"Gow (Gnu On Windows) is the lightweight alternative to Cygwin. It uses a convenient NSIS installer that installs over 100 extremely useful open source UNIX applications compiled as native win32 binaries. It is designed to be as small as possible, about 18 MB, as opposed to Cygwin which can run well over 100 MB depending upon options."

Good for, for example, transferring the Rock Band app with all purchases and scores to a new device, though the application is not in the App Store any longer and you cannot restore purchases via the Internet. Complete freeware, no ads or restrictions.

To set a static ARP entry, the command used to be arp -s IP MAC, but on Server 2008 R2 and perhaps others back to Windows 7/Server 2008, this command may not work even if Run as Admin. However, the netsh commands in this Q&A provide alternate syntax that does work for the same purpose.
