Launched in 1997 by a group of humanitarian NGOs and the Red Cross and Red Crescent movement, The Sphere Project is an initiative to define and uphold the standards by which the global community responds to the plight of people affected by disasters, principally through a set of guidelines that are set out in the Humanitarian Charter and Minimum Standards in Disaster Response (commonly referred to as the Sphere Handbook).

This literature review is part of an HPG project entitled 'Civil-Military Coordination: The Search for Common Ground'. This two-year research and public affairs project explores how recent global developments have affected the relationship between military and humanitarian actors, with the aim of facilitating more effective and principled ollaboration to support better humanitarian outcomes for crisis-affected populations. This paper identifies key trends emerging from the literature on civil-military coordination in conflicts and natural disasters. It deals with the interaction between international humanitarian and international or foreign military actors operating in crisis contexts, and offers some reflections on the relationship between national military actors and the international humanitarian community

"The Logistics Capacity Assessment (LCA) is a long-standing tool of WFP Logistics. Since 2008, it has provided important logistics information relevant to Logistics Cluster partners and the Humanitarian Community and is shared as an interagency tool via the Logistics Cluster website. The extremist group attacked Baga and the surrounding villages after overrunning the headquarters of the Multinational Joint Task Force, which consists of soldiers from Nigeria, Niger and Chad.
