    1. Will using target populations more cost efficient when deciding on public policies?

    2. If elected officials use target populations when making policies as a way to assure self interests is it possible to make sure everyone is treated equally?

    I do not think everyone can be treated equally when officials use target populations to assure self interests. The idea of making target populations based on social construction and power creates groups that will not be treated equally because of their relative importance. If each group was seen as equally important in their interests, there would be no need to divide people into target populations.

    Nobody will ever be treated equally if elected officials if they were assuring their self interests. Politicians are corrupt and if they are looking out for their self interests then they are purely looking for votes or money so they will always push some of the populations aside. If they get a law pass Congress, like affirmative action, to put people ahead then you are not treating everyone equally. The equal way would be to just have people work for what they want. By just giving people an advantage goes against the American Dream to work hard and make a good living.

    While using target populations would be more cost-efficient for politicians, I agree with Tavish. Politicians should not be merely concerned with targeting a certain population. In doing this, a certain group is favored over another, and that defeats the purpose of trying to generate equality. Also, this is dangerous because politicians are looking out for their own self-interests. This can obviously lead to more corruption in the future and cause problems when trying to formulate good policies. I agree with Tavish that the best way to generate equality would be to treat every group equally and as a whole. Our society should not be chopped up and separated because then it will never be truly equal.

    I don't think using target populations is fair to everyone as whole despite the fact it may help get a large amount of support if it is intentionally written from the point of view of serving a specific interest group the whole is still going to lose.

    I believe that using target populations will be very cost-effective and is fair and reasonable in every way. I agree with CJ that we should let people work for what they want. And if we just hand things out it does not show people how to work for what they want and earn it.

    I do not feel that targeting a specific group of people, whether it is cost-effective or not, is fair to the entire population. I think through this, certain groups are unequally favored over another. Not only does it make things unequal, its gives another group an unfair advantage.
