Together, we generate lasting positive change. History: Chartered by Congress in 1990 to advance environmental knowledge and action, our ultimate goal is to activate environmentally responsible behavior in the general public. The National Environmental Education Act of 1990 established the National Environmental Education Foundation as a complementary organization to the U.S. Environmental Protection Agency (EPA), extending its ability to foster environmental literacy in all segments of the American public as well as leveraging private funds that EPA, as a federal agency, could not access. In the almost two decades since then, the annual appropriation we receive from the EPA's Office of Environmental Education has enabled us to tap millions more in private and other governmental funding. The strong relationship we've built with the EPA has allowed us to multiply our resources and deliver innovative education programs which encourage environmentally responsible behavior. Our strategy is to reach the public through a powerful network of trusted professionals who can help Americans make everyday choices for a healthy life and healthy environment.     "The Zinn Education Project promotes and supports the use of Howard Zinn's best-selling book A People's History of the United States and other materials for teaching a people's history in middle and high school classrooms across the country. The Zinn Education Project is coordinated by two non-profit organizations, Rethinking Schools and Teaching for Change. Its goal is to introduce students to a more accurate, complex, and engaging understanding of United States history than is found in traditional textbooks and curricula. The empowering potential of studying U.S. history is often lost in a textbook-driven trivial pursuit of names and dates. Zinn's A People's History of the United States emphasizes the role of working people, women, people of color, and organized social movements in shaping history. Students learn that history is made not by a few heroic individuals, but instead by people's choices and actions, thereby also learning that their own choices and actions matter. We believe that through taking a more engaging and more honest look at the past, we can help equip students with the analytical tools to make sense of - and improve - the world today.     "Holocaust Issues The Office of the Special Envoy for Holocaust Issues develops and implements U.S. policy with respect to the return of Holocaust-era assets to their rightful owners, compensation for wrongs committed during the Holocaust, and Holocaust remembrance. The Office does this in a manner that complements and supports broader U.S. interests and initiatives in a Europe committed to democracy, pluralism, human rights, and tolerance. The Office seeks to bring a measure of justice and assistance to Holocaust victims and their families and to create an infrastructure to assure that the Holocaust is remembered properly and accurately. This is an important issue in our bilateral relations with countries of central and eastern Europe and with the state of Israel. Much of the Office's work relates to bringing closure to issues left outstanding during the Cold War. Before 1989, the governments of Russia and its satellites refused to permit research into Holocaust questions or the payment of compensation to Holocaust victims and their heirs. The end of communist governments in eastern Europe made it possible to extend Holocaust programs to those countries. In addition, the Office has been involved in facilitating negotiations to reach, and in implementing, various agreements on the subject of Holocaust-era claims. Class action suits in the United States in the 1990's set the stage for the negotiation of a settlement agreement with Swiss Banks and executive agreements with Germany, France, and Austria that dealt with claims arising from unpaid Holocaust-era insurance policies, as the use of forced and slave labor, the illegal seizure of private and communal property, and other personal injuries. The Special Envoy is a member of the boards of directors overseeing the French and German payments programs. He maintains close relations with Austrian officials administering the programs negotiated with the Austrian Government. He also serves as an ex-

    To preserve the legacy of the unprecedented and heroic work of the men and women who served in the Monuments, Fine Arts, and Archives ("MFAA") section, known as "Monuments Men," during World War II, by raising public awareness of the importance of protecting and safeguarding civilization's most important artistic and cultural treasures from armed conflict, while incorporating these expressions of man's greatest creative achievements into our daily lives. The Monuments Men respected the cultures of others. They risked their lives to preserve that culture. Two Monuments Men were killed in action protecting treasures. As a group the Monuments Men changed the course of history by returning more than 5 million cultural items after the war. Help us preserve the legacy of the Monuments Men and put it to use in protecting cultural treasures from future armed conflict.

    "We now have an opportunity to bring hands-on, tinkering-based learning to a new level in the United States. The growing body of work supported by foundations coupled with an Administration that is highly supportive of innovation in learning makes for a powerful force. In his April 27th speech to the National Academies of Science, the President made this call to action: "I want to encourage you to participate in programs to allow students to get a degree in science fields and a teaching certificate at the same time. I want us all to think about new and creative ways to engage young people in science and engineering, whether it's science festivals, robotics competitions, fairs that encourage young people to create and build and invent -- to be makers of things, not just consumers of things." To achieve this goal we should provide students the tools to experiment and build their own tools, machines and platforms. This Administration supports hands-on experiences that allow children to learn at their own pace through discovery and building. National Lab Day (NLD) is a platform to scale hands-on learning across the country. Each NLD will encompass a year-long series of training and activities which will culminate in a day of sharing and recognition. We plan on a series of NLD's to build to our goals."
