  • With the introduction of structural adjustment, projects and activities depending on the government were scaled down. While the idea of privatisation could somehow work in the South, as there was an elite and foreign companies to take over these activities, such conditions did not apply in the North. The factories ground one by one to a halt. Commercial farms went into receivership. Employment and income collapsed. The market players, who were to exploit the opportunities afforded by the withdrawal of the government, simply were not ready for it. Whatever economic elite had started to develop either sank back into obscurity or joined their brethren in the south.
  • The distribution of HIPC funding tells a similar story. The Highly Indebted Poor Country (HIPC) initiative was an attempt by the World Bank and IMF to reduce the debt burden of the world poorest countries. One of the first major policy initiatives of the new NPP government when it attained power in 2001 was to apply for HIPC status. A special account was opened, whereby the money which otherwise would have been used for debt re-payment would be channelled to special spending targeted at the poor. But once again the reality was different. While the Ghana Poverty Reduction Strategy 2003-2005 planned that almost half of the HIPC funds would be used in northern Ghana, in reality this was only 17 %, just about one third of what was planned! The remaining 83 % of the projects went to southern Ghana, for which only 52 % had been planned.
  • National policies, ostensibly designed so as not to favour specific parts of the country, end up disadvantaging the North. The Ghana School Feeding Programme (GSFP) was originally conceived as a programme focusing on ‘Hunger Hotspots’, and was therefore targeted at the North. For obvious political reasons, the government decided instead to make it a national policy benefiting all districts equally. But with programme management using its discretionary powers, individual districts were able to lobby for additional schools. Inevitably, such districts were politically well connected and close to the physical and political centre. With as end result that Greater Accra, Ashanti and Brong Ahafo Regions receive a whopping 70 % of the total funding for school feeding (leaving the other 7 Regions to fight over the remaining 30 % of the funds). The three northern Regions, home to 30 % of the total poor in Ghana, receive a paltry 7 % of the funding!

However, to turn that possibility into reality needs a lot of work. The reason is simple: how could two parties discUSs an important issue concerning the third party without the third’s knowledge? How could the two parties carry out this kind of cooperation without the third party’s participation at the very beginning? How could we start the cooperation without much understanding, let alone agreement, of each other’s concept of the issue?

  • The best example of this development assistance is the building of the Tanzania–Zambia Railway (TAZARA), ‘one of the lasting monuments to its former presence’. China helped Tanzania and Zambia build the railway of 1,860km for US$500 million during 1968–86 with about 30,000 to 50,000 Chinese involved (64 people died). As Jamie Monson points out: ‘… the Chinese had articulated their own vision of development assistance in Africa throughout the Eight Principles of Development Assistance … these principles reflected China’s efforts to distinguish its approach to African development from those of the United States and the Soviet Union. Several of these principles had direct application to the TAZARA project.’[6]

  • A Southern Africa Resource Watch (SARW) research team visited three communities resettled by Vale and Rio Tinto – Mualadzi, a Rio Tinto resettlement compound located about 40km from the original Capanga village; Cateme village, a Vale resettlement compound with 720 families from the villages of Chipanga, Mitete, Malabue-Gombe and Bagamoyo; and 25 de Setembro, another Vale resettlement compound housing people from the same four villages. Vale deliberately divided the communities in two with employed villagers moving to 25 de Setembro since it is closer to Moatize and the mine. The unemployed were sent to Cateme, 40 km from the town.
  • Vale has also used the resettlement process to divide communities into those with formal and those with no formal work. The impression that this model gives is that uneducated and unemployed members of a community can be dumped anywhere.
  • Communities fear that if they continue to be relocated in small groups before all the construction work is done, their legitimate demands will never be met. As they have learned from the people who have already been resettled in Cateme and Mualadzi, the companies are reluctant to complete projects once communities have been relocated.  Rio Tinto moved people to Mualadzi before it had finished building key infrastructure such as school and clinics – and they have still not been built.

  • State-building and nation-building in Liberia cannot be fully operationalized without an interrogation of the meaning of citizenship, given that the nation-state of Liberia is fundamentally de-territorialized, with a sizeable number of Liberians scattered throughout the globe, yet still fully engaged as transnational beings. My article scrutinizes the markers of citizenship, narrowly defined in Liberia’s current Aliens and Nationality Law.

  • Using case studies from Senegal, Ghana, and Kenya, Whitaker argues that increased claims for dual citizenship in Africa may be driven as much by self-serving political interests as it is by concerns about national reconstruction, economic development, or security, especially with the advent of multi-party competition, the involvement of emigrants in homeland politics, and the need for African politicians to establish constituencies abroad for support and funding (Whitaker, 2011: 756).

The Liberia case study has shown that policy makers must consider state-building and nation-building as mutually constitutive.

She was invited to receive her prize at a ceremony at the United Nations headquarters and asked to submit her speech prior to the event in the national Mooré language. It was to be translated into English, which she did not speak, for another person to read out during the ceremony. But she said “No. If it is me that has received the prize then I should speak directly to those who gave it to me. The way I was brought up, when you thank someone you thank them directly, without a go-between.” She asked the United Nations to find a Burkinabé interpreter who could understand both Mooré and English in order to ensure simultaneous interpretation. And this is how it was done. She knew her rights -  in this case the right to speak!

  • AFRICA’S CONTRIBUTION TO EUROPEAN CAPITALIST DEVELOPMENT According to Rodney, Europeans went through several phases of desire in Africa: first it was gold, through ivory and camwood to human cargo (slavery). He sketches the slow conquest and penetration due to shipping superiority and the slow breakup of African kingdoms and states in the 16th-17th century leading to the Portuguese slave trade and decision-making role for Europeans in Africa. While dissecting the slave trade he drew parallels between the rise of the European seaport towns of Bristol, Liverpool, Nantes, Seville and the Atlantic slave trade. In a passage that vividly explains the impact of Europe on Africa and its subsequent underdevelopment Rodney asserted that: ‘the European slave trade was a direct block, in removing millions of youth and young adults who are the human agents from whom inventiveness springs. Those who remained in areas badly hit by slave capturing were preoccupied about their freedom rather than with improvements in production’. Rodney pursues the notion that colonisation gave Europe a technological edge and addresses the exploitation of African minerals important for making steel alloys, manganese and chrome, including columbite – critical for aircraft engines. Significantly, in the course of this orbit of exploitation there was incessant African resistance. But European firearms, after reaching a certain phase of effectiveness, as in the use of the Maxim (machine gun) against the Maji Maji and the Zulus and others, in concert with the use of Africans in colonial armies tipped the military balance in favour of Europe and subjugated a continent.
  • Rodney also attacks the notion, which unfortunately still persists, that there is some universal nexus or equal relationship between ‘hard work’ and great wealth, a myth peddled in the West today. In his tome Rodney swats away this ‘common myth within capitalist thought that the individual through hard work can became a capitalist’.

Mandela: Could he have negotiated a better deal at independence? | CODESRIA - 0 views

  • It is a much bigger question than say “Could he have negotiated a better deal at independence?" The answer to the latter question I believe is, yes, he could have. On reflection, I am convinced that Nelson Mandela and the African National Congress (ANC) need not have settled for so little after 100 years of a titanic, heroic struggle of the people since 1912, the year the ANC was born. To be honest, the 1994 deal produced a little mouse out of a mountain of a struggle! And it is this little neo-colonial mouse that is roaring today while the mountain is levelled down. The people were depoliticized immediately following the 1994 agreement, a process I witnessed firsthand.
  • For a short spell, Ruth First was a tutor in a course I taught at Dar. Joe Slovo (her husband) was leading the Umkhonto we Sizwe, the military wing of the ANC and was soon to become the General Secretary of the SACP. We had discussions and differences over a number of issues – including, the nature and character of corporate capital in South Africa (see further below) , and the role of the armed struggle. During the 1990-94 independence negotiations Slovo broke a stalemate in talks with his idea of the "sunset clause" and for a coalition government for five years following a democratic election.

  • There is no space to elaborate on this point, but a few illustrative examples might help. One, the government deregulated the capital account resulting in massive capital exit. Two, it allowed, for example, Old Mutual (a dominant life insurance firm) to demutualise, and de facto converted over 100 years of workers’ savings into share capital, and open to purchase in global capital markets. Three: it entered into a partial Free Trade Agreement with the European Union which opened South Africa (and almost by default, the Southern African Customs Union (SACU)) to European imports without very limited corresponding benefits, a situation that bedevils South Africa’s relations with its neighbours to this day. Four: it committed itself to repaying the pre-1995 apartheid debt under the illusion that this would build confidence with the international financial institutions (the IMF and the World Bank) and the global market to attract foreign direct investment. It is my strong contention that South Africa ought to have unilaterally repudiated all apartheid-incurred illicit debts. I find it incomprehensible that independent South Africa should pay for debts incurred as a result of crimes against humanity. Five: the negotiations on the Bilateral Investment Treaty with the United Kingdom that preceded democratic elections. Finally: the 1996 GEAR– the Growth, Employment, and Redistribution – strategy. It set the country, I believe, into a reverse gear: many of the gains of the struggle for independence were lost in the process. Evidence of this is visible all over South Africa today.

  • In the foregoing few words, Hailemariam Desalegn actually revealed his (I mean the TPLF’s) entire three-pronged strategy on how they plan to organize the theft of the 2015 election and repeat the 2010 crushing victory: 1) use state media and all other resources to hoodwink the people of Ethiopia that the 2015 election process will be democratic, free, fair and credible; 2) implement “our institutional process and our laws and regulations [that] are perfect” by 3) imposing on all political parties “the code of conduct” that his party has “put in place”. The TPLF's three-pronged strategy is actually the perfect game plan for the perfectly rigged election. The late Meles Zenawi wrote the perfect election rigging rulebook and “implemented” it in 2010. As a result, his party won the perfect election with 99.6 percent of the parliamentary seats.

  • Relief agencies estimate that nearly 1.4 million Somalis have been displaced since the 1990s, and nearly half the country’s population – more than 3 million people – is still in need of relief aid and assistance. But this is the story of the Somalia that we all know. The less known story is that of a country that was systematically destroyed by international NGOs, UN agencies and donors who undermined the local economy by flooding Somalia with aid, especially since the fall of Siad Barre in 1991.
