The internationally recognized WorldImages database provides access to the California State University IMAGE Project. It contains almost 75,000 images, is global in coverage and includes all areas of visual imagery. WorldImages is accessible anywhere and its images may be freely used for non-profit educational purposes. The images can be located using many search techniques, and for convenience they are organized into over 800 portfolios which are then organized into subject groupings. Great tool to make image searching quick.  The Flickr images it pools all come from the Creative Commons area, but I would still check. Draws from wiktionary, flickr, google & yahoo images.  Searched for "dirty" stuff and it wasn't too bad or concerning.

PicFindr searches the web* for stock photography that is completely free to use commercially. Very useful tool for finding images for student projects. Enter the search term, select Educational for Permitted use, and check "none" for requirements (doesn't even require citation).
