This article is about orphans that were brought to Arizona to be adopted out and were not allowed to be placed with Mexican families. It is a classic tale of Racism that clearly states the Mexicans were not allowed to have the children because supposedly they were illiterate, vicious, and wholly unfit to raise a white child.

Children in foster care and the importance of children's safety and well-being during the process. Goes over laws and regulations set in place for adoption and fostering processes. Emphasis on child safety with in the system and once out.

This is good to ear. That there are people who care about the health and care of orphans.
