in energy efficiency and conservation projects in U.S. cities, counties, states, territories, and Native American tribes. The Energy Efficiency and Conservation Block Grant program, funded by President Obama's American Recovery and Reinvestment Act, will provide formula grants for projects that reduce total energy use and fossil fuel emissions, and improve energy efficiency nationwide. "These investments will save taxpayer dollars and create jobs in communities around the country," said Vice President Biden. "Local leaders will have the flexibility in how they put these resources to work - but we will hold them accountable for making the investments quickly and wisely to spur the local economy and cut energy use."

On Thursday, while visiting Jefferson City, Mo., with Commerce Secretary Gary Locke, Vice President Joe Biden announced that, as part of the American Recovery and Reinvestment Act, more than $3.3 billion in smart grid technology development grants and an additional $615 million for smart grid storage, monitoring, and technology viability were being made available. "By investing in updating the grid now, we will lower utility bills for American families and businesses, lessen our dependence on foreign oil and create good jobs that will drive our economic recovery-a strong return on our investment," Biden said.
