    excerpt/intro: Last month marked the one-year anniversary of the formation of the Readium Foundation (Readium.org), an independent nonprofit launched in March 2013 with the objective of developing commercial-grade open source publishing technology software. The overall goal of Readium.org is to accelerate adoption of ePub 3, HTML5, and the Open Web Platform by the digital publishing industry to help realize the full potential of open-standards-based interoperability. More specifically, the aim is to raise the bar for ePub 3 support across the industry so that ePub maintains its position as the standard distribution format for e-books and expands its reach to include other types of digital publications. In its first year, the Readium consortium added 15 organizations to its membership, including Adobe, Google, IBM, Ingram, KERIS (S. Korea Education Ministry), and the New York Public Library. The membership now boasts publishers, retailers, distributors and technology companies from around the world, including organizations based in France, Germany, Norway, U.S., Canada, China, Korea, and Japan. In addition, in February 2014 the first Readium.org board was elected by the membership and the first three projects being developed by members and other contributors are all nearing "1.0" status. The first project, Readium SDK, is a rendering "engine" enabling native apps to support ePub 3. Readium SDK is available on four platforms-Android, iOS, OS/X, and Windows- and the first product incorporating Readium SDK (by ACCESS Japan) was announced last October. Readium SDK is designed to be DRM-agnostic, and vendors Adobe and Sony have publicized plans to integrate their respective DRM solutions with Readium SDK.   • I had read the essay by Jon Bosak (SUN Microsystems) on why SUN voted as it did in the US. He lays out a very different strategy. His view is that the battle is lost to completely reject OOXML as an ISO standard. ISO can only reject it with comments, and that is equivalent to giving Microsoft a todo-list on how to fix the draft so as to get it approved. Microsoft has sufficient manpower to easily tackle that. Most of us had missed what Mr. Bosak saw: OOXML promises interoperability with earlier closed binary formats (the Word Doc, older Excel file formats etc.). But it doesn’t deliver. How on earth could someone be able to convert old binary files to the new format without having the specification of the old formats and a mapping to OOXML. If you are to translate some text from Chinese to English, it doesn’t much help to only know English.

      A "Yes with comments" is a yes for the ISO approval of MS-OOMXL. If ISO approves MS-OOXML, it won't matter what Bosak's "comments" strategy is. Microsoft and the Vista Stack will be off to the races. The full disclosure of the MS binary document secret blueprint won't matter much at that point.

      Sun and Bosak have held the door open for MS-OOXML since 2002, when Sun blocked an effort to write the ODF Charter to include as a priority, "compatibility with existing file formats". This of course would include the billions of legacy MS binary documents.

      The thing is that those who work in the conversion-translation field will tell you that it is currently impossible to pipe converted legacy binary documents and OOXMl docs for that matter into ODF. Just as Microsoft claims, ODF in it's current state is insufficient and unable to handle the rich feature set of the MSOffice developers platform.

      The problem could of course be easily fixed by the inclusion in ODF of five structural generics. In the past year, there have been no less than five iX "interoperability enhancement" proposals submitted to the OASIS ODF TC for discussion and consideration. As uber universal interop expert Florian Reuter points out in his blog, these iX proposals did not fare so well.

      What Florian doesn't point out is that it was Sun who opposed any and all efforts to improve compatibility with existing Microsoft binary and OOXML documents. Just as they have done for nearly five years now.

      Sort of puts the Sun-Bosak support for ISO approval of MS-OOXML in a different light. ~ge~

Ever since ODF and OOXML burst onto the scene in ISO SC34 I've tried to avoid getting pulled into the mess. I was quite successful at this for several years, until one day one our managers at Bouvet suggested we bid for a contract to write a report for the Norwegian government (strictly speaking, the Agency for Public Management and eGovernment (Difi)). The report was about whether to recommend/require ODF and/or OOXML in the Norwegian public sector. I couldn't come up with any valid excuses for not doing it, and so we sent in a bid, and in the end won the contract.
  • Conclusion By now I guess the conclusion should be obvious. I couldn't recommend either format. Both specs are of very low quality, and for neither format do you have much of a choice of tools. For the public sector this would essentially mean having to agree not on a format, but on a single tool to be used sector-wide. The purpose of creating standards should be to achieve interoperability, but in this case that just hasn't happened yet. Having said that, ODF 1.2 looks like it will satisfy nearly all the shortcomings with ODF 1.1 that my report identifies. Similarly, it looks like the next OOXML version (ISO/IEC 29500:2008 amendment 1) will solve most of the OOXML issues. If the implementors follow up and improve their converters things will look much brighter. Unfortunately, this is going to take a couple of years. So my conclusion in the report is that both standards should be listed as "under observation" for all usage areas.
