The IRP was conceived at the World Conference on Disaster Reduction (WCDR) in Kobe, Hyogo, Japan in Jan2005. As a thematic platform of the International Strategy for Disaster Reduction (ISDR) system, IRP is a key pillar for the implementation of the Hyogo Framework for Action (HFA) 2005-2015: Building the Resilience of Nations and Communities to Disasters, a global plan for disaster risk reduction for the decade adopted by 168 governments at the WCDR. The key role of IRP is to identify gaps and constraints experienced in post disaster recovery and to serve as a catalyst for the development of tools, resources, and capacity for resilient recovery. IRP aims to be an international source of knowledge on good recovery practice

The Index for Risk Management (InfoRM) initiative began in October 2012 as a convergence of interests of United Nations agencies, humanitarian donors and the European Commission to establish a common evidence-base for global humanitarian risk analysis. A concept was developed by a core group of agencies and presented publicly at the Global Platform for Disaster Risk Reduction in May 2013. The aim of the initiative is to publish and manage a humanitarian risk index as an open resource for use by actors engaged in resilience, emergency preparedness, disaster management and humanitarian response.

The GBR Humanitarian Emergency Response Review (HERR), commissioned by the Secretary of State for International Development and independently overseen by Lord Ashdown, called for a transformation in the way DFID and the wider global community approach the humanitarian agenda. To deliver this transformation it will be critical to build a strong understanding of the scale and nature of the challenges we face; to establish which of our current approaches are most likely to work; and to find and test new and innovative ways to effectively tackle the challenges of the future.
